방범용 CCTV의 범죄예방 효과분석을 통한 범죄예방정책의 방향 = Directions of Crime Prevention Policy Through the Analysis of Crime Prevention Effects of CCTV

국문 초록 (Abstract)

본 연구는 방범용 CCTV가 설치된 지역과 방범용 CCTV가 설치되지 않은 지역을 비교하여 범죄발생에 대한 예방에 방범용 CCTV를 설치하는 정책이 얼마나 효과가 있는지를 검증 분석하고자 다중회귀분석을 실시하였다. 본 연구의 공간적 범위는 방범용 CCTV가 설치ㆍ운용 중인 총 27곳의 순찰지구대와 현재까지 방범용 CCTV가 설치되어 있지 않거나 2006년 12월 이후에 설치된 순찰지구대 24곳이고, 시간적 범위는 2005년 12월 말까지 설치된 방범용 CCTV로 한정하였다. 분석 결과, 여타 정책변수와 환경변수를 통제할 경우, CCTV 설치 정책은 5대 범죄 전체의 발생은 물론 인구 1만명당 5대 범죄 각각의 발생을 줄이는데 효과가 없음을 보여주고 있다. 그러나, 이러한 분석 결과가 CCTV 자체가 범죄예방효과가 없다는 것을 보여준다고 할 수는 없을 것이다. 방범용 CCTV를 설치한다고 해도 CCTV의 가시범위는 제한되어 있으므로, 지역 내에 방범용 CCTV를 사각지대가 전혀 없이 설치하지 않는 이상 범죄를 저지르고자 하는 자는 단지 CCTV의 가시권을 벗어나서 범죄를 실행할 수 있기 때문이다. 그러므로 방범용 CCTV만으로는 범죄예방이라는 정책효과를 달성하기 어렵고 여타 정책수단과의 연계가 필요하다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

This study tested the effects of crime prevention policy through installing CCTV utilizing multiple regression analysis comparing the areas with and without CCTV installation. The locus of this study is 27 patrol divisions where CCTV has been installed and operated as well as 24 patrol divisions where CCTV has not been installed or has been installed after December 2006. The result of regression analysis shows that with controlling other policy and environmental variables crime prevention policy using CCTV does not have a significant impact on decreasing the crime rates. However it should not be interpreted that CCTV itself does not have a positive impact on crime prevention. As the visibility range of CCTV is somewhat limited, if CCTVs are not installed without any blind spot in the area, criminals can commit a crime outside the visibility range of installed CCTV. Therefore only with CCTV crime prevention policy effects are not easy to achieve, so it should be linked with other policy tools.
