This paper proposes an alternative methodology for deciding an optimum deterministic reliability level (IRR; Installed Reserve Rate) by using probabilistic reliability criterion (LOLE; Loss of Load Expectation). Additionally, case studies using the proposed method induce the characteristics of relationship between the probabilistic reliability index (LOLE) and deterministic reliability index (IRR) for 2008 and 2010 years in Korea power system. The case study presents a possibility that an optimum IRR level in Korea can be assessed using the proposed method. Korea power system has been using the LOLE criterion to determine the adequacy of installed capacity (ICAP) requirement. The criterion in Korea is that the loss of load expectation shall not exceed the available capacity more than five day in ten years (=0.5[days/year]). The probabilistic reliability evaluation and production cost simulation program which is called PRASim is used in order to evaluate the relationship and optimum IRR in this paper.

Air quality, meteorological parameters and terrain data were analyzed to understand the relationship among meteorological parameters, air stagnation and fine particulate matter(PM2.5) at Samcheon-dong in Jeollabuk-do Korea from January to December, 2017. We’d like to suggest the region of high possibility to be stagnant in our country. During the entire periods, the high concentrations of PM2.5 were found when the wind speed was lower than 1.8 m/s. The frequencies of the high concentration of PM2.5 in stagnant air mass were much less than long-range transport but the concentration of PM2.5 in stagnant was as high as that of long range transport. Furthermore, it is likely that atmospheric dispersion of two areas, which were both the height under 53 m and over 372 m, as well as over 1.8 m/s, would be very active due to the sea-land breeze and the strong wind on mountain area, respectively. Accordingly, it was considered that the areas of under 1.8 m/s were likely to be stagnant, especially the areas between the height of 53 m and 372 m had the potential to be stagnant severely.

Background and Objectives:The purpose of this study is to find features in acoustics and to learn useful features of parameters in order to distinguish laryngeal diseases through many acoustic variables. Materials and Methods:The subjects of this study were 125-male patients who had been diagnosed with vocal nodule, vocal polyp, vocal cyst, Reinke's edema, leukoplakia. To research the features of each disease in acoustics, they are measured 34 parameters by using MDVP. Results:It is clear that in order to see a meaning result when distinguishing laryngeal diseases, $F_0$, $MF_0$, $T_0$, Fhi, Flo, PER variables are significant (p<.05). It means that variables related to fundamental frequency are important to anticipate which group will be diagnosed with Reinke's edema and leukoplakia. vAm had an effect on getting a significant result in terms of amplitude perturbation parameters, which is useful to distinguish between laryngeal polyp/cyst and other laryngeal disease (p<.05). ATRI made a significant result in related to tremor parameters, which is useful to distinguish between laryngeal polyp and other laryngeal disease (p<.05). Conclusion:$F_0$, $MF_0$, $T_0$, Fhi, Flo, PER, vAm, ATRI might be meaningful parameters distinguishing pathologic from benign laryngeal diseases. Especially, the vAm and ATRI are an important factor when forecasting which group would be diagnosed with vocal polyp.

Electric power utilities are facing increasing uncertainties regarding the economic, political, societal, environmental constraints under they operate and plan their future systems. The utilities have to integrate consumers' interruption cost representing reliability worth of electricity into the process of determining the optimum investment level. In order to do so, the estimated outage cost must be included into quantitative index corresponding to system capital and operation investment cost to establish an optimal expansion plan. This paper is a study on the outage cost assessment by using macro approach for calculating IEAR(Interrupted Energy Assessment Rates) and the TRELSS(Transmission Reliability Evaluation for Large-Scale Systems) program was used to calculate EENS(Expected Energy Not Served).

Background : Vocal fold injection using autologous material (fat or collagen) is very useful. However, Autologous material have variable resorption times and results, Plasma gel is a new injection material. The purpose of this study is to introduce a new injection material and discuss the effectiveness and complications. Subjects and Method: Eleven cases with vocal cord paralysis were analyzed after plasma gel injection, The plasma gel was acquired from patient's own blood. The preoperative and postoperative parameters including maximum phonation time (MPT) and subject aspiration score were analyzed. Results: There was a significant improvement in MPT and aspiration score in the case of vocal cord palsy. There was only one laryngeal complication. Conclusion : According to these preliminary results, the injection laryngoplasty with Plasma gel is a simple, safe, cheap procedure for temporally vocal fold palsy.

The CO₂ emission can be decreased due to freedom of generator maintenance scheduling(GMS). This paper proposes assessment of CO₂ emission considering generator maintenance scheduling(GMS) and evaluates effect of the GMS on CO₂ emission. And also, this paper assesses the CO2 emission and the probabilistic production cost simulation of nuclear and thermal power generators considering operation of hydro and pumped generator. The minimum reliability criterion level satisfied production cost minimization function model is used in this paper. The practicality and effectiveness of the proposed approach are demonstrated by simulation studies for a real size power system in Korea in 2010.

Factors Associated with Removal of Impactted Fishbone in Children, Suspected Ingestion

Purpose: The management and clinical course in pediatric patients who had ingested foreign body were investigated retrospectively to evaluate the frequency and factor associated with successful removal of fishbone foreign body.Methods: Based on the medical records of patients younger than 15 years old who visited emergency room because of foreign body ingestion from January 1999 to December 2012, the authors reviewed clinical characteristics including type of ingested foreign bodies, time to visits, managements and complications.Results: Fishbone (50.1%) was the most common ingested foreign body in children. Among 416 patients with in-gested fishbone, 245 (58.9%) were identified and removed using laryngoscope, rigid or flexible endoscope from pharynx or upper esophagus by otolaryngologists and pediatric gastroenterologists. The kind of ingested fish bone in children was diverse. The mean age of identified and removed fishbone group was 7.39 years old, and higher than that of unidentified fishbone group (5.81 years old, p<0.001). Identified and removed fishbone group had shorter time until hospital visit than the unidentified fishbone group (2.03 vs. 6.47 hours, p<0.001). No complication due to ingested fishbone or procedure occurred.Conclusion: Older age and shorter time from accident to hospital visit were the different factors between success and failure on removal of ingested fish bone in children.
