지방정부 공공기록물의 관리실태 및 개선방안에 관한 연구 : 全羅北道를 中心으로 = (A) Study on Methods of Management for Public Records at Local Government Offices : With a focus on the North Jeonla Provincial Office

This study intends to look for new directions in the management of public records, and shedding light on the ongoing status of their management by state institutions in charge of preserving them. It also makes an attempt at a general survey of public records to get a clear picture of their overall status.
As for methods, this study adopts both a literature survey and a questionnaire survey. The North Jeonla Provincial Office was selected to get a general picture of the actual management status of public records. An attempt was also made to analyze the level of recognition and demand on the part of the users of public records (i.e. local residents) through a questionnaire survey. Problems concerning the management of public records were pointed out and methods of improving them were suggested, using what was found as a result of the theoretical approach made via their users.
As a result, the following is suggested concerning the need for improvement of the management of public records from institutional, operational and management points of view:
First, it is required to carry out positive publicity concerning the role and function of institutions in charge of keeping pubic records, as the general public's recognition of such things remains at a low level.
Second, composition of public records should be reviewed with the help of experts. Currently, they lack balance in terms of subject, type and use.
Third, it is necessary to make improvement in legal measures concerning the disclosure of information to maximize the use of public records. Development of new technology- based media is also required for preservation of public records for an extended period of time.
Fourth, drastic measures should be taken to control public records in a user-oriented way, including using local public libraries as a channel through which users can gain access to public records more easily and conveniently.
