Most local governments of the world are committed to the enhancement of international cooperation. And the worldwide growth urban governments is one of the most important phenomenon. In recent years, globalization has become a key theme in every discussions of international strategy. The growing cooperation of local governments adoption of a global perspective has become Increasingly imperative in strategy of international cooperation.
Furthermore, we have to understand about cooperation orientation, and international mind, rather than a strategy grounded in individual government. The purpose of this paper is thus to examine the logic and reality of international cooperation between Korea and Japan. Understandingly, Japan has many consequences for international relationships by local autonomy policy. The majority of the decentralization programs focused in international cooperation. International cooperation has taken the form of restructing and reorganizing local government to improve their community. The impact of this policy was seen in the guide line made by central government. While there Is a strong effort to national interest, it is also true that certain international policy make it easier to implement a program in one way rather than another.
International cooperation are relatively new policy in locale governments. Korea local governments have much weaknesses. Their weaknesses appear to be the following ① the lack of international goals ② the lack of international budgets ③ the lack of special officials to handle international problems ④ the lack of cool)oration system between domestic institute ⑤ they emphasize urban facilities ⑥ there are too much regulatory functions to local governments ⑦ the local basis of International cooperation seems lacking.
