지방대학의 관점에서 본 현행 대학재정지원사업의 문제점과 개선방안

지속가능한 사회발전을 위해 지역 인재 양성의 중요성에도 불구하고, 현행 대학재정지원사 업은 지방대학의 재정상황과 자생적 혁신을 어렵게 만들었다는 우려가 크다. 이 연구는 지방 대학의 관점에서 느끼는 현행 대학재정지원사업의 구조, 운영방식 및 평가지표의 문제점을 실증적으로 분석하고 개선방안을 모색해보고자 하였다. 이를 위해 전국 228개 지방대학을 대 상으로 설문조사를 실시하고, 국·사립, 규모별, 권역별로 4개 사례대학을 선정하여 심층 면담 을 실시하였다. 분석결과, 지방대학들은 대학재정지원사업의 취지에 대해서는 공감하고 있었 으나, 사업의 설계 및 시행방식에 대해서 부정적 입장을 보였다. 잦은 평가로 인한 피로감과 교수 본연 업무의 상실, 취업률 및 교수충원율과 같은 평가지표의 타당성 문제 등을 지적하 였다. 특히, 지방대학들은 대학재정지원사업의 지역균형발전 기여 면에서 매우 부정적이었고, 오히려 수도권-지역 간의 격차를 심화시켰다는 입장이었다. 향후 개선방안에 대해 지역 여건 이 다른 수도권 대학과의 별도 경쟁, 대학의 특성(설립유형, 규모, 역량, 권역 등)을 고려한 보 다 정교한 평가 시행방식과 지표 설계의 필요성을 강조하였다. The purpose of this study is to analyze, from the perspectives of local universities, the problems of structure, operation method, and evaluation indicators of the current financial support project for universities. In so doing, this study conducted surveys of professors and staffs from 228 four-year universities across the country and a case study based on four universities representing typical types of local universities of Korea (e.g., national/private, by scale, and by region). The results of the analysis revealed that local universities generally agreed with the purpose of the financial support project, but they responded negatively to the design and implementation method of the project. First, it was pointed out that the administrative overload caused by the preparation of the frequent evaluation contributes to faculty fatigue, which in turn negatively affects the quality of teaching and research. Local universities also expressed doubts about the feasibility of some evaluation indicators such as employment rate and professor recruitment rate. In particular, local universities expressed very negative views on the idea that the financial support project contributes to the balanced development across the nation. Policy implications and suggestions for balanced regional development through supporting regional higher education institutions were discussed.
