      During the 36-year ruling period of king Sungduk in the Silla Dynasty, natural disasters broke out 43 times and the diplomacy with the Tang Dynasty was very active to the extent that the king sent Sillan envoys to China in the Tang Dynasty 46 times. There might be close correlation between frequent disasters and the diplomacy with the Tang Dynasty. For that reason, this thesis reveals the relation between both sides. This examines the governmental measures against natural disasters and classifies the reign of king Sungduk into three stages. And on the basis of this kind of stage divisions, this comparatively analyzes natural disasters and the progress of the diplomacy with the Tang Dynasty. In addition, this shows interrelationship of drought, famine and the dispatch of envoys. This verifies that a part of relief grains paid during king Sungduk 5 and 6 year reign were served by trading profits through the dispatch of envoys at that time. The financial status of the early accession of king Sungduk was not sufficient. Tax revenue was sharply reduced because, at the first year of his accession, all counties and prefectures(郡縣) were exempted from paying taxes for one year, and drought and famine continued during his 4 to 6 year reign. Relief grains paid in these situations were not affordable under this financial status of the government. Accordingly, the government sent several envoys four times and imported high-class silk fabrics of Tang such as 錦, 綾, 羅. Jingol(眞骨), a kind of Sillan royal family, purchased them to show off their social position. The private trade was prohibited from the reign of king Hyoso, so it seemed that high-class silk fabrics were imported only through the dispatch of envoys. Therefore, Jingol(眞骨) royalty bought them at the direct government stores within the governmental marketplaces(the eastern marketplace, the western marketplace, the southern marketplace). Grains and cloths obtained by selling high-class silk fabrics might be used for the relief budget in case of famine.

      In Japanese colonial era, Japan's colonial cultural policy was to inject their Emperor system in Korean people to strengthen their emotional control of Korean people and at the same time, to distort or corrupt Korea's unique culture rather than annihilating or oppressing it, which was the keynote of their cultural policy. In other words, the ultimate goal of Japanese colonial cultural policy was to develop the logic of their colonization by injecting their colonial view of history that they manipulated to justify their colonization historically and reinterpreting their colony's unique culture. In the same context, historic spot investigation was a project that Japan carried out politically in order to find the archaeological evidence supporting their colonial view of history. Moreover, what's inseparable from historic spot investigation and excavation are museum and compilation of historical book. These can also be observed from the fact that figures who participated in such groups as historic spot investigating commission, council of museums, chosun historic spot research society, chosun treasure/historic spot/scenic attraction/national monument preservation society, and chosun history compilation society co-participated in the investigation and excavation of relics and remains preserved in Korean peninsula, the establishment and operation of the Chosun Government-general Buildings, and the investigation and compilation of historical records ‘separately or altogether or closely’ to create ideologies under colonial rule. Therefore, this study looks at the fact that the colonial view of history including Nissen Dousoron is an ideology that Japan manipulated to justify their colonial rule based on the discussed data in anthropological and historical worlds in Japan before and after Japanese occupation. This study reveals if the project that they exploited Josun's unique culture in a political way to find the archaeological evidence of such a colonial view of history is the historic spot investigation project and if the organization that they established to manage historic spot investigation and prove and distribute their colonial view of history empirically to people is Chosun Government-general Buildings. Furthermore, it is not difficult to find the beginning and the end that pro-Japanese scholars who led both historic spot investigation and museum project simultaneously pushed forward to compile Josun history to justify Japan's colonial rule in Josun and such a manipulated perception of history is specified in a history book. In addition, the political cases that Japan exploited its colony's unique culture from an ideological aspect can be found from the colonial education policies which appeared consistently using the textbooks that contain the concept of assimilation ideology, for example, Nissen Dousoron. In other words, political-historic spot investigation, museum project, 『Josun History』compilation project regarding colony's unique culture which were carried out to establish the colonial view of history that justified their colonial rule sustained Japan's assimilation policy, one of colonial policies, and further became the basis to solidify their colonial regime. Therefore, such measures were taken most consistently and continuously. Nevertheless, this provided fodder for the outcome of different contents and meanings depending on the positions and methods that they distorted and corrupted to represent our tangible and intangible history and tradition including relics and remains under the Japanese colonial rule like Japan wanted to show or tell. In relation to these issues, criticism on the colonial view of history has been raised in Korea, but it's not enough to assert to which degree such issues were overcome. Accordingly, it is necessary to have a sense of crisis that our history might be shaken if we don't have an awakened critical eye and strong determination to overcome in historical and related academic communities.

    • 4~6세기 가라국의 대외관계사

      4세기 후반인 370년대에 ‘백제-가라-왜 동맹’이 결성되었고, 390년대에 ‘고구려-신라 동맹’이 결성되었다. 이 두 세력은 필연적으로 이른바 ‘고구려 남정’에서 격돌하게 되었다. 399년에 백제의 사주와 가야(라)의 도움을 받은 왜가 지금의 경북 감포에 1만∼2만 5천 사이의 상당한 병력을 상륙시켜 신라를 침공하였는데, 왕도가 함락되기에 이르자 신라 나물왕은 사신을 보내어 고구려 광개토왕에게 구원을 요청하였다. 고구려는 密計와 함께 이듬해인 400년에 步騎 5만의 구원군을 신라에 파견하여 침공한 왜군을 궤멸시켰다. 고구려군은 任那加羅 즉 지금의 경북 고령을 향해 도망가는 왜군을 추격하여 다시 한 번 궤멸시켰고, 가라국의 종발성으로부터 歸服을 받아냈다. 고구려는 이를 이전부터 우호관계에 있던 안라인에게 맡겨 수병파수케 하였다. 이것이 본고에서 바라보는 이른바 ‘고구려 남정’의 개념이다. 귀복한 후 가라국은 고구려와 화친에 이르게 되었는데, 아마도 매년 土宜 즉 토산물을 바쳤을 것이다. 고구려와의 화친은 가라국으로 하여금 기존 백제-왜와의 동맹으로부터 이탈케 하였다. 고구려와 화친을 맺은 가라국은 고구려가 백제를 침공하는 틈을 타 호남동부지역까지 진출하여 영역화시킬 수 있었다. 그러므로 가라국과 고구려의 화친의 실체는 ‘군사동맹’이라 불러야 할 것이다. 호남동부지역까지 진출하여 영역을 크게 확장한 가라국은 479년 중국 남조 국가인 ‘南齊’에 사신을 파견하고, 국왕인 荷知가 ‘輔國將軍本國王’에 제수되어 그 국력은 전성기를 지나고 있었다. 이 무렵에 조성되었을 것으로 여겨지는 지산동 44호 및 45호 고분의 위용은 이를 뒷받침한다. 가라국이 남제에 사신을 파견할 수 있었던 것은 5세기후반부터 한반도의 모든 바다에서 制海權을 장악하고 있던 고구려와 동맹 관계에 있었기 때문에 가능했으며, 고구려는 가라국과 함께 때마침 새로 건국된 남제로 견사하여 장수왕은 2품 표기대장군호, 하지왕은 3품 보국장군호를 제수받은 것으로 여겨진다. 이른바 ‘나제동맹’은 종래 433년 혹은 455년 성립된 것으로 여겨져 왔으나, 본고에서는 이들을 비판한 다음, 새로 474년 성립설을 대안으로 제시하였다. 475년 고구려가 백제의 한성 함락 때 신라는 백제에 대한 구원병을 파견하였다. 신라군은 이미 철수해버린 고구려군과 조우조차 못하였지만, 474년 성립한 ‘나제동맹’ 최초의 실질적인 활동이라는 점에서 의미가 있다. 481년 고구려가 호명(지금의 경북 청송) 등 7성을 취하고 또 미질부(지금의 경북 포항)에까지 진군하는 등 신라를 강하게 침공하였는데, 백제와 가라국의 원병이 신라를 도와 고구려군을 격퇴하였다. 이때 가라국을 백제의 부용으로 보는 견해가 많았으나, 오히려 가라국이 백제와 신라를 도운 것으로 보아야 한다. 즉 ‘나제동맹’에 새로 가라국이 참여한 것으로 이해되어야 하며, 이는 ‘나제동맹’의 확대, 즉 ‘가라-백제-신라 동맹’의 성립을 의미한다. 5세기 동안 ‘나제동맹’은 방어적 성격이 강했다면 6세기에 들어서면서 점차 공격적으로 그 성격을 전환하였다. 그런데 고구려뿐 아니라 가야조차도 공격의 대상이 되었다. 513년 반파국 즉 가라국, 530년 탁순국, 531년 안라국은 ‘나제동맹’으로부터 공격을 당하였다. 반파국의 경우 514년 ‘나제동맹’의 한 축인 신라에 대하여 강력한 군사대응을 했고, 탁순국은 대응할 여유조차 가지지 못했으며, 안라국은 오히려 정치적 위상을 키우면서 548년에는 고구려와 밀통을 시도하는 등 각각 적절히 대응하고 있었다. 백제는 6세기 초인 510년대를 전후한 시기부터 가라국을 맹렬히 공격하여 509년 ‘현읍’, 512년 ‘4현’, 그리고 513년 ‘기문’을 연쇄적으로 탈환하였다. 440년대 즉 5세기 2/4분기부터 고구려와 30년간 전쟁을 벌였던 과정에서 백제의 국력이 피폐해진 틈을 타, 가라국이 백두대간을 넘고 섬진강을 건너 백제방면으로 확장해간 영역들이었다. 이와 같은 사실은 우륵이 지었던 ‘가야금 12곡’과 ‘가락국기’에서 주장하는 영역기사(사실은 가라국의 영역)에도 잘 반영되어 있다. ‘가야금 12곡’에는 상기물과 하기물이 나열되어 있으므로 아직 기문을 상실하기 전의 사정을 전하고 있으며, ‘가락국기’에는 백제 쪽과 지리산을 경계로 하는 셈이므로 기문을 상실한 이후의 사실을 전하고 있다. 백제의 파상적인 침략으로 가라국은 522년 신라와 혼인동맹을 맺었지만, 가라왕비(신라왕녀)를 따라 온 종자 100인이 가라옷→신라옷으로 ‘변복’하자, 지배층의 일각을 이루는 아리사등의 반발이 일어났고, 이는 신라를 자극하여 가라의 도가 등 3성과 북경 5성을 함락하여 양국의 동맹은 파탄으로 귀결되었다. 이에 따라 가라국은 다시 반신라-친백제로 외교정책을 급선회하고, 우륵으로 상징되는 친신라파는 실각하고 목숨마저 위태로와 신라로 망명하기에 이르렀다. 그 시기는 백제와 ‘相盟’하기에 다다른 544년 3월과 548년 4월 사이의 어느 때일 것이며, 거칠부와 같은 신라인의 조력이 있었을 것으로 생각된다. 가라국 멸망에 가장 결정적 영향을 미친 것은 554년 백제와 함께 신라를 공격하다 패전한 관산성 전투였다. 일반적으로 이때의 가라국은 백제의 ‘부용국’으로 백제에 의하여 강제 참전한 것으로 이해되고 있다. 본고에서는 이를 부인하며, 백제와 맺은 동맹에 의하여 가라국이 독자적으로 참전한 것으로 이해하고자 한다. 가라국 멸망과 관련하여 ‘加耶叛’이 논란이 되고 있음은 주지하는 바와 같다. 본고에서도 ‘加耶叛’ 구절을 주목하고 있다. 다만 이를 우리말로 옮길 때 ‘가야가 반란을 일으켰다.’고 해석하기보다는 ‘가야가 배반하였다.’ 정도로 옮기는 것이 훨씬 좋다고 생각한다. 왜냐하면 ‘반란’이란 이미 복속이나 멸망된 상태를 전제로 하지만, ‘배반’은 그렇지 않기 때문이다. 즉 가라국은 신라에 이미 복속이나 멸망된 상태가 아니었음을 전제로 하고 ‘加耶叛’ 구절을 풀어나가야 할 것이다. 관산성 전투 이후 가라국 멸망 때까지의 사료들을 검토해보면 가야 관련 기사가 거의 보이지 않는다. 때문에 그 기간 중 가라국과 백제, 가라국과 신라 사이에 어떠한 일들이 있었는지 전혀 알 길이 없다. ‘가라-백제 동맹’도 가라국 멸망 때까지 계속 유지되었는지, 아니면 패전으로 인하여 파국으로 치달았는지도 명확히 알 길이 없다. 본고에서는 가라국이 관산성 전투 이후 ‘가라-백제 동맹’을 파탄내고 다시 신라와 우호관계를 맺었을 것으로 상정한다. 562년 신라의 침공에 가라국인들이 전혀 대비를 하지 못했기 때문이다. 즉 가라국인들은 우호관계에 있던 신라의 침공을 不意에 직면했던 것이다. 한편 신라는 가라국과의 표면적 우호관계를 내심으로는 전혀 우호적인 것이라고 생각하지 않았던 것 같다. 신라는 가라국 침공의 명분이 필요하였다. 그것은 가라국의 ‘가라-신라 우호관계’의 배반, 즉 ‘加耶叛’이었던 것이다. 가라국의 대외관계 양상은 두 가지로 구분할 수 있다. 첫째는 전통적인 대외관계로 고구려·백제·신라 및 왜 그리고 남제 등과의 관계이고, 둘째는 가라국의 특수성에 기인하는 바, 가야 각 지역연맹과의 관계이다. 특히 몇몇 소국들은 기존의 지역연맹에서 이탈하여 가라국 중심의 가라지역연맹에 합류하기도 하였다. 이는 곧 가라국의 영역확장으로 이해할 수 있다. 가라국의 대외관계는 4세기 후반부터 멸망하는 6세기 중반 무렵까지 상황에 따라 변화가 심했음을 특징으로 한다. 시기별로 그 특징을 살펴보면 다음과 같다. 4세기 초 고구려에 의한 낙랑군·대방군의 소멸로 가라국을 포함한 가야는 경제적 타격을 받았다. 가야는 소멸 전 낙랑군·대방군의 역할을 대신할 세력을 찾아야 했다. 우선 고구려에게서 그러한 역할을 기대했을 것이지만, 고구려는 당시 요동을 사이에 놓고 전연과 대결하고 있었다. 때문에 두 군을 대신할 여력은 없었고, 오히려 대방군의 고지는 백제에게 점령당하였다. 가야는 경제적 활로를 모색하기 위하여 백제로 방향을 전환할 수밖에 없었고, 이와 같은 경제적 관계는 자연히 정치적 관계로까지 진전되어 4세기 후반, 마침내 가라국은 백제 및 왜와 군사적 동맹을 맺게 되었다. 400년 ‘고구려 남정’의 결과로 가라국은 고구려에게 귀복하였다. 종래 ‘가라-백제-왜 동맹’에서 이탈한 가라국은 고구려와 ‘가라-고구려 동맹’을 맺게 된 것이다. 고구려는 지속적으로 백제를 압박하였고, 가라국은 그 틈을 타 백제지역으로 영역확장을 이룰 수 있게 되었다. 이른바 ‘임나(→가라)일본(→백제)현읍’, ‘임나4현’, ‘기문’ 지역 등은 이 무렵에 가라국에게 귀속된 지역이었다. 가라국은 이와 같은 영역확장을 기반으로 중국 남제에 사신을 파견하게 되었고, 국왕인 하지왕은 남제로부터 ‘보국장군본국왕’에 책봉됨으로써 가라국은 전성기를 구가하게 되었다. 이와 같은 가라국 발전의 기틀이 된 것이 바로 5세기 전반의 ‘가라-고구려 동맹’의 성립이었던 것이다. 479년 가라국이 남제에 사신 파견할 수 있었던 이면에는 고구려의 공조가 있었다. 그 기반에는 양국의 동맹관계가 있었다. 그러나 그로부터 불과 2년 뒤인 481년 고구려가 신라를 침공하였다. 신라는 이미 동맹관계에 있던 백제에 원군을 청하였을 뿐만 아니라 인근의 가라국에게도 파병을 요청하였다. 가라국은 즉각 신라를 구원하기 위한 군사를 보내어 백제 및 신라군과 함께 고구려군을 격퇴하였다. 이로써 가라국은 고구려와의 동맹관계를 청산하고 신라·백제 즉 ‘나제동맹’과 함께 ‘가라-백제-신라 동맹’을 형성하였다. 그것은 고구려와 같은 강력한 국가의 침공에 함께 대처하기 위한 동맹체제였다. 즉 가라국은 5세기 후반에 이르러 한반도내 유일강국인 고구려를 버리고 ‘나제동맹’ 세력과 ‘공존’을 선택한 것이었다. 510년을 전후한 시기부터 백제의 맹렬한 침공이 시작되었다. 가라국은 5세기 2/4분기 이후 백제지역으로 확장했던 영역들을 야금야금 잠식당하였다. 이에 신라와 혼인동맹, 즉 ‘가라-신라 혼인동맹’을 맺어 백제를 견제하여야만 했다(522년). 그러나 ‘변복’ 사건을 계기로 신라가 刀伽 등 3성과 北境 5성을 침공, 함락시키자 양국의 혼인동맹은 결국 파국을 맞고 말았다(529년). 가라국은 다시 백제와 동맹을 맺게 되었다(544년 3월∼548년 4월). 이 동맹을 근거로 가라국은 백제와 함께 고구려의 한수유역을 공격하여 일정지역의 영역을 확보하였으리라 짐작된다. 그리고 관산성 전투에도 백제와 함께 참전하여 신라를 공격했으나 대패하였다. 어쩌면 이후 가라국은 백제와의 동맹을 끝내고 다시 신라와 우호관계를 맺었을지도 모른다. 가라국은 신라와 백제 사이에서 오락가락하며 동맹을 맺는 난맥상을 드러내고 만 것이다. 이와 같은 동맹의 난맥상이 가라국 멸망을 재촉했는지도 모른다. In the late 4th century, ‘Gara-Baekje-Wae Alliance’ was formed in the 370s, and ‘Goguryeo-Silla Alliance’ was formed in the 390s. These two alliances came to inevitably clash in so-called ‘Goguryeo’s Southward Conquest.’ In 399, Wae, abetted by Baekje and aided by Gara, invaded Silla by landing 10,000-25,000 soldiers on the present-day Gampo, Gyoengsabuk-do. When the capital of the kingdom was in danger of being captured, Silla’s King Namul sent an envoy to Goguryeo and asked King Gwanggaeto to aid them. In 400, along with secret military schemes, Goguryeo dispatched 50,000 soldiers of infantry and cavalry to Silla and routed Wae. The Goguryeo forces pursued the fleeing Wae forces to Imragara, now Goryeong, Gyoengsabuk-do, and destroyed it once again. Finally, Goguryeo subjugated Jeongbalseong Fortress in Gara-guk. Goguryeo entrusted the guards of Alla-guk, who had friendly relations for a long time, to stand on guard on this region. This paper views the so-called Goguryeo’s Southward Conquest from this perspective. After surrendering, Garak-guk established friendly relations with Goguryeo and perhaps dedicated local products and specialties to Goguryeo every year. The friendly relationship with Goguryeo caused Gara-guk to break away from the existing alliance with Baekje and Wae. Taking advantage of Goguryeo's invasion of Baekje, Gara-guk, which had a friendly relationship with Goguryeo, was able to advance into the eastern region of Honam and territorialized it. Therefore, the relationship between Gara-guk and Goguryeo should be practically called a military alliance. Gara-guk, which greatly expanded its territory by advancing to the eastern region of Honam, sent envoys to Southern Qi of China in 479, and King Haji was granted the title ‘Royal Saving General and Gara’s King’(輔國將軍本國王), which shows that its national power was at its heydays. The majesty of Tombs No.44 and 45 of Jisan-dong Tumuli, which believed to have been built around this time, supports Gara-guk’s prime days. The alliance with Goguryeo enabled Gara-guk to send envoys to Southern Qi, as Goguryeo had taken control of the sea around the Korean Peninsula from the late 5th century. It is believed that Goguryeo, along with Gara-guk, dispatched envoys to the newly founded kingdom Southern Qi at the time, and King Jangsu was appointed as the 2nd-rank title ‘Great Riding General’(驃騎大將軍), while King Haji as the 3rd-rank title ‘Royal Saving General’(輔國將軍). Previously, ‘Silla-Baekje Alliance’ was considered to have been established in 433 or 455, but this paper newly suggests that it was formed in 474. When Goguryeo captured Hanseong of Baekje in 475, Silla dispatched troops to Baekje. Although the Silla troops could not even meet the already withdrawn Goguryeo forces, it was meaningful in that this event was the first practical activity of the ‘Silla-Baekje Alliance’ established in 474. In 481, Goguryeo invaded Silla strongly by taking seven castles including Homyeong (current Cheongsong, Gyeongsanbuk-do) and advanced to Mijilbu (current Pohang, Gyeongsangbuk-do), but reinforcements from Baekje and Gara-guk aided Silla to defeat the Goguryeo army. At this time, there were many views that Gara-guk was a dependent state of Baekje, but it should be rather considered that Gara-guk helped Baekje and Silla. That should be understood that Gara-guk newly joined the ‘Silla-Baekje Alliance’, which means the expansion of the alliance, that is, the establishment of the ‘Gara-Baekje-Silla Alliance’. During the 5th century, the ‘Silla-Baekje Alliance’ was defensive in nature, but it gradually turned aggressive in the 6th century. Accordingly, Gaya as well as Goguryeo became targets of this alliance’s attacks. ‘Silla-Baekje Alliance’ attacked Banpa-guk, or Gara-guk in 513, in 530, Taksun-guk in 530, and in 531, Alla-guk in 531. In 514, Banpa-guk made a strong military response against Silla, one of the pillars of this alliance, while Taksun-guk did not even respond appropriately. Alla-guk was responding appropriately to this alliance by improving its political status and committing secret relations with Goguryeo in 548. Around the 510s, the beginning of the 6th century, Baekje made violent attacks to Gara-guk and recaptured ‘County’(縣邑) in 509, ‘four county’(4縣) in 512, and ‘Gimun’ in 513 in succession. These were areas which Gara-guk occupied by expanding toward Baekje cross Baekdudaegan Mountain Range and Seomjin River in 440s. These facts are well reflected in the ‘12 Pieces of Gayageum Music’ written by Wooreuk(于勒) and territory articles claimed by Garakgukgi. 12 Pieces of Gayageum Music’ listed the upper Gimul and the lower Gimul, which indicates the territorial state before the loss of Gimun, while it shows the fact after the loss of Gimun as Garakgukgi wrote that Gara-guk was bordered by Mt. Jirisan toward Baekje. Under series of Baekje's devastating attacks, Gara-guk formed a marriage alliance with Silla in 522, but the alliance ended in the breakdown of the alliance when 100 servants, who had followed Gara’s queen, changed their clothes from Gara to Silla robes. This led to a revolt from Arisadeng(阿利斯等), other Gaya’s ruling class, which provoked Silla to capture three castles including Doga(刀伽) and five castles on the northern border of Gara. As a result, Gara-guk made a sharp turn in its foreign policy toward anti-Silla and pro-Baekjae. This change led to the overthrow of the pro-Silla faction represented by Wooreuk, who felt his life was in danger and ended up exiling to Silla. This event would happen sometime between March 544 and April 548 when Gara-guk made a mutual alliance with Baekje. For this, there must have been help from Silla people such as Geochilbu. The fall of Gara-guk was critically caused by the Battle of Gwansanseong Fortress, where Gara-guk was defeated while attacking Silla together with Baekje in 554. It has been argued that Gara-guk at this time was a subjugation state to Baekje and was forced to participate in the battle by Baekje. This paper denies these arguments and tries to understand that Gara-guk independently participated in the battle according to the alliance with Baekje. It is as noted that Gayaban(加耶叛) is controversial in relation to the fall of Gara-guk. This paper also notes the passages of Gayaban. When translating this into Korean, I think that the interpretation of 'Gaya betrayed' is much better than that of 'Gaya rebelled'. For the word ‘rebel’ presupposes a state of subjugation or fall, while ‘betray’ does not. In other words, it is necessary to interpret the passages of Gayaban on the premise that Gara-guk was not already subject to or destroyed by Silla. When examining the historical records from the Battle of Gwansanseong Fortress to the fall of Gara-guk, any articles related to Gaya were hardly found. Therefore, there is no way of knowing what happened between Gara-guk and Baekje, or between Gara-guk and Silla during this period. It is also not clear whether ‘Gara-Baekje Alliance’ continued until the collapse of Gara-guk, or whether the alliance was broken by the defeat of Gara-guk. This paper argues that Gara-guk broke ‘Gara-Baekje Alliance’ after the Battle of Gwansanseong Fortress and re-established amicable relations with Silla. This was because Gara-guk was not prepared for the invasion from Silla in 562. Gara-guk considered the invasion of amicable Silla an unexpected event. Meanwhile, Silla did not think that its superficial friendship with Gara-guk was practically friendly at all. Silla needed a rationale for its invasion of Gara-guk. It was ‘Gayaban’, that is, Gara-guk betrayed the ‘Gara-Silla Amicable Alliance’. The aspects of Gara-guk’s diplomatic relations are divided in two levels. The first is the traditional diplomatic relationship with Goguryeo, Baekje, Silla, Wae and Southern Qi, and the second is the relationship with each regional federation of Gaya inherent in specificity of Gara-guk. In particular, some small countries withdrew from the existing regional federations of Gaya and joined the Gara-led regional federation. This can be seen as an expansion of the territory of Gara-guk. Gara-guk's diplomatic relations were characterized by severe changes according to circumstances from the late 4th century to the mid-sixth century, when Gara-guk collapsed. The characteristics by period are as follows: In the early 4th century, the abolition of Nakrang-gun(樂浪郡) and Daebang-gun(帶方郡) by Goguryeo inflicted economic damage to Gaya including Gara-guk. Gaya had to find a force to replace the role of Nakrang-gun and Daebang-gun before their abolition. First, it expected such a role from Goguryeo, but at that time, Goguryeo was fighting against Former Yan in China over Liaodong. Therefore, there was no room to replace the two guns, and in addition, the highland of the Daebang-gun was occupied by Baekje. Gaya had no choice but to change direction to Baekje in order to seek for economic solutions. Such economic relations naturally developed into political relations, and in the late 4th century, Gara-guk finally formed a military alliance with Baekje and Wae. In 400, as a result of ‘Goguryeo's Southward Conquest’, Gara-guk was forced to surrender to Goguryeo. Having broken away from the existing ‘Gara-Baekje-Wae Alliance’, Gara-guk formed an alliance with Goguryeo. Goguryeo continued to weigh on Baekje, and Gara-guk took this opportunity and could expand its territory into the Baekje region. The so-called ‘Counties in Imna(→Gara) and Japan(→Baekje)’, ‘Four Counties in Imna’, and ‘Gimun’ regions became subject to Gara-guk around this time. Based on this territorial expansion, Gara-guk sent envoys to Southern Qi, China, and enjoyed its golden age as King Haji was appointed 'Royal Saving General and Gara’s King' by Southern Qi. Such development of Gara-guk was hard grounded on the establishment of the ‘Gara-Goguryeo Alliance’ in the first half of the 5th century. Goguryeo's cooperation was behind the fact that Gara-guk was able to send envoys to Southern Qi in 479. It was based on the alliance between the two countries. Two years later, in 481, Goguryeo invaded Silla, which asked for reinforments from Baekje, which was already under the alliance, and also requested the neighboring Gara-guk to contribute the troops. Gara-guk immediately sent troops to aid Silla and defeated Goguryeo forces along with Baekje and Silla forces. With this, Gara-guk ended its alliance with Goguryeo and formed a new ‘Gara-Baekje-Silla Alliance’ with Silla and Baekje. This was an alliance system to jointly counter the invasion of a powerful state such as Goguryeo. In the latter half of the 5th century, Gara-guk abandoned Goguryeo, the only power on the Korean Peninsula, and chose to coexist with the forces of the 'Silla-Baekje Alliance'. From around the year 510, Baekje launched violent attacks on Gara-guk. These attacks encroached on the territories that Gara-guk had expanded into the Baekje region after the 2nd quarter of the 5th century. Therefore, Gara-guk had to check Baekje through the marriage alliance with Silla in 522. However, when Silla invaded and captured three castles including Doga and 5 castles in the north border, the marriage alliance between the two countries broke finally down. Between March 544 and April 548, Gara-guk again made an alliance with Baekje. Based on this alliance, it is presumed that Gara-guk and Baekje attacked the Hansu riverside areas of Goguryeo and secured a certain area. Gara-guk also attacked Silla with Baekje by participating in the Battle of Gwansanseong Fortress, and suffered a devastating defeat. Afterwards, Garakguk may have ended its alliance with Baekje and re-established friendly relations with Silla. Gara-guk only displayed turbulent situations that took turns forming different alliances between Silla and Baekje. These inconsistent and confused alliances may have hastened the fall of Gara-guk.

      최근 들어 역사를 기억 이론에 접근시켜 보려는 경향이 대두되고 있다. 1980년대 이래 서구 역사학계의 주요 흐름이었는데 지금은 우리나라에서도 기억이 화두가 되고 있다. ‘기억 투쟁’, ‘기억 전쟁’, ‘기억문화’, ‘기억 공간’ 등과 같은 표현들이 지식 세계와 대중 매체에 자주 등장하고 있다. 본고에서는 기억 이론의 관점을 방법론적 원리로 도입하여 진해에 남겨진 ‘기억 공간’을 중심으로 진해의 ‘기억문화’를 정립해 보고자 하였다. 그 까닭은 기억 이론의 본질이 전통적인 역사학의 자기성찰에서 비롯되기 때문이다. 2장에서는 기억 이론이 등장하게 된 배경과 다양한 기억 이론에 대해 살펴보았다. 기억 이론의 대두는 전통적 의미의 역사학에 대한 불신과 회의, 기술 매체의 급속한 발전으로 인한 새롭고 다양한 양상의 기억 문제 출현, 학문 기술 및 문화 현상을 아우르는 문화학의 부흥 등과 맞물려 이전보다 폭넓고 복합적인 관점에서 역사가 연구되고 있기 때문이다. 기억 이론에 대한 연구의 선구는 모리스 알박스인데, 그는 집단적 기억의 개념을 창시하였다. 제프리 올릭과 배리 슈워츠는 사회적 기억을 주장하였다. 사회적 기억은 다양한 사회적 실천에 의해 기억이 재구성될 수 있음을 강조하는 개념이다. 독일의 아스만 부부는 문화적 기억을 주장하였다. 이는 기억이 개인적 차원 혹은 추상적 의미로서 존재하는 것이 아니라 사회적이고 문화적인 과정을 겪으며 의미를 획득하는 것에 주목하여 다양한 문화적 형식을 통해 보존되고 전승된다고 주장하는 개념이다. 문화적 기억은 문화적 재현 형식을 통해 과거에 대한 의미를 구체화해야 한다고 강조하기 때문에 다양한 기억 매체에 대한 논의의 실마리를 제공해 준다. 마지막으로 기억을 공간과 연관 지어 살펴보는 이론을 들 수 있다. 프랑스의 피에로 노라의 경우 ‘기억의 터’라는 개념으로 기억 이론을 말하고 있다. ‘기억의 터’는 기억을 구축하고 보존하는 기능적 기제들을 모두 아우르는 개념 틀이다. 3장에서는 일제 강점기에 진해라는 식민도시가 형성된 과정과 진해에 남아 있는 기억 공간에 어떤 것이 있는지를 소개하였다. 진해는 러·일 전쟁이 한창 중이던 1904년 군항지로 결정되었다. 이후 군항지 뿐만 아니라 방사형 가로 구조를 가진 신시가지까지 갖추어지면서 마침내 1922년 근대 도시 진해는 완성된다. 진해에는 중원 로타리 일대의 진해역, 진해우체국, 제황산 공원 등의 기억 공간이 있으며, 해군기지내에는 군항의 흔적이 담긴 근대 건축물이 남아 있다. 뿐만 아니라 남원 로타리에는 김구 시비가, 북원 로타리에는 이순신 장군 동상과 같은 다양한 기억 매체가 있다. 4장에서는 진해 곳곳에 남겨진 기억 공간이 어떻게 기억되고 있는지 분석해 보고, 어떻게 기억되는 것이 유의미한지 바람직한 기억문화 정립을 위한 모색을 도모해 보았다. 일제 강점기의 기억 공간은 근대 건축물을 중심으로 근대성을 확인하는데 그치는 경향을 경계하며, 근대성에 가려진 식민성에 주목하고자 하였다. 이를 통해 일제 강점기의 상처와 아픔을 기억하고, 이를 기억하고 기념하는 기억문화를 되살려야 한다고 본다. 뿐만 아니라 해방 이후 혼란했던 정국과 한국전쟁의 기억을 떠올릴 수 있는 공간을 통해 해방 전후의 시대적 상황을 알고, 진해를 오간 역사적 인물들의 활동을 통해 국가 지도자의 역할에 대한 성찰적인 문화적 기억을 형성해 보고자 하였다. 그리고 전쟁과 관련된 기억물을 통해 전쟁의 참상을 깨닫고 평화의 소중함을 일깨우는 문화적 기억의 정립 및 보존에 관해 말하였다. 이 과정에서 스토리텔링 기법을 활용하여 기억문화를 전달하고 소통하고자 하였으며, 이렇게 형성된 문화적 기억은 역사교육에도 적용할 수 있다. 왜냐하면 기억문화 정립과 역사교육의 목적은 본질적으로 그 맥을 같이하는 작업이기 때문이다. 기억문화란 본래 고정된 실체가 아니라 끊임없이 형성되어 가는 과정이다. 기억을 통해 공간이 가지고 있는 의미 또는 정체성 또한 변할 수 있다. 기억에 대한 관심은 우리가 과거와 대면하는 방식을 되돌아보게 해준다. 현실적인 기억문화는 바로 이러한 새로운 성찰에 기여한다. 성찰적 기억문화, 기억이론이 역사학에 가장 크게 기여한 점은 역사학의 자성을 촉구했다는 것이다. 본고가 진해의 역사에 기억 이론을 접목시킨 가장 큰 이유이다. 기억이론에서는 기념비, 박물관, 회화, 건축 그리고 역사서술 등 다양한 문화적 실천영역에서 기억문화를 만들어 간다. 이러한 매체들을 피에르 노라의 이론을 빌려 ‘기억의 터’라 한다면, 진해에 남아 있는 기억의 터 모두가 진해의 기억문화를 만들어가는 유의미한 성찰의 장이 되어줄 것이다. 그리고 얀 아스만의 이론에 따르면 다양한 문화적 실천영역을 통해 형성되는 기억이야말로 진정한 문화적 기억이며, 이것이 곧 기억 이론이 추구하는 바이다.

    • 백제 '혜왕계'의 성장과 왕권 확립

      본고는 백제 혜왕계의 관련 사료 검토를 통해 사비시대(538~660)에서 뚜렷하게 드러나지 않았던 혜왕계의 정치적 성장과 왕권 확립 과정을 살펴보고, 그 실체에 접근하는 것을 목적으로 한다. 성왕의 뒤를 이어 즉위한 위덕왕은 관산성 전투 이후 혼란스러운 백제를 다시 정상화시키고 이후 무왕대의 강력한 왕권의 토대를 마련한 군주로 평가된다. 특징적인 것은 위덕왕 사후 왕계가 王弟인 혜로 이어지고 있다는 것이다. 이에 따라 위덕왕 사후 왕계는 혜왕부터 의자왕에 이르기까지 혜왕계로 이루어지고 있다. 이러한 왕계의 변화는 왕위계승을 둘러싸고 왕실세력 내부의 분화 등 여러 정치 문제를 야기하였을 가능성이 크다. 또한 혜왕계가 120여년의 사비시대 중 대부분을 차지하고 있는 만큼 혜왕계와 관련된 문제는 백제 정치사에 있어 중요한 맥락을 차지한다고 할 수 있다. 『삼국사기』와 『일본서기』에 등장하는 관련 사료의 검토를 통해 혜왕계의 정치적 기반을 살펴본 결과 왜계세력과 익산세력과의 결탁이 주목된다. 왜계세력의 경우 관산성 전투 직후 혜가 왜로 파견되었을 때의 만남을 통해 관계를 형성한 것으로 보인다. 당시 백제는 왜의 선진문물 제공처로 비중이 높은 상황이었는데, 왜계세력은 혜와의 연계를 바탕으로 백제와 직접적인 관계를 형성하기 위한 목적에서 만남을 추진하였을 가능성이 크며, 혜의 경우 왜의 유력 호족세력과의 관계 형성을 통해 정치적 기반 마련에 목적이 있었던 것으로 추측된다. 한편 『삼국유사』의 서동설화를 바탕으로 혜왕계와 익산세력의 연계 가능성 역시 확인된다. 익산지역은 예로부터 전북지역의 대표세력이자 경제적·지리적 이점을 두루 갖춘 곳으로 백제 역사상 중요한 지역 중 하나이다. 혜왕계는 백제의 전북지역에 대한 영향력 확보가 중요해진 시점에 익산세력과의 혼인을 통해 정치적 관계를 형성한 것으로 짐작된다. 이에 더하여 왕궁리 궁성의 건립에 혜왕계가 주도적인 역할을 했을 가능성이 확인되는데, 이 역시 혜왕계와 익산세력의 연관성을 보여주는 것이라 할 수 있다. 이같이 혜왕계는 탄탄한 정치적 세력기반을 바탕으로 마침내 아좌의 도왜로 백제 내의 위덕왕계가 전무한 상황에서 혜가 즉위하게 되었다. 혜왕은 즉위 당시부터 상당한 고령이었을 것으로 추측된다. 그는 이후 짧은 재위기만을 남긴 채 세상을 떠나고, 혜의 장자로서 법왕이 즉위하였다. 법왕은 즉위 후 烏合寺의 창건 등 다양한 불교 관련 정책을 통하여 집권력 강화를 시도한 것이 확인된다. 그러나 법왕 역시 혜왕계의 집권력 강화와 왕권의 안정이라는 과제를 완수하지 못한 채 세상을 떠나게 되었다. 이러한 상황 속에서 즉위한 무왕은 혜왕계로의 왕위계승 확립과 왕권 강화에 주력하였다. 무왕은 즉위 이후 꾸준한 대신라 강경책의 추진과 다양한 세력의 등용을 통하여 왕권의 안정을 추구하였고, 이는 624년을 기점으로 상당한 성과를 거두었던 것으로 판단된다. 이에 더하여 무왕대 이루어진 6좌평제의 실시는 좌평을 국왕 아래 관료로 편제하여 귀족의 위상에 변화를 가져왔다. 이러한 결과로 말미암아 무왕의 왕권은 크게 강화되었고 백제는 삼국 항쟁에 있어 다시 한번 도약할 수 있는 발판을 마련하게 되었다.

    • 신라 진평왕대 ‘금관가야계’의 정치적 위상과 그 추이

      본고는 ‘금관가야’ 멸망 이후 진평왕대까지 금관가야계의 활동에 관한 사료 검토를 통해 금관가야계가 신라 중앙정치의 한 축을 담당하게 되는 과정과 그 요인을 분석하는 것을 목표로 한다. 금관가야계는 김해지역에 연고를 두던 김유신가문과 그들의 추종세력으로 정의내릴 수 있는데, 신라 삼국통일을 주도한 일등공신으로 평가받는다. 이는 삼국통일전쟁에서 김무력, 김서현, 김유신으로 이어지는 금관가야계 혈족의 활약에서 기인한다. 그러나 금관가야계의 성장이 항상 일직선적인 형태로 이루어진 것은 아니었다. 오히려 진평왕의 즉위로 인해 대내외적 정세가 변함에 따라, 때로는 그들의 활동이 제약받기도 하였다. 그럼에도 금관가야계는 진평왕대의 정치적 부침을 유연하게 대처하는 데 성공하였고, 결국 신라 중대를 주도하는 신귀족세력으로 성장할 수 있었다. 이러한 까닭에 금관가야 멸망 이후 진평왕대까지 금관가야계의 활동 과정을 분석해 보면, 금관가야계의 정치적 위상 추이와 그 요인을 추정할 수 있다. 진평왕 즉위 이전에 금관가야계는 이미 신라 귀족사회에 편입되었다. 김구해는 투항의 대가로 상등의 직책과 식읍을 하사받는다. 신라의 외교전략적 필요성에 따라 수여받은 것이지만, 금관가야계는 이를 바탕으로 당분간 김해지역에 대한 지배력과 영향력을 유지하였던 것으로 보인다. 김무력은 진흥왕대 영토확장에 적극적으로 참여하여 막대한 공훈을 세웠다. 정복전쟁의 과정에서 김무력의 지위는 상승하였을 뿐만 아니라, 김무력-거칠부-진지왕으로 연결되는 인적 관계가 형성되었다. 그러나 진지왕은 ‘政亂荒婬’으로 인해 폐위당하고 백정이 진평왕으로 즉위함에 따라 금관가야계의 입지도 변할 수밖에 없었다. 특히 진평왕을 즉위시킨 국인세력들이 관제정비를 주도하고 정국을 운영함에 따라 금관가야계의 정치적 위상은 상대적으로 약화된 것으로 추정된다. 대외적으로는 삼국 간의 전쟁이 비교적 소강상태를 맞게 되었으며, 신라는 隋와 倭에 사신을 보내는 등 교류, 교역 중심의 대외관계에 집중한다. 신라의 이와 같은 대외안정책 추구는 대내적으로 군사적 강점을 갖고 있는 금관가야계의 정치적 성장의 기회를 차단하는 것이었다. 이러한 국면에서 등장한 김서현은 신라 왕족 숙흘종의 반대에도 불구하고 결국 만명과 혼인하여 금관가야계의 정치적 지위가 실추되는 것을 막았다. 또한 대내외적 정세에서도 변화가 나타나게 되는데 진평왕 후기의 관제정비에서 용춘이 내성사신에 임명되는 등 신라 정국에 사륜계가 등장하였으며, 602년 아막성 전투를 시작으로 잦아진 전쟁으로 인해 금관가야계의 필요성이 증대되었다. 이를 바탕으로 문희와 김춘추의 혼인으로 금관가야계와 사륜계의 가문적 결합이 이루어졌으며, 낭비성 전투는 양측의 정치적 재결합을 공식화한 것이었다. 그 결과 금관가야계는 사륜계와 함께 신귀족세력으로서 향후 신라 중대를 열게 되었다.

    • 6세기 전반 가라국과 백제의 섬진강 유역 쟁탈과 그 의미

      고구려의 대외 팽창 정책은 백제의 쇠퇴를 불러왔고 가야 소국 중 하나였던 가라국은 그 틈을 노려 대외적인 팽창 정책을 펼칠 수 있었다. 백제의 쇠락으로 인해 힘의 공백이 생긴 전라북도와 전라남도의 동부지역에 세력을 미친 가라국은 이 지역의 주요 수계인 섬진강로를 통해 중국의 南齊에 사신을 보내어 책봉을 받을 수 있었다. 남제에 의한 책봉은 가라국의 성장을 대외적으로 인정받은 대사건이었으며 소위 ‘대가야 연맹’의 성립을 가능케 하였다. 한편, 가라국의 진출로 그 영향 아래에 들게 된 ‘임나 4현’과 대사는 지금의 전라남도 동부지역과 경상남도 하동 지역으로 볼 수 있는데, 모두 오랜 세월 동안 독자적인 세력을 유지했던 세력이었다. 이들은 가라국의 대외 교섭을 지지하고 도우면서 성장할 수 있었다. 특히 대사의 경우, 가라국의 유일한 기항지로 기능하게 되면서 ‘임나 4현’ 등 주변 지역을 통솔할 수 있는 위치에 설 수 있었다. 이를 바탕으로 대사는 ‘대사국’으로 발전하여 ‘대가야 연맹’의 주요국으로 활동할 수 있었다. 가라국의 성장은 그리 길지 않았다. 백제는 동성왕 시기를 거치면서 대내적인 안정을 이룰 수 있었다. 특히 ‘대산성 전투’를 통해 ‘대가야 연맹’의 주요국이었던 기문에 타격을 줄 수 있었으며, 이후 영산강 유역에 대한 재정복을 통해 대외적인 팽창에 나서기도 하였다. 동성왕 이후 집권한 무령왕은 더 적극적인 대외 공략에 나서게 되는데 그것이 바로 섬진강 유역에 대한 공격이었다. 백제는 먼저 ‘임나 4현’ 지역을 공략하여 손쉽게 성공했다. ‘임나 4현’의 수장층들은 대사의 수장층보다 세력이 떨어지지 않음에도 그 하위 집단으로 들어가게 된 것에 불만을 품고 있었기 때문에 쉽게 백제에 항복하였다. 이후 백제는 기문을 지배하고 이어 대사를 공격하였으나 쉽게 얻지 못한다. 가라국은 백제의 위협으로 유일한 기항지인 대사가 위험해지자 이미 ‘임나 4현’의 이탈로 세력이 줄어든 ‘대사국’을 해체하고 다사진으로 격하시켰다. 대규모의 축성을 통해 백제의 공격을 방어한 가라국이었지만 결국 529년을 기점으로 대사를 백제에 빼앗기고 만다. 백제의 섬진강 유역 확보는 가라국의 성장을 정체에 들게 했고, 이후 가라국은 수세적인 위치에 설 수밖에 없었다. 백제는 섬진강 유역을 바탕으로 경남 서부지역에 대한 영향력 확대에 나설 수 있었다. 섬진강 유역의 재지 수장층들은 백제의 영향력 아래에 든 후 백제의 지방 제도에 포함되어 사라져갔다. 가라국과 백제의 섬진강 유역 쟁탈은 오랜 세월 동안 독자적인 세력을 유지하였던 섬진강 유역 세력들을 와해시킨 대사건이었다. The foreign expansion policy of Goguryeo(高句麗) led to the decline of Baekje(百濟). One of the small countries of Gaya(加耶), Gara(加羅) was able to pursue a foreign expansion policy based on the gap. In the eastern part of Honam(湖南) where Baekje's decline caused a gap in power, Gara had power. Gara was able to receive a reward from Nam-je(南齊) by sending an ambassador through the Seomjin River, the main water system of the region. It was a great event to be recognized by the Nam-je as an external recognition of the growth of the country. And It was possible to establish ‘Daegaya(大伽倻) Federation’. On the other hand, ‘Imna(任那) 4 prefectures(縣)’ and Daesa(帶沙), both of whom were influenced by the advance of Gara, were the forces that maintained their own power for many years. They were able to grow up supporting and helping Gara's foreign ministries. Especially in the case of Daesa, it served as the sole port of the country, and it was able to direct the surrounding area such as ‘Imna 4 Prefectures’. Based on this, the Daesa developed into the 'Daesa-kuk(帶沙國)' and was able to act as a major nation of the 'Daegaya Federation'. Growth of Gara was not long. Baekje was able to achieve domestic stability through the period of Dongsung(東城王). Especially, through the 'Daesan Battle', it was able to hurt Gimun(己汶) that was the main country of 'Daegaya Federation'. Since then, Baekje has been expanding externally through the reorganization of the Yeongsan River basin. King Muryong(武寧王), who ruled after Dongsung, was more aggressive in attacking the Seomjin River basin. Baekje first succeeded in easily reaching ‘Imna 4 Prefectures’. The ‘Imna 4 prefecture’ leaders were dissatisfied with entering the sub-group even though their power was not lower than that of the head of the Daesa, so they surrendered to Baekje easily. The leaders of the Seomjin River basin were included in the local system of Baekje after the influence of Baekje. The struggle over the Seomjin River basin of Gara and Baekje was a great event that broke down the Seomjin River basin powers that had maintained their own power for many years.
