초점사건관련 정책학습 모형(ERPL)을 활용한 정책과정 연구 = A Study on Policy Process Utilizing Event-Related Policy Learning(ERPL) -With Focus on the Dogani Movie(Revised Bill of Special Act for the Punishment of Sexual Crime of Violence - Article 6) to Refocusing Event-

국문 초록 (Abstract)

본 연구는 영화 미디어라는 재초점사건을 통해 재이슈화되면서 나타나는 정책변동과 정책학습 과정을 Birkland(2009)의 초점사건정책학습(Event-Related Policy Learning)모형(이하 'ERPL모형')을 통해 확인하였다. 정책변동에 영향을 줄 수 있는 기존의 초점사건이 이슈의 증폭이 크지 않은 상태에서도 재이슈화가 가능한 이슈주도자(영화 미디어)가 있다는 것을 확인하였다. 본 연구에서는 이를 새로운 이슈주도자에 의한 재초점된 사건(refocusing event)이라 한다. 본 연구의 연구대상은 2000년부터 2005년까지 광주인화학교에서 7세에서 22세의 장애학생들을 상대로 발생한 상습적 성폭력 사건이다(이하 '광주인화학교 사건'). 본 연구는 '광주인화학교사건'을 초점사건으로 정의하고, '광주인화학교사건' 이후 정책변동과 정책학습의 과정을 Birkland(2009)의 ERPL모형을 통해 확인하였다. 본 연구의 시간적 범위는 2000년에서 2004년까지 일어났던 '광주인화학교 사건'이 MBC PD수첩을 통해 세상에 알려진 2005년 11월부터 '성폭력 범죄의 처벌 등에 관한 특례법 개정안'이 2011년 11월 17일 공포된 때까지로 한정한다. '광주인화학교 사건'이 처음 세상에 알려진 당시에는 대중이나 언론에 의해 그다지 큰 관심을 끌지 못하였기 때문에, 초점사건이 공중 의제화 되지 못하였다. 그러나 2011년 9월 영화 '도가니'의 개봉이 기존의 초점사건을 재이슈화 시키는 재초점된 사건으로서 작용하여 급격하게 공중 의제화 시키고 정책변동으로 이어지게 하는 역할을 하였다.

다국어 초록 (Multilingual Abstract)

This study confirmed the process of policy change and policy learning that appear as the focused event, which can influence policy change, did not become an issue but becomes an issue through the refocusing event called film media through Birkland(2009)'s Event-Related Policy Learning model(hereinafter referred to as 'ERPL model'). The research object of this study is the habitual sexual violence case against handicapped students aged 7 to 22 in Gwangju Inhwa School(hereinafter referred to as 'Gwangju Inhwa School case') from 2000 to 2005. This study defined 'Gwangju Inhwa School case' as the focused event and confirmed the process of policy change and policy learning after 'Gwangju Inhwa School case' through Birkland(2009)'s ERPL model. The time range of this study is limited to the period from November 2005 when 'Gwangju Inhwa School case' that had taken place from 2000 to 2004 became generally known through MBC PD Notebook to November 17, 2011 when the 'Revised Bill of Special Act for the Punishment of Sexual Crime of Violence' was promulgated. At the public agenda. However, the movie Dogani opened in September 2011 served as the time when 'Gwangju Inhwa School case' was first generally known, it did not draw much attention from the general public or the mass media, so the focused event did not become a triggering device that made the focused event become an issue again and a public agenda, leading the focused event to policy change and policy learning. As such, this study proved that the movie Dogani made the focused event called 'Gwangju Inhwa School case' become a public agenda, and confirmed the process of policy change and policy learning afterwards through Birkland(2009)'s ERPL model.
