A Study on Preventing Corruption of Public Services

Under the global world, Korean society lies in the economic crisis resulted from various causes. It is told that Korean society has been suffering from undesirable social, economical. And political phenomena such as materialism, egoism, regionalism, political corruption, and moral hazards. Among these, public official's corruption may be one of the most important factors. Without surmounting public official's corruption prevailing in all sectors of society, economic crisis may not be overcome. And Korea cannot be developed as a sound country.
This study describes the analysis of public official's corruptions.
This study consists of five chapters. In chapter two, the definition and characteristics of public official's corruption, in general, is addressed through reviewing theories of corruption. Various types of corruptions are closely associated with the government sector in Korea. The types and structure of corruptions in Korea are studied. Public official's corruption decrease people's morale and social production and make the whole society paralyzed.
In chapter three, this corruption structures and characteristics of administrations through case studies, ranging from the past to the present. the fact that corruption structures and characteristics are organized and systemized and cannot be recognized by people is found.
In chapter four, the way of preventing from public official's corruption are searched. The main issue in eliminating corruption is to reform people's consciousness in social and cultural aspects. Because political power is apt to be corrupted generally, corruption cannot be eliminated without the change of people's consciousness as well as strong will of the government. Also, the legal and institutional devices for earadicating all kinds of corruptions be set up.
A possible way reforming people's consciousness for eliminating corruptions in our society is to restore people's morality.
