This study examines the problem of meritocracy in public education as a question about the kind of human being that public education forms, rather than as a matter of competition or fairness in selection. Today, meritocracy functions not only as a principle for distributing rewards according to achievement but also as a form of self-understanding: individuals learn to prove their worth through external performance and to interpret failure as a burden to be borne alone. This diagnosis leads to a central question. Is meritocracy the necessary consequence of the Enlightenment project on which modern public education was founded, or a deformation that arose where the conditions demanded by Enlightenment were never fully realized? Because the question cannot be resolved from within the logic of meritocracy itself, the criterion must be sought in Kant's concept of Enlightenment.
Drawing on Taylor's account of modern social imaginaries, the study first traces how public education came to embody the competing demands of universal human formation and social selection, and how meritocracy emerged as the imaginary that mediates and legitimates this tension. It then turns to Kant, reconstructing his concept of Enlightenment as an"exit"(Ausgang) from self-incurred immaturity: an ongoing, negatively defined process sustained by the distinction between the public and private uses of reason and by the asymmetry between Enlightenment as a demand addressed to individuals and its realization under public conditions. Read through Foucault's interpretation of Enlightenment as a critical ethos toward the present, Kant's concept yields three conditions for its restoration within public education.
First, meritocratic schooling organizes educational time around a deferred future and so empties the present of its formative significance. Reinterpreting Kant's four pedagogical tasks—discipline, cultivation, civilization, and moralization—as a synchronic mechanism rather than a sequence of developmental stages, the study shows that moral self-formation must operate within, not after, the acquisition of competence. Second, the Kantian public sphere, in which one tests the universal validity of one's own thinking, differs from the intersubjective public sphere of agreement and recognition; in meritocratic educational settings the latter is easily instrumentalized, and schools must instead secure a training space for the public use of reason—through the suspension of evaluation, the expansion of addressees beyond the evaluator, and the teacher's dual role. Finally, the capacity to sustain this tension rests on Kant's notions of self-legislation and self-governance (Autokratie), on the distinction between lazy and well-justified satisficing in the duty of self-perfection, and on respect (Achtung) as the inner incentive that makes self-governance possible without external reward.
The study concludes that meritocracy is not the necessary consequence of Enlightenment but a historical deformation produced where Enlightenment's conditions were narrowed—Enlightenment's unfinished task rather than its refutation. The task of public education is thus not to abolish evaluation and selection, which large-scale schooling cannot dispense with, but to confine meritocracy to its legitimate domain as a private use of reason, and to reorient the aim of education from the production of performance toward the formation of a subject who lives the present as a time of self-formation, thinks publicly, and gives the law to itself. The analysis is deliberately confined to the form of self-understanding that meritocracy fosters; the structural and material conditions of education are left to subsequent research. Restoring the conditions of Enlightenment within—not beyond—meritocracy remains a task that, like Enlightenment itself, must be continually renewed.
