유료노인 복지시설의 활성화 방안에 관한 연구 = A Study on the Activation Plan of Charged Senior Center

With the improvement in economic level, medical development, and increase of concern for health in our country, the life span has been extended so that the entrance to an aging society has been highlighted as an important concern. This is due to the fact that a birthrate has been decreased with a rapid industrialization and urbanization, etc. and the population of the old has been increased year after year.
The entrance to aging which occupies more than 14% in our country is expected to take 19 years which is faster than any other countries in the world. Such fact implies the fact that an aging phenomenon in our country will become a serious social problem. Along with a rapid increase of the old population, a supporting expense for the old is rapidly increased so that it will be increased up to 29.8% in 2030 and 3.4 persons in population of production age are expected to support the old.
Subsequently, since an ordinary household cannot be responsible for the old person related issues such as a progress of rapid aging, economic poverty of the old, increase of medical cost following a worsening health, loss of social role, and deepened conflict among generations, etc., the focus has been made to many social concerns. In addition, the trend of living independently without giving any burden on children in terms of the structure of awareness in the old has been rapidly expanded. In particular, 78% of the old who desire an independent living life, etc., 40% of the total more than 60 years old persons are found to desire a charged recuperation center despite the burden of cost by the applicable principal or children. As the entrance to an early aging society from the aging society is rapid, a charged senior recuperation center in the senior recuperation centers also is anticipated to occupy an important weight.
However, the current situation is that the level of charged senior center in our country is in very poor condition in terms of quantity or quality due to an absolute shortage in terms of the number of center and unprofessional nature in center service, etc. under a lack of long term supply plan and demand forecast. The reason why the development of charged senior center is poor lies in the fact that a social and cultural base to progress this business in a civil sector or national political role and several legal and systematic condition, etc. are not that solid.
Under the recognition of such problem, the purpose of this study is to provide a direction to pursue an alternative to an operation of charged senior center on the basis of the change in social welfare environment where the entrance has been made to an aging society of the senior center in our country.
Pursuant to such purpose, this study will review the existing researches on the concept and necessity, type, current state, problem, and activating plan of charged senior center and find out the charged senior center.
The details on research for the purpose of this study are as follows:
First, the author described the theoretical background such as concept, necessity, and type, etc. in the charged senior center in respect of the issue of the old people who are entering the aging society.
Second, the author reviewed the current state and problem in the charged senior center of our country.
Third, the author examined the activation plan to the charged senior center in our country.
To propose an activation plan to the charged senior center of our country in this study, the author found out the current state and problem in operation in diverse perspectives and made the relevant plan to improve through a literature study. Accordingly, in terms of the scope of study, the legal and systematic improvement in an activation plan to the charged senior center, improvement in operation, and change of social awareness, etc. became major target to analysis. And the problem was drawn per each object and the relevant strategy to operation improvement was suggested.
In terms of research methodology, through a domestic literature survey, the theoretical background was examined for the charged senior center. On the basis of the report published in the National Statistical Office, the Ministry of Health and Welfare, and the Research Institute for Old Issue, etc., the system and current state in the present charged senior center in our country were found out. In addition, the author adopted the narrative comparative methodology through literature study and case study by utilizing indirect materials such as the research thesis published in Korea, report published in governmental organizations, statistical data, various books and degree theses, etc. and also used the material of the currently operating charged senior centers. Consequently, this study is applied to our country in respect of the charged senior center on the basis of such researches and further provides an importance in a theoretical aspect as well as a practical one.
In consideration of such reality, the author aimed at suggesting an activation plan by analyzing a current condition of the charged senior center.
First, to expand the charged senior center in a legal and systematic aspect, the legal and systematic measure to supplement in a national level should be established.
It is necessary to amend the related laws including construction approval procedure and taxation, etc., cultivate the old people's welfare related industry, induce a private participation for the senior center which is insufficient, ease the entrance standard, lower a deposit and entrance cost, etc., and improve for the ordinary people and low income old people to use it without any burden.
Second, it is necessary to support the finance and professional manpower in terms of operating the center.
Since the charged senior center is dependent on only an entering person's share income due to a principle of complete beneficiary's responsibility, most charged senior centers have had financial difficulties in practice.
Third, the author discussed on the issue of improving a negative recognition on a charged senior center in terms of a social recognition.
To reduce a negative image on the senior center, the publicity on the center is required. Since there are no publicity booklets in City Hall, banks, hospitals, and each public organization, etc., the publicity is insufficient. If the publicity is strengthened in a sound direction by the nation or a self-governing body to enlighten a national negative awareness on the center, the awareness of a social atmosphere can be formed.
In order for the charged senior center which is necessary for satisfying diversified and advanced desires of consumers toward a welfare with the increase of the old people having an economic power and change of an awareness on the old people's life to be expanded and supplied by an introduction of a civilian investment in terms of a sharing theory between a nation and civilian capital on the old people's welfare, an active policy development should be made.
The current situation in our country is that the governmental assistance on charged senior center is still insufficient. At the present time when a social welfare is highlighted as an important national policy, a continuous concern and management on charged senior center is required.
In this study, the author tried to specifically show elements of forecast on charged senior center. However, there is a limitation that a full review has not been made due to a lack of more specific materials on a foreign charged senior center and a difficulty in acquisition of detailed materials related with a payability in center operation which is pointed out as the greatest problem in the present domestic facilities.
Thus, for a further activation of charged senior center, it is necessary to conduct a field survey on program and operation plan for the charged senior center in advanced countries such as the USA and Sweden, etc., which have already acquired a profitability through this business, and or a more specific research on operational situation.
