    언론의 자유를 억압하던 유신독재가 1979년 10·26으로 붕괴하자 언론인들은 언론자유를 회복하기 위한 행동에 나섰다. 현직 언론인들은 기자협회 조직 재건 및 기자협회를 통한 편집권 독립의 헌법 명문화 등을 통하여 법적으로 언론자유를 명문화하고자 하였다. 1975년 해직 언론인들은 자신들을 해직시킨 언론사에 대해 복직운동을 벌이는 한편 사회 민주화를 위한 선언문 발표 및 민주화운동에 나섰다.
    그러나 1979년 12·12군사반란으로 군권을 잡은 신군부는 점차 정치개입 의지를 노골적으로 드러내면서 그 수단으로 언론에 대한 검열을 강화하였다. 이에 기자협회는 검열철폐운동으로 신군부의 언론통제에 대항하고자 하였다. 하지만 1980년 5·17계엄확대조치로 기자협회 간부들이 대거 체포되고 광주항쟁이 일어나면서 관련 보도가 엄격히 통제되자 현직 언론인들은 제작거부투쟁으로 광주항쟁의 진실을 알리고자 하였다. 그러나 신군부의 언론통제와 대다수 간부들의 제작 참여로 언론인들의 제작거부투쟁은 실패하였다.
    신군부는 제작거부에 참여한 언론인들을 비롯한 수많은 언론인들을 강제 해직시켰고 정권 찬탈에 성공한 뒤에는 언론통폐합으로 수많은 언론사들을 없앰으로서 언론에 대한 통제력을 강화하였다. 전두환 정권은 언론기본법을 통하여 언론통제에 대한 법적 근거를 마련하였고 보도지침을 내려보냄으로서 언론에 대한 일상적 보도통제를 실시하였다.
    전두환 정권의 언론통제에 대한 저항은 두 방향에서 전개되었다. 하나는 해직 언론인들의 언론단체 조직 및 대안언론을 통한 저항이었다. 1975년 해직 언론인들과 1980년 해직 언론인들은 1984년 12월 민주언론운동협의회를 조직하고 기관지 『말』의 언론활동을 통하여 전두환 정권이 보도하지 못하게 한 중요 소식들을 보도하였다. 한편으로 민주언론운동협의회는 재야 민주화운동 단체와의 연대활동을 통하여 민주화운동에 대한 지지와 연대를 표명하였다.
    다른 하나는 시민사회에서 일어난 언론수용자운동이었다. 대표적인 언론수용자운동인 KBS 시청료 거부운동은 공영방송 KBS의 편파왜곡보도에 대한 불만에서 비롯되었다. 시민단체들은 KBS의 주요 재원인 시청료 납부를 거부함으로서 KBS 보도를 비판하고 공정보도 등 개혁을 요구하였다. 또다른 언론수용자운동인 CBS 기능정상화운동은 유신시기 공정보도를 위해 노력하다가 전두환 정권에 의해 박탈당한 CBS의 보도기능을 회복시킬 것을 요구하였다. 모두 전두환 정권의 언론통제체제에 대한 반발 및 언론기능의 회복에 대한 국민적 열망이 배후에 깔려 있었다.
    1987년 6월항쟁 이후 언론민주화운동은 일정한 성과를 거두었다. 오랫동안 정권의 통제에 침묵, 순응하였던 현직 언론인들은 각 사별로 노동조합을 결성하였다. 이들 노동조합은 공정보도 및 이를 가능하게 할 편집권 독립을 주장하였고 사측과의 협상 및 파업 등을 통하여 편집권, 인사권 확보에 목소리를 낼 수 있게 되었다. 해직 언론인들이 주도하고 국민들의 기금모금 참여로 1988년 5월 『한겨레신문』이 창간되어 진보 성향의 보도와 논평으로 언론계에 신선한 자극을 주었다.
    그러나 전두환 정권을 이은 노태우 정권은 선거로 성립된 정권임에도 군부독재의 속성을 잇고 있다는 한계가 있었다. 노태우 정권은 언론민주화운동, 언론개혁운동을 펼치는 공영방송 노조와 『한겨레신문』을 탄압함으로서 이들의 활동을 위축시키고자 했다. 아울러 전두환 정권 시기 권력과의 유착을 통하여 부를 축적한 언론자본이 정권을 대신하여 새로운 언론통제의 주체로 부상하고 있었다. 결국 신군부 통치기 언론민주화운동은 일부 성과에도 불구하고 신군부가 구축한 언론구조를 제대로 바꾸지 못했고, 강력한 언론자본의 통제에 맞서야 하는 과제를 안게 되었다.

    After the collapse of the Yushin dictatorship that suppressed the freedom of the press on October 26, 1979, journalists took steps to restore press freedom. Incumbent journalists tried to legally stipulate the press freedom by stipulating editorial independence through the Journalists Association after the reconstruction of the Journalists Association. Journalists who were dismissed in 1975 campaigned for the reinstatement of the media companies that had dismissed them, and at the same time, they issued a declaration for social democratization and launched a democratization movement. In addition, both incumbent and dismissed journalists oppose the dictatorship's suppression of press freedom and have issued a manifesto promising the restoration of press freedom.
    However, the New Military Regime, which came to power due to Coup d'état of December Twelfth in 1979, gradually revealed its will to intervene in politics, and as a means of realizing this, it strengthened censorship of the media. The Chun Doo-hwan administration established a legal basis for press control through the Framework Act on Media and implemented daily reporting control on the media by sending out reporting guidelines.
    The resistance to the press control of the Chun Doo-hwan administration developed in two directions. One was the resistance through the organization of press groups and alternative press by the dismissed journalists. Journalists who were dismissed in 1975 and journalists who were dismissed in 1980 organized the Democratic Press Movement Council in December 1984 and reported important news that the Chun Doo-hwan administration banned through the press activity in the organization magazine 『Word』. On the other hand, the Democratic Press Movement Council expressed support and solidarity for the democratization movement through solidarity activities with the Democratization Movement group without any political power.

The 『Hankyoreh newspaper』 was launched in May 1988, led by dismissed journalists and with the participation of the public in fundraising, giving a fresh stimulus to the media industry with progressive-leaning reports and comments.
    However, the Roh Tae-woo administration, which succeeded the Chun Doo-hwan administration, had a limitation in that it continued the attributes of a military dictatorship even though it was established through elections. The Roh Tae-woo administration tried to curb their activities by suppressing the 『Hankyoreh newspaper』 and the labor unions of public broadcasting companies that were promoting the media democratization movement and press reform movement. Moreover, the media capital that accumulated wealth through connection with power during the Chun Doo-hwan administration was emerging as a new subject of press control on behalf of the government.
