노인여가시설로서의 경로당 활성화방안 연구

국문 초록 (Abstract)

최근 노인연구의 급속한 증가와 저 출산 및 핵가족화에 따른 급증하는 노인문제와 더불어 노인복지에 대한 관심이 고조되고 있는 현실이며, 노인문제는 이미 개개인이 책임이라는 차원을 넘어 하나의 커다란 사회적 문제로 대두되고 있다.
본 연구의 목적은 이러한 고령사회에서 점차 확대되고 있는 노인의 여가활동을 위한 최 일선 시설일 경로당에 관하여 그 제도적 위치와 의의 및 역할을 알아보고 현황 및 문제점을 파악함으로써 경로당이 기존의 소일 보는 휴식공간에서 탈피하여 노인을 위한 적극적인 서비스의 창구가 되게 하고 자원의 효율적 활용으로 노인들이 다양한 욕구에 부합할 수 있는 건전한 여가시설로서의 역할을 수행할 수 있도록 경로당 이용을 활성화 시킬 수 있는 방안을 제시하는 데 있다. 이러한 목적을 달성하기 위하여 본 연구에서는 문헌적 고찰과 각종 자료인용 연구 방법을 통하여 경로당이 여가시설 현황 및 운영 실태를 조사 분석하였다. 먼저 이론적 배경과 논의 부분에서 고령화 사회의 노인여가활동을 살펴보고, 노인여가시설과 경로당의 의의와 역할에 대해 알아보았다. 또한 경로당의 현황 및 문제점을 검토하고 이를 토대로 경로당의 활성화 방안은 제시하겠다.
첫째, 경로당의 참여도를 증진시켜 나가야 할 것이다.
둘째, 지역별 경로당의 특성을 고려한 프로그램을 개발·실시하여야 할 것이다.
셋째, 운영재원의 확충을 위하여는 경로당, 지역사회, 정부의 공동노력이 요구된다.
넷째, 경로당의 서비스 전달체계를 개선해 나가기 위하여는 중·단기대책이 요구되고 있다.
다섯째, 지역사회와의 유대를 증진시키기 위하여는 지역주민의 경로당 사업에의 참여유도와 동시에 경로당이 지역사회에 기여할 수 있는 방안 또한 모색되어야 한다.

다국어 초록 (Multilingual Abstract)

The welfare for the aged is recently observing increasing interests owing to the rapid growth of old people, low childbirth, and nuclear families. Nowadays, the issues regarding the old don't belong to individuals but to the whole society.
This research aims to reveal the meaning and roles of the halls for the aged and present their reality and problems at the same time. In this way, if we make the best use of them, these old people's halls can be more than their resting places to act as the active service windows and constructive leisure facilities meeting their diverse demands.
Through the literary investigation and the data quotation method, this study analyzed the present conditions and management reality of the halls for the aged. In discussing the theoretical background, various leisure activities of senior citizens in the current aging society were investigated. After examining their leisure facilities, the roles of the old people's halls, and the present problems of the halls, the following activation proposals were made:
1. The participation in the halls for the aged should be increased.
2. Diverse programs fitting the characteristics of each area's halls should be developed and enforced.
3. Joint efforts of the Korean government, regional communities, and old people's halls are necessary in order to expand financial resources.
4. Short and mid-term countermeasures are required to improve the service delivery system of the halls for the old.
5. For the close ties with regional communities, more local residents have to take part in the business of old people's halls, while the halls ought to contribute to the benefits of regional communities.
