프랑스 언론의 신뢰도 위기: 저널리즘 제도의 내적 균열과 사회운동의 영향

이 연구는 전 세계적인 언론의 신뢰도 하락이라는 상황에서, 한국 언론과 유사한 형태로 심각한 신뢰 위기를 겪고 있는 프랑스 언론에 대하여 고찰한다. 2018년부터 시작된 '노란 조끼' 운동이라는 거대한 사회운동의 과정에서 프랑스 언론에 대한 불신은 극단적인 형태로 표출되었다. 이 연구는 이를 프랑스 언론의 역사적 발전 과정, 그리고 이에 대한 대중들의 오랜 '언론에 대한 비판'의 구조라는 측면과 결합하여 살펴본다. 구체적으로 이 연구는 로이터 저널리즘 연구소에서 간행한 <디지털 뉴스 리포트>에 나타난 프랑스 언론의 신뢰도의 양적 지표를 먼저 살펴본다. 이어 프랑스 저널리즘의 역사적·제도적 형성 과정 및 이에 발맞추어 등장한 대중적 불신의 경로를 검토해 본다. 그리고 2018년 사회운동에 대한 보도 과정에서 노출된 프랑스 언론의 구조적 위기 - 경제적 위기, 디지털 전환과 경쟁 심화, 퀄리티 저하 - 가 실제 뉴스 생산의 작업 과정에 미친 영향 문제를 검토한다. 결론적으로 이 연구는 프랑스 언론을 향한 외적 충격(사회운동의 영향) 못지 않게, 저널리즘 제도 내부적인 균열의 다양한 양상들이 최근 프랑스 언론의 신뢰도 추락을 설명하는 핵심적인 요인임을 주장한다. This study examines the crisis of trust of French journalism in the context of a global decline of media credibility. First of all, in the process of a huge social movement called the 'yellow vest' movement that started in 2018, distrust of the French journalism was expressed in an extreme form. This study examines some external factors in terms of the historical development of the French journalism and the public's long-standing 'criticism of journalism'. Specifically, this study first examines the quantitative indicators of trust of French journalism which were shown in Digital News Report published by the Reuters Institute for the Study of Journalism. Next, it examines the historical and institutional formation process of French journalism and public distrust that emerged along with it. And specifically, the structural crisis-economic crisis, digital transformation and intensification of competition, and deterioration of quality problems etc.-of the French journalism exposed in media coverage on social movement in 2018 is review in relation with the working process or 'routine' of actual news production. In conclusion, this study asserts that the various aspects of internal rifts in French journalism system, as well as external shocks (the influence of social movements), are a key factor in explaining the recent decline of trust in French journalism.

언론인의 양심 보호 조항을 통한 편집권 독립 및 내적 언론자유의 재검토

언론자유의 개념은 정치권력으로부터의 자유, 그리고 언론사 내부의 다양한 압력으로부터의 자유라는 이중적인 의미를 가지고 있다. 현대 사회에서 언론의 대기업화가 진행될수록 언론인들이 조직 내부에서 자율성을 가지는 것이 한층 중요해지고 있다. 내적 언론자유의 개념, 그리고 편집권을 둘러싼 논쟁들은 바로 이러한 내부적 자율성 실현의 중요한 제도적 수단이다. 하지만 이 연구는 오늘날 점점 유명무실해지고 있는 언론인의 양심의 자유가 언론자유의 매우 중요한 전제임을 부각시키고자 한다. 이를 위해 이 연구는 우선 국내외에서 언론의 자유, 내적 언론자유, 그리고 편집권의 독립과 편집규약(편성규약)제정을 둘러싼 논쟁들을 검토하고, 그 속에서 언론인의 양심의 자유에 대한 논의의 중요성을 검토한다. 이어 프랑스의 사례를 통해 언론인 양심 보호 조항의 구체적인 제도 운영 방법을 검토해본다. 이를 통해 이 연구는 언론인의 양심의 자유를 당위론적 가치로만 한정짓지 말고, 보다 현실적인 제도문제로 구체화시키는 방법을 모색해보고자 한다. 그 과정에서 언론인의 법적지위의 재검토, 지위 보장을 위한 제도의 신설 등 검토되어야 할 현실적인 쟁점들을 제안한다. 이를 통해 언론인의 양심 보호에 대한 우리 사회의 논의가 실질적으로 진전될 수 있는 계기를 마련하고자 한다. Freedom of the press is traditionally understood as an absence of interference by outside entities, such as government power, but recently it implies an absence of various pressures exerted from the inside. Bigger the news media enterprises, it becomes more and more important for journalists to have an autonomy inside the news organizations. The concept of inner freedom of the press and arguments around the editorial rights are such that we consider them as important institutional means to keep autonomy within the organization. In this research, I will put emphasis on the importance of setting up institutional and legal systems for journalists’ freedom of conscience, that are, I insist, essential premises for the freedom of the press. First of all, we will examine arguments around the freedom of the press in Korea and abroad, the inner freedom of the press, the independence of editorial rights and the establishment of editorial guidelines. We will then examine the issues about individual journalist’s freedom of conscience that recently became more and more important. Finally, French examples of journalists’ conscience clause, its possibilities and limits will be explored. This study aims to consider journalists’ freedom of conscience as not simply a concept confined to normative values, but questions related to actual institutional issues. We will propose various practical issues that are related to journalists’ legal status, and new regulations for the guarantee of journalist’s position. We hope that this research will contribute to advance discussions about journalists’ conscience clause at national and international level.

한국 언론의 권력화와 위기에 대한 재검토 : 언론·정치 병행성의 구조적 진화와 언론 자율성의 후퇴, 1987~2022

이 연구는 1987년 이후의 민주화 국면에서 한국의 정치와 언론 장(field)의 내적 진화 및 재구조화 과정을 검토한다. 그리고 오늘날 한국 언론을 둘러싼 위기의 국면에 대하여 이를 장기적인 한국 정치와 미디어 환경 전반의 내적 관계의 변화를 중심으로 살펴본다. 이를 위해 이 연구는 부르디외의 장 개념, 즉 구조화된 사회 공간에서 작동하는 권력과 불평등 관계의 변화에 대한 관점을 바탕으로 한국 언론의 제도적 장의 변화 및 단절의 양상들을 검토한다. 구체적으로 이 연구는 첫째, 언론과 정치를 둘러싼 제도적 장에 대한 시민들의 총체적인 불신의 표출을 통해 해당 제도적 장이 근본적인 진화의 단계에 돌입하였음을 주장한다. 둘째, 이러한 단절의 양상은 언론·정치 병행성 및 언론의 권력화에 대한 기존의 이론적 틀로부터의 단절 역시 요구하고 있다. 셋째, 이 연구는 오늘날 언론 장의 존재 양식에 대한 대중들의 인식 전환이 가중되는 가운데 언론을 둘러싼 규범적 질서 및 장의 경계가 새롭게 구축되기 시작하였음을 지적한다. 그리고 이는 ‘저널리즘 없는 민주주의’라는 포스트 저널리즘 시대의 새로운 제도적 구조의 정착을 예비하고 있다. 이러한 논의를 바탕으로 이 연구는 향후 언론과 정치의 재구조화된 관계에 대응할 수 있는 대중들의 보다 현실적인 행위 전략의 마련이 필요하다는 점을 지적한다. This research examines the internal evolution and restructuring processes of South Korea’s politics and media field since the democratization phase post-1987. Furthermore, it aims to scrutinize the contemporary crisis surrounding the South Korean media within the broader context of the internal transformations in Korean politics and the media environment. To achieve this, the study employs the conceptual framework of Bourdieu’s field theory, specifically focusing on the perspective of changes in power and inequality relations operating within a structured social space. The research specifically reviews the patterns of institutional field changes and ruptures within the Korean media, grounded in citizens’ comprehensive expressions of distrust towards the institutional field surrounding media and politics. Firstly, the study asserts that the institutional field has entered a fundamental stage of evolution based on the citizens’ collective expressions of skepticism toward the field surrounding media and politics. Secondly, it contends that these patterns of rupture demand a departure from existing theoretical frameworks concerning the parallelism of media and politics and the empowerment of the media. Thirdly, the research points out the initiation of the construction of a new normative order and boundaries of the field surrounding media, amid a heightened shift in public perception of the existing forms of media presence. This shift signifies the emergence of a novel institutional structure heralding the era of “democracy without journalism” in the post-journalism age. Based on these discussions, the study emphasizes the necessity for the formulation of pragmatic strategies by the public to respond to the restructured relationship between media and politics in the future.

방송프로그램의 언어 건전성 평가를 위한 측정도구 개발에 관한 연구

이 논문은 방송언어의 건전성 측정 척도를 개발하고, 타당도를 검증하여 구체적인 평가 기준을 제안하는 데 목적이 있다. 연구는 3단계로 진행되었다. 먼저 기존연구를 취합하여 언어 건전성 측정항목을 구성하였다. 그 다음, 실제 방송프로그램을 모니터하는 전문가들을 심층 인터뷰하여 새로운 항목을 추가하였다. 마지막으로 1, 2단계 조사에서 도출된 언어 건전성 측정항목을 이용하여 설문조사를 실시하고, 언어 건전성 평가를 위한 요인 구조를 밝히고, 측정항목의 신뢰도와 타당도를 검증하였다. 분석결과, 방송프로그램의 언어 건전성을 평가하기 위해서 총 16개의 문항이 개발되었다. 이를 요인 분석한 결과, 신뢰도와 타당도가 확보된 방송언어 건전성 평가 요인은 방송언어의 공손성, 언어의 선정성, 언어의 폭력성, 언어의 표준성으로 나타났다. 또한 연예ㆍ오락 프로그램과 드라마는 언어 건전성 평가의 하위요인이 다르게 나타났다. 연예ㆍ오락 프로그램에서는 언어의 폭력성을, 드라마에서는 언어의 표준성이 더욱 고려되는 것으로 나타났다. 그러나 드라마든 연예ㆍ오락 프로그램이든 언어의 건전성을 평가하기 위해서는 공통적으로 선정적인 언어 사용의 정도를 고려해야 하는 것으로 나타났다. Focusing on TV drama and entertainment show this study amis to develop the measurement of TV program language soundness with tests of its reliability and credibility. To achieve these goals, first the existing studies are reviewed to compose the basic TV program language soundness items. Second, by interviewing TV program monitors some new items to examine TV program language soundness were developed. Finally, through these two steps 16 questionnaire items were developed with tests for reliability and credibility. Exploratory and Confirmatory factor analyses resulted in identification of four factors to evaluate TV program language soundness: language politeness, sexually suggestive language, language violence, and the standardization of language. However, the factor analysis showed a slight difference between TV genres: drama and entertainment shows. Specifically, the result showed that in entertainment TV shows language violence is mostly considered to evaluate language soundness while standardization of language in TV drama. The study also found that regardless of TV genres, sexually suggestive language usage is the most important factor to evaluate the language soundness in TV programs. This result implies a useful criterion for program planning and process of production. Based on these results limitations and suggestions for future studies are discussed.
