    During the 36-year ruling period of king Sungduk in the Silla Dynasty, natural disasters broke out 43 times and the diplomacy with the Tang Dynasty was very active to the extent that the king sent Sillan envoys to China in the Tang Dynasty 46 times. There might be close correlation between frequent disasters and the diplomacy with the Tang Dynasty. For that reason, this thesis reveals the relation between both sides.

    This examines the governmental measures against natural disasters and classifies the reign of king Sungduk into three stages. And on the basis of this kind of stage divisions, this comparatively analyzes natural disasters and the progress of the diplomacy with the Tang Dynasty. In addition, this shows interrelationship of drought, famine and the dispatch of envoys.

    This verifies that a part of relief grains paid during king Sungduk 5 and 6 year reign were served by trading profits through the dispatch of envoys at that time. The financial status of the early accession of king Sungduk was not sufficient. Tax revenue was sharply reduced because, at the first year of his accession, all counties and prefectures(郡縣) were exempted from paying taxes for one year, and drought and famine continued during his 4 to 6 year reign. Relief grains paid in these situations were not affordable under this financial status of the government.

    Accordingly, the government sent several envoys four times and imported high-class silk fabrics of Tang such as 錦, 綾, 羅. Jingol(眞骨), a kind of Sillan royal family, purchased them to show off their social position. The private trade was prohibited from the reign of king Hyoso, so it seemed that high-class silk fabrics were imported only through the dispatch of envoys. Therefore, Jingol(眞骨) royalty bought them at the direct government stores within the governmental marketplaces(the eastern marketplace, the western marketplace, the southern marketplace). Grains and cloths obtained by selling high-class silk fabrics might be used for the relief budget in case of famine.
