        Applying a Simulation Technique to Benefit-Cost Analysis of GIS:A Case Study of Daegu City, Korea

        The purpose of this study is to apply a simulation technique to the benefit-cost analysis (BCA) of a geographical information system (GIS) and find some lessons from the results. For this purpose, the study selects Daegu City as a case. This city, the third largest metropolitan city in Korea, began to construct its digital maps for GIS from the year 1988 and completed its city-wide digital mapping for GIS in the year 2000. The study collects data from the year 1988 through 2000. Based on this data, the study simulates future costs and benefits in order to find the shortest payback period. According to a BCA simulation with 4% interest rate, accumulative net benefits become positive from the year 2011, which is 11 years after the completion of its GIS construction and 24 years after the beginning of digital mapping for GIS. Finally, the study discusses some pitfalls of BCA, such as unclear goal definition, weak assumption on the system sustainability and other intangible benefits.

        In order to asses the public attitudes and knowledge on public health nursing in the community, a survey was conducted in Seoul from 28 july-30 September 1971. For this propose stratified sample of 1,477 persons from professional and non-porfessional people were questioned. Followings are the conclusions of the survey results; 1) Of the total number of respondents;- 34.5% were professionals and 65.5% were non-professionals. 44.3% were in their 20 years. 31.6% were college graduates. 2) Of the total number of Respondents;- 80.7% were aware of the public health nurses activities. 19.3% were unaware of the public health nurses activities. 3) Of the respondents selected from health center uses;- 50% had consulted a public health nurse on health matters. 35.9% considered public health nurse reliable. 26.4% considered public health nurse fairly reliable. 3.7% considered public health nurse unreliable. 34.1% gave no answer. Of those who had never consulted a public health nurse;- 58.4% said they had no opportunity. 8.6% denied need of consult. 17.3% were indifferent. 16.5% were unaware of activity of public health nurse. 4) Of the total number of respondents;- 34.7% considered public health nurses should have more preparation. 17.8% considered public health nurses should have advanced education. 5) Impressions about public health nurses, depended on educational background of respondents. 46.0% said that public health nurses were kind while 11.2% said that they were not. 6) 97.2% of the respondents said that public health nurses must wear nuiform during their duty. 7) 53.4% said that the educational standards of general nurses should not be lower than junior college graduates, 44.2% asserted that the educational standards of public health nurses should be at least junior college graduates with additional education of profession for public health nursing, and 26.3% said that they should be regular college graduates with additional professional education for public health nursing. 8) 87.5% of respondents asserted that the activities of public health nurses were essential for improvement of public health. This opinion was advocated by 90.1% of health center uses. 9) 55.9% of health center uses said that the acitvities of public health nurses were adequate, and 57.3% of professional occupations said that activities were inadequate. 33.6% of the respondents said that the family planning activities occupied most of public health nursing time. The results of opinion polls thus coincided with the Government's concentrated efforts on the family planning program. Small porportions of respondents cited home visiting and health education. 10) To the question, "Who should improve the activities of public health nurses in this conutry?" 68.7% pointed out the administration, 19.4% the public health nurses, and 9.9% the people. In view of the above results, it is believed that public health nurses should make their recipients know about their activites. They should also try to improve their kindness, behavior, and knowledge so that their clents are to consult them regarding their health problems. It is also believed that public health nurses must correctly understand what the main stream of their activities is, so as to avoid a setback in the operation of their fuctions. Changes in the administrative organization could secure butter utilization of public health nurses. They should be treated better and their morale should be boosted They should be given greater opportunities to exercise their leadership and to participate in planning and research activites. Also an daequate amount of budget should be allocated.

        자동차 틴팅규제의 효율화 방안모색 : 교통사고 장애인의 인식조사를 중심으로

        본 연구의 궁극적인 목적은 교통의 안전을 확보하기 위하여 과도한 불법 틴팅의 효율적인 규제방안을 모색하고자 하였다. 이를 위하여 자동차 틴팅규제 법규 및 선행 연구를 검토하고 현재 국내 교통법상 틴팅차량의 규제실태를 분석하였다. 한국교통장애인협회 회원을 대상으로 한 설문조사를 분석한 결과를 토대로 다음과 같은 시사점을 찾을 수 있다. 첫째, 한국의 보행자들은 짙게선택된 차량으로부터 교통사고의 위협감을 느끼고 있다. 둘째, 보행자 및 운전자들은 틴팅규제의기준을 잘 인지하지 못하고 있다. 셋째, 경찰이 집행하고 있는 틴팅규제 및 단속의 효과가 미흡한것으로 나타났다. 넷째, 미흡한 자동차 틴팅규제의 집행은 규제기준의 부적절함 때문으로 나타났다. 교통 선진국은 사정에 따라서 차이는 있으나 틴팅이 교통사고를 유발한다는 데에는 공감대를형성하고 있다. 틴팅규제의 기준은 차별적으로 규정하면서도 구체적으로 명시하고 있으며, 틴팅규제의 집행에서는 강력한 단속을 실시하고 있다. 우리의 경우는 틴팅규제가 포함되어 있는 도로교통법의 개정에서 정권교체의 과정에서 정책적 혼선을 빚고 있고 경찰의 틴팅규제법의 집행은 미온적으로 이루어지고 있어 운전자들과 경찰관들이 틴팅규제 기준을 숙지하고 못하고 있을 정도로거의 틴팅규제는 집행실패로 사문화 단계에 와있다. 이와 관련하여 자동차 틴팅 관련 법규의 강화를 위한 법률개정 등 구체적인 정책제안을 제시하였다. This study focuses on the efficient implementation of the car tinting regulation. Excessive tinting causes car accidents and jeopardizes pedestrians' safety. The studyreviews the tinting rules and the regulatory status of the current domestic vehicletinting under the current traffic law. The study surveyed the members of Korean Traffic Disabled Association. With thissurvey research, the study concludes as follows: First, the pedestrians in Korea feelthreatened from vehicles that are heavily tinted. Second, In the case of Korea,pedestrians and drives aren't well aware of the standard of its regulation. Third, theeffect for the regulation and police control are insufficient. Finally, the enforcement ofthe inadequate regulation of the tinting results from the inappropriate regulatorystandards. In addition, the Road Traffic Regulation Act has been deregulated in the course ofregime change. So police enforcement on the regulation law of the tinting wasimplemented insufficiently. Moreover most of drivers and police officers aren't awareof the standard of the regulation. As a result, the study proposes to unify theterminology of tinting regulation and strengthen related laws and regulations, andother things.

      • 고객지향의 자치행정체제 구축방안

        20세기를 마감하고 21세기로 돌입하는 세기적 전환기에서 새로운 행정관리모델로서 고객지향의 자치행정체제가 요구되고 있다. 그러나 고객지향의 자치행정에 대한 개념정의, 추진방안 등에 대한 혼란이 있다. 고객은 누구이며 고객지향성이 무엇을 의미하는지에 대한 의견도 모호하여 고객지향의 자치행정체제가 어떠한 것인지에 대한 의견이 일치하지 않는다. 이 연구는 고객지향의 자치행정을 정착시키기 위하여 먼저 자치행정에서 고객은 누구인지를 분석하고, 고객지향적 자치행정의 개념정의, 기본적 속성과 한계점을 정리하고, 이를 토대로 고객지향적 자치행정체제의 구축방안을 구체적으로 제시하고자 한다. 이 연구는 고객지향의 자치행정체제는 행정서비스의 수혜자로서의 측면을 강조하여 시민을 기업에서 고객을 바라보는 시각으로 접근하여 자치행정을 시작하여 고객의 입장에서 행정을 완수하는 행정체계로 정의한다. 이 연구는 고객지향의 자치행정체계를 구축하기 전에 전체조건으로서 정치권의 자기혁신, 고위관리자의 의식개혁, 일선공무원의 의식개혁, 건전한 시민의식의 형성 등이 해결되어야 한다고 주장한다. 결론적으로 이 연구는 (1) 지리정보시스템을 기반으로 한 행정수요의 사전예측 (2) 행정정보시스템의 활성화로 신속하고 정확한 행정서비스의 전달 (3) 행정서비스에 대한 사후 평가 (4) 주민만족도 측정결과와 지방자치행정간의 연계체제의 구축 등을 토대로 한 고객지향의 자치행정체계의 구축방안을 제시하고 있다.
