국문 초록 (Abstract)

본 연구논문에서는 최근 인구고령화의 추이와 고령화 사회의 노인문제를 살펴보고, 노인의 여가생활의 중요성을 강조하였다. 그리고 고령화시대 노인의 삶을 질적으로 향상시키기 위해서 현재 우리나라 노인 여가생활의 실태와 여가시설의 문제점이 무엇인지살펴보고 그 활성화 방안을알아보았다. 노인 문제는 노인인구집단 자체 내에서 그것을 인식하고 해결하는 노력과 의지 없이 단순히 노인인구 집단 외부로부터 지원하는 것만으로는 부족하다. 이것은 마치 어떤 문제가 생겼을 때, 본인이 그 문제를 해결해 나가려는 의지가 없이는 그 문제해결이 불가능한 경우와 비슷하다. 이러한 점에서 가장 중요한 노인복지정책중의 하나는 노인인구집단 자체 내에서 그들이 자신들의 문제해결의 주체가 되어 자원을 동원하고 자신들에게 가장 필요한 정책을 요구하고 채택시킬 수 있는 역량을가지도록 지원하는 것이 우선시되어야 한다. 따라서 노인여가복지시설에대한 정책은 무엇보다도 각각의 여가시설이 담당해야할 노인욕구의 해소·완화과정에서 노인여가복지시설의 자체적 역할을 강화시켜 나가는 것에 중점을 두어야 한다. 그리고 가능한 한 담당해 나갈 욕구의 범위를 넓혀 가도록 하며, 욕구충족의 능력을 지속적으로 배양해 나가도록 하는 것이 노인여가복지시설 활성화 대책의 가장 중요한 사항이 될 것이다. 또한 노인여가복지시설에 대한 정책은 여가시설이 전반적인 노인복지체계 내에서 유기적인 기능증진을 도모할 수 있도록 그 기능을 명확히 하여야 하며, 더 나아가서 노인여가복지시설이 담당할 수 있는 역할을 사회변화에 따라 새로이 모색해 나가는 것 또한 중요하다.
일반적으로는 한 정책의 효과는 정책자체의 효과(직접적 효과)와 유발효과(간접적 효과)로 나누어 질 수 있는데, 노인여가복지시설에 대한 정책은 여가시설의 특성상 직접적인 효과뿐 아니라 간접적인 효과유발에도 역점을 두어야 한다. 다시 말하면, 정책의 효과성 제고를 위해서는 자원의 효율적 사용이라는 측면에서 접근하여 노인인구 층 자체의 표면화되지 못한 자원을 창출·활용해야 함과 동시에, 다른 자원(민간자원이라든가 기타 비 노인 인구층에서의 복지자원 등)을 유입할 수 있어야 한다. 그리고 노인여가복지시설 운영의 활성화 방안을 단기적 대책과 장기적 대책으로 구분하여야 추진하여야 할 것이다. 이러한 의미에서 본 연구논문에서는 연구의 목적에 따라 노인여가복지시설 활성화를 위한 구체적 방안을 제시하였다.

This research paper examines the recent trend of population aging and the problem of the elderly in an aging society, and emphasizes the importance of leisure life for the elderly. In addition, in order to improve the quality of the lives of the elderly in the aging era, we examined the current state of leisure life for the elderly in Korea and the problems of leisure facilities, and investigated ways to activate them. It is not enough to simply support the elderly problem from outside the elderly population group without the effort and will to recognize and solve it within the elderly population itself. This is similar to the case where when a problem arises, it is impossible to solve the problem without the will to solve it. In this regard, one of the most important elderly welfare policies should be prioritized to support them so that they have the capacity to be the subjects of problem solving, mobilize resources, and demand and adopt the policies most necessary for them within the elderly population group itself. Therefore, the policy for elderly leisure welfare facilities should focus on strengthening the role of elderly leisure welfare facilities in the process of resolving and mitigating the needs of the elderly, which each leisure facility should be in charge of. Furthermore, the most important task of measures to revitalize leisure welfare facilities for the elderly will be to expand the scope of the desire to be in charge as much as possible and to continuously cultivate the ability to meet needs. The policy on leisure welfare facilities for the elderly should be clarified so that leisure facilities can promote organic functional improvement within the overall elderly welfare system, and it is also important to newly explore the role that senior leisure welfare facilities can play in accordance with social changes.
In general, the effect of a policy can be divided into the effect of the policy itself (direct effect) and inducement effect (indirect effect), and policies on leisure welfare facilities for the elderly should focus on inducing indirect effects as well as direct effects due to the nature of leisure facilities. In other words, in order to enhance the effectiveness of the policy, it is necessary to create and utilize resources that have not surfaced by the elderly population itself by approaching them in terms of efficient use of resources, and at the same time, other resources (such as private resources and other welfare resources in the non-elderly population) must be introduced. In addition, measures to revitalize the operation of leisure welfare facilities for the elderly should be divided into short-term and long-term measures. In this sense, this research paper presented specific measures for revitalizing leisure welfare facilities for the elderly according to the purpose of the study.
