      This research is to define the situation and problem of school physical education so that it can eventually contribute to the development of physical education from the study of the previous research and books
      First, students could have three PE classes per week in the 6th curriculum, but now they can only have two or three classes per week in the 7th curriculum, which is too little for the students. And also the classes are mainly for the assessment so that it is very difficult to find the creativity from students. Students can't have any choice to decide their subjects but they have to accept the provided subjects from national curriculum. And also, as everybody knows, the PE subjects are totally excluded from the Korean SAT which means that students can't have any interests during the class.
      Second, the assessment is done to make the level to give the grades to the students. The test is mainly composed of the function, results, limited lesson, and it is quantity based test. The curriculum needs more than four areas for the first and second graders, and more than three areas for the third graders in their performance test which is too much for the teachers and the students to finish in on semester.
      Third, there is a problem in the area of organization of PE administration because there are only one department in the Ministry of Culture and Tourism that can support the school PE. Even though there is another organization in the Ministry of Education and Human Resources Development, it is mainly for the school health and school meal rather than the education. What is worse is that the two organizations are not close enough to work effectively for the development of PE and the people are working there are not PE professional.
      Fourth, According to the survey, only 4.8% of middle schools and 11.5% of high schoosl have outside play grounds. Especially only 54% of all middle and high schools have small outside playgrounds, and 68% of the gymnasiums are not the regular gymnasiums but the auditorium. 47.6% of all schools are lack of lack of the proper facilities for the PE classes.
      Fifth, school athletic clubs are too stuck to the good results only so the students miss the class very often to have hard training to have the good results. That's why their academic ability is getting worse and worse. Accordingly, this situation makes the development of PE worse, and causes the uselessness of school PE. And also school athletic clubs doesn't have enough budget so they usually depend on the parents financial support which causes other problems as well.
      Sixth, the reason why the after school programs do not go well is that the areas or classes of after school program are very limited, and the facilities and the quality of the teachers are not good enough to meet the need of the program. The lack of the budget of the program is another problem as well. Because of all these poor situations, the quality of the after school program is getting worse, and it is almost impossible for us to develop a better program and to run the program efficiently.
