Every country has its own energy policy, different industrial maturity levels and public acceptance of new energy policies. In particular, energy policies vary in each country and they affect smart grids policies and strategies as well as well as its demonstration R&D results. Major leading countries such as USA, and Japan in smart grids areas, launched large-scale smart grids demonstration projects around 2010. The Republic of Korea also launched a large-scale smart grids demonstration project, called the “Jeju smart grids demonstration project (2009-2013)”. Regarding the project, there have been a range of different ideas on whether they have been successful. On the other hand, the ideas were not based on the objective comparison of the results of the major leading countries, because there have been little such researches. The energy policy environment is changing as Paris Climate Change Agreement (2015.12) requires “historic, durable and ambitious” GHG emission reduction. In this context, a smart grids is emerging fast as a means of reducing GHG emisions and starting new businesses in electricity areas. This study compared the results of the smart grid demonstration projects of major leading countries and is believed to provide the insights into the importance of the government setting the energy policy.

적층 제조 기법으로 제작된 축소형 메탄 엔진의 연소시험을 위한 시험 장치를 설계하기 위해 국외 유사 연구 사례 조사를 수행하였다. 기존의 연소시험설비 수정을 최소화하고, 독립적으로 사용이 가능하도록 가압식 추진제탱크, 추진공급계 및 제어장치를 모듈화 하여 구성하였다. 축소형 메탄 엔진 연소시험 장치를 통해 향후 소형 위성 발사체 상단 엔진에 활용이 가능한 메탄 연소기 특성, 엔진 재점화, 엔진추력제어를 위한 기초 연구를 수행할 계획이다. A literature survey was conducted to design a test device for performing a combustion test of a small-scale methane engine manufactured by additive manufacturing technique. A pressurized propellant tank, a pneumo-hydraulic supply system, and a control device were modularized to minimize the modification of the existing hot firing test facility and to be used independently. It is planned to conduct basic researches for methane combustion characteristics, engine re-ignition and engine thrust control that can be used on the upper stage engine of a small satellite launch vehicle in the future through this test device.

유럽우주청에서는 상용 발사 서비스 시장의 변화를 감지하고, 2014년 12월 아리안5보다 높은 가격경쟁력을 확보하여 시장 점유율을 높이기 위한 아리안6 개발을 최종 승인하였다. 하지만 2022년 첫 발사를 앞둔 아리안6은 이미 Falcon 9보다 1회 발사 비용이 비싼 발사체가 되어 버렸다. 유럽우주청은 이러한 분위기를 쇄신하기 위해 Space19+ 유럽우주청 각료급회의를 통해 유럽의 미래 재사용 발사체 개발에 대한 로드맵을 제시하였으며, 유럽의 발사체가 시장 경쟁력을 확보하기 위한 다양한 기술 개발 프로그램의 예산을 승인하였다. 본 논문에서는 치열한 발사 비용절감 경쟁 속에서 살아남기 위한 유럽의 미래 재사용 발사체 개발 동향에 대해 살펴보고자 한다. Expecting a disruptive market change in the foreseeable future, the ESA approved the initiation of a new vehicle development program, Ariane 6 in December 2014 with a goal of cutting down the launch price of Ariane 5 by half and continuing to stay competitive. But Ariane 6, which is scheduled to make a maiden flight in 2022, is analyzed to be more expensive than Falcon 9 in operation. In an attempt to renew this atmosphere, ESA presented a roadmap for the development of future reusable launch vehicles in the Space19+ ESA ministerial level meeting, and approved the budget for various technology development programs for European launchers to secure market competitiveness. In this paper, we will look at the development trends of future reusable launch vehicles in Europe to survive the fierce competition to reduce launch cost.
AHP 기법을 적용한 스마트그리드 기술사업화 촉진요인 간 중요도 분석

Smart grid is regarded as the representative of new energy industries in Korea because it has the potential to transform the entire conventional power industry to a new industry, applying ICT (Information and Communication Technologies) into the power grids. There are several factors that affect the transfer and commercialization of smart grids technologies and it is important to find where to place more priority with limited resources. The analytic hierarchy process (AHP) has been widely used around the world to provide comprehensive and rational solutions in a wide variety of decision situations. As it is based on the group decision making, it is not taken as a correct decision, but the best decision. This study is believed to come up with the best decision framework through an AHP application regarding comparison among a wide variety of commercialization factors of smart grids technologies.
