로컬 거버넌스를 통한 지역축제의 성공요인에 관한 연구 = A study on the success factors of local festival through local governance

국문 초록 (Abstract)

본 연구는 국내의 지역축제가 많이 생겨나고 있지만 성공한 축제로 이어지지 못하고 있다는 문제의식에서 출발하여 로컬 거버넌스로 성공적인 지역축제를 만들고자 하는 데 목적이 있다. 이를 위하여 로컬 거버넌스 이론과 선행 연구를 통해, 주민참여, 정부와 기업의 지원, 성과라는 로컬 거버넌스의 성공요인을 도출하였고 지역축제와 로컬 거버넌스의 연관성을 살펴봄으로써 이론적 근거를 마렸하였다. 또한 사례분석을 통해 로컬 거버넌스의 성공요인이 지역축제에 대한 로컬 거버넌스를 활성화시키고, 이것이 지역축제의 성공으로 이어지는지 알아보았다.
지역축제 사례분석을 위해 로컬 거버넌스로 성공한 국내외 축제사례 7곳을 선정하였고 이는 다음과 같다. 해외 축제로는 ‘부뇰 토마토 축제’, ‘잘츠부르크 음악제’, ‘아비뇽 축제’, ‘송크란 축제’, ‘기온 야마카사축제’가 있으며, 이와 비슷한 내용을 갖춘 국내 축제로는 ‘춘천마임축제’와 ‘은평누리축제’가 있다. 본 연구는 위의 축제를 다음과 같이 분석하였다. 첫째, 정책결정과 운영에 있어 정부가 허용하는 주민참여 범위를 알아보고, 둘째, 정책에 대한 주민 의견 반영에 따라서 정부가 적절한 지원을 하는지와 기업의 지원으로 주민과 기업이 상생 효과를 얻는지 확인하고, 셋째, 지역축제로 인한 경제 활성화, 공동체 화합, 지역발전 촉진 등의 성과를 살펴보았다.
사례분석 결과 각 지역축제는 주민이 적극적이고 폭넓게 참여하면서 지역 특색에 맞는 축제 정책을 만들었고, 주민 정책에 대한 신뢰를 바탕으로 한 정부의 지원과, 민간과 주민 공동의 이익을 위한 기업의 지원이 축제 정책에 대해 시너지 효과를 일으켰다. 또한 이들 축제는 축제 정책의 성과로 인해 주민, 민간, 정부가 자신감을 얻음과 동시에 삼자 간의 신뢰를 다지면서 로컬 거버넌스를 단단히 구축하고 활성화하여 축제를 지속적이고 성공적으로 개최하였다. 즉 로컬 거버넌스의 성공요인인 주민참여, 정부와 기업의 지원, 성과가 로컬 거버넌스를 활성화하여 지역축제를 성공적으로 이끌었음을 볼 수 있었고 이로 인해 로컬 거버넌스 3가지 성공요인이 지역축제 성공요인이 될 수 있음을 확인할 수 있었다.
따라서 본 연구는 정부는 통치자의 자세가 아닌 협력자로서 지역주민과 기업의 참여를 폭넓게 허용하고 지원해야 하고 민간과 주민은 공동의 목표를 설정함으로써, 주민, 정부, 기업이 상호협력적 관계를 맺어 성공적인 로컬 거버넌스를 구축할 때, 지역축제가 성공할 수 있음을 시사하고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to create the successful local festival through the local governance, starting from the awareness that there are many local festivals in Korea, but they are not leading to successful festivals. For this, theoretical basis is established by the success factors as the resident participation, ‘the government and the corporate support’ and the good performance which are derived from the local governance theory and the previous studies, and examining the relationship btween local festival and local governance. In addition, through the case study, it is investigated whether the success factors of local governance activate the local governance for the local festivals and whether this leads to the success of the local festivals.
For the case study of local festivals, 7 cases of domestic and foreign festivals that are successful through the local governance are selected as follows; overseas festivals include 'Bunyol Tomato Festival,' 'Salzburg Music Festival,' 'Avignon Festival,' 'Songkran Festival,' and 'Gion Yamakasa Festival.' Domestic festivals with similar contents include 'Chuncheon Mime Festival' and 'Eunpyeong Nuri Festival.’ This study analyzes the above festivals as follows. First, it examines the extent of resident participation allowed by the government in policy making and operation. Second, it checks whether the government provides appropriate support according to the reflection of residents opinions on policy and whether the residents and the corporate achieve win-win effects through the corporate support. Third, the economic vitalization, the community harmony, and the promotion of local development due to the local festivals are examined.
As a result of the case study, each local festivals creates a festival policy suitable for the characteristics of the region with the active and broad participation of the residents, and ‘the government support based on trust in the resident policy’ and ‘the corporate support for the common benefit of the corporate and the residents’ make synergistic effect to the festivals. Also, the residents, the corporate and the government gain confidence and build up trust, by the festival achievement. And they have held continiuous and successful festivals by firmly established and well-activated local governance. In other words, it can be seen that the success factors of local governance, such as the resident participation, ‘the government and the corporate’ support, and the good performance, lead to the successful local festivals through vitalized local governance. As a result, the aforesaid the three success factors of local governance are imperative for the success factors of local festivals.
Therefore, in this study, It suggests that the local festivals can show the fruitful outcome as the resident, the government, and the corporate build the local governance with establishing the mutual cooperative relationship by that the government as partners rather than a ruler should allow and support the participation of resident and corporate widely and the corporate and residents set a common goal.
