축제운영역량이 내부프로세스 개선, 조직역량 강화, 방문객 불만 감소, 경제적 성과향상에 미치는 영향 = The Impacts of Operational Competences of Local Festivals opon Internal Business Process Improvement, Organizational Capability Enhancement, Reduced Dissatisfaction of Visitors, Economic Performances

다국어 초록 (Multilingual Abstract)

This study attempts to deal with the performance improvement problems of local festivals that have been accused of their poor value creation and wasteful budget spending. For the improvement of festival performance, local government should pay attention on the improvement of operational efficiency and evaluation system development through managing smartly festival them selection, organizational competence enhancement, systematic performance evaluation, and the construction of infrastructure.
However, most previous studies focus on marketing strategy, service quality and performance evaluation issues of local festivals. In this respect, the study to examine the impact of operational competence upon local festival performance rarely has been attempted. For the implement of this study, we look into how operational competences impact upon the performances of local festival through utilizing BSC performance evaluation system. Additionally, on the basis of research analyses, we also try to derive managerial implication for the performance improvement of local festival.
Results of our analyses show that operational competences of local festival significantly affects the internal performance such as internal business process improvement and organizational capability; In addition, improved internal business process improvement and enhanced organizational capability lead to the increased economic performance. This implies that improved business process and enhanced organizational capabilities contribute to the success of local festival.
On the other hand, operational competences unexpectedly do not have significant impacts upon the reduction of visitors’ dissatisfaction. However, reduced dissatisfaction of visitors has significant association with economic performance of local festival. In addition, the significant interrelationships among operational competences, internal business process, organizational capability and reduced dissatisfaction of visitors, economic performances imply that the enhancement of operational competences and the establishment of evaluation systems are crucial to the success and performance enhancement of the local festival.
Lastly, analysis results confirmed that the BSC can be used as a useful platform for building a evaluation system that comprehensively assesses the effects of festival operational competence on business processes, organizational capabilities, visitor satisfaction, and economic performance. In this regard, it has been found that cultivating the operational competence essential to the management of the budget execution, festival schedule, and other facilities thoroughly is important for the festival success. Finally, the study offered some suggestions for improvement of the festival content and operation method needed to help revitalization of local economy.

국문 초록 (Abstract)

낮은 수준의 가치창출과 예산낭비로 종종 비판의 대상이 되고 있는 지방축제의 성과개선 은 지방정부와지역사회의 중요한 과제로 인식되고 있다. 축제성과의 개선을 위해서는 명쾌한 주제의 선정, 조직의 정비와역량의 강화, 객관적이고 체계적인 성과의 평가, 전문성의 향상, 그리고 인프라 구축 등으로 축제운영의 효율성을 개선하고 효과적인 평가시스템을 구축하는 일이 필요하다. 그러나 선행연구의 대부분은 지역축제 발전방안, 마케팅 혹은 성공전략 탐색, 서비스 질이나 평가관련 문제들을 다루는데 관심을 집중해 왔고, 축제의 성공여부를 결정할 수 있는 축제운영역량 문제를 탐구한 연구는 거의 이루어지지 못했다.
이에 본 연구는 지자체의 축제운영역량과 평가전문성을 강화하여 경제적 측면에서의 축제성과를 개선하는문제에 관심을 가지게 되었다. 그리고 이러한 문제인식에 따라서 축제운영역량이 지역축제의 내부프로세스, 축제조직 강화, 방문객만족도와 경제성과에 미치는 영향을 살펴보는 연구목적으로 본 연구를 하게 되었다.
이에 따라 BSC 평가시스템을 토대로, 축제운영 역량이 축제 내·외부 성과에 미치는 영향을 분석한 후 지방축제의 성과향상을 위한 시사점을 도출해 내는데 연구의 중점을 두었다.
분석결과, 축제운영역량은 내부 프로세스 개선과 조직역량 강화에 유의미한 영향을 미치는 것으로 나타났다.
또한 프로세스개선과 조직역량 강화는 축제의 경제성과 향상에 상당한 정도로 큰 기여를 하는 것으로 나타났다.
예상과는 달리 축제운영역량이 방문객의 불만 감소에 미치는 영향은 유의미하지 못했는데, 이는 방문객들이자신의 불만사항에 대하여 미온적으로 의사를 표현하여 생긴 현상 때문이라고 추론해 볼 수 있다. 왜냐하면대부분의 방문객들은 조용한 고객으로 남아서 그들이 느끼는 불만과 불편함에 대하여 적극적으로 민원을제기하려고 시도하지 않기 때문이다.
프로세스개선과 조직관련 성과는 경제적 성과향상으로 이어졌는데 ‘지역특성과의 적합성 향상’, ‘주제와프로그램의 일치성 강화’, ‘타 지역 축제와의 차별성 강화’ 등을 통해서 내부프로세스가 개선되고, ‘축제사무국상설화’, ‘축제조직 내 역할분담 적절성 향상’, ‘축제관련 민간협의체 협력’ 등을 통해서 축제조직의 강화가이루어질 경우 지역축제의 효율성이 높아지면서 성공 가능성이 보다 커질 수 있기 때문이다. 그리고 방문객의불만건수 감소가 경제적 성과에 상당히 유의미한 영향을 미치는 것으로 나타났는데, 이는 주차와 교통문제그리고 음식물의 가격과 질 등과 관련된 문제의 해결은 보다 많은 방문객을 축제장소로 불러들이고 또한 그들이 축제지역 요식업소를 보다 많이 이용하도록 촉진하는 효과를 가지기 때문이다.
분석을 통해 축제 운영 역량이 내부프로세스, 조직역량, 방문객 만족도 더 나아가 경제성과에 미치는 영향을종합적으로 평가하는 시스템 구축에 BSC가 유용한 플랫폼으로 활용될 수 있음을 확인했다. 이와 관련해 예산집행, 축제개최, 부대시설 등을 철저히 관리할 수 있는 운영역량을 함양하는 것이 축제의 질적 수준과 방문객만족도 향상, 더 나아가 축제성공에 상당히 중요하다는 사실을 알 수 있었다. 끝으로 축제가 지역경제 활성화에도움을 주기 위해 필요한 축제의 내용과 운영방식 측면에서의 개선점들을 제시하였다.
