오늘날 선거캠페인은 매스 미디어의 다양한 발달로 점차 유권자와 후보간의 거리를 점차 좁혀가고 있다. 이 중 정치광고는 유권자에게 도달할 수 있는 효율적인 커뮤니케이션 수단으로 선거캠페인 과정에서 중요한 역할을 담당하고 있다. 특히 많은 관심을 갖는 부분은 광고주 후보가 경쟁 후보의 정당에 부정적인 인상을 심어주기 위해서 경쟁 후보나 정당의 약점을 강조하는 공격적 정치광고이다. 정치광고 연구 가운데 가장 주목을 받아온 분야는 바로 공격적 정치광고의 효과에 관한 것이다.
그러나, 공격적 정치광고 효과에 관한 기존 연구들을 검토해본 결과 다음과 같은 세 가지 문제점을 발견하였다. 첫째, 공격적 정치광고의 효과 연구에 있어 가외변인들의 철저한 통제 하에서의 검증된 실험 연구가 부족하며, 둘째, 후보지지도와 상관관계를 직접적으로 실시하지 않았으며, 셋째, 단순 자극-반응식 기존 연구에서 한계로 지적됐던 수용자의 반응 강도에 따른 공격광고의 효과뿐만 아니라 자극의 정도, 즉 공격적 정치광고의 공격성 정도에 따른 수용자의 태도 변화 역시 연구가 부족한 편이다.
이러한 문제점을 인식해 본 연구는 후보에 대한 사전태도를 측정한 후 공격적 정치광고와 지지적 광고의 효과를 후보 지지도 변화를 비교함으로서 공격적 정치광고의 효과를 검증해보고, 공격적 정치광고의 강도를 높여 공격적 정치광고의 강도에 따른 수용자의 태도변화를 알아보고자 하였다.
이같은 연구목적을 위하여 본 연구는 사전-사후 실험설계 방식에 의한 실험연구방법으로 독립변인을 조작함으로써 독립변인과 종속변인간의 인과적 추론을 통해 정치광고의 강도가 지지후보의 변화에 미치는 영향을 알아보았다.
본 연구는 연구가설 검증을 위해 서울시장 선거에 출마한 가상의 A후보(기호 1번)와 B후보(기호 2번)를 가정하여 공격광고의 효과를 알아보기 위해 가상의 유권자를 대상으로 실험 연구를 진행하였다.
실험대상은 대학생집단으로 선정하여, 3개 대학 208명을 대상으로 실시하였다. 실험과정에 미칠 수 있는 외생변수 통제는 지역성과 시간을 우선적으로 통제하였다. 한편, 사건검사(Pre Test)는 본 실험에 앞서 본 실험조사시 대상이 되지 않는 가장 동질적 집단을 선정하여 진행하였다.
실험 시 사전에 광고에 대한 노출을 피하고, 실험의 원활한 진행을 위해 강의 시작 전 약 10분에 걸친 조사(사전조사 및 본조사 1차)를 시행하였고, 강의 종료 후 약 20분 동안 조사(본조사 2차, 3차)를 실시하였다. 설문지는 208명 전원에게 배포해 100% 회수되었으며, 그 중 응답을 빠뜨린 설문지와 만 19세 미만 등 28부를 제외한 180명의 유효 응답지를 바탕으로 연구 결과를 작성하였다.
본 연구의 자료분석방법은 다음과 같이 세 단계로 수행되었다. 첫 번째 단계는 조사대상자의 인구사회학적 특성과 측정변인의 기술통계량을 분석하기 위해서 빈도분석(frequency analysis)과 기술통계분석(descriptive statistic)을 수행하였다.
두 번째 단계는 측정자료의 관련성을 검증하기 위하여 상관관계분석(pearson correlation analysis)을 수행하였다. 본 단계는 1차 선전공보물에 따른 A후보와 B후보의 이미지와 지지도, 2차 선전공보물에 따른 A후보와 B후보의 지지도, 3차 선전공보물에 따른 A후보와 B후보의 지지도 간의 상관관계를 검증하기 위함이다.
세 번째 단계는 본 연구에서 제시한 연구가설을 검증하는 단계이다. 본 연구의 연구가설의 검증을 보면 정치적 관심도가 공격적 정치 광고가 미치는 영향에 대한 분석은 독립표본 t-검증(independent samples t-test)을 수행하여 분석하였다. 다음으로 공격적 정치광고가 기대한 효과 및 긍정적인 영향, 공격적 정치광고가 기대하지 않은 효과 및 부정적인 영향, 공격적 정치광고의 공격성 정도와 유권자 지지 여부에 대한 영향 등의 분석은 일원분산분석(one-way anova test)와 다중회귀분석(multiple regression analysis)을 수행하여 분석하였다. 본 연구에서 제시한 연구가설은 유의수준 95%에서 연구가설을 채택하고 기각하는 것으로 결정하였다.
이에 대한 본 연구 결과는 다음과 같다.
첫째, 자신이 지지하는 후보자가 공격적 정치광고에 노출되면 지지하는 후보자에 대한 지지도가 감소될 것이다라는 연구가설 1은, 1차 공보물에 따른 공격을 받은 A후보의 호감도는 3차 선전 공보물에 따른 후보자 지지도에 대해 정(+)의 영향을 미치며 통계적으로 유의한 것으로 나타났다. 따라서 자신이 지지하는 후보자가 공격적 정치광고에 노출되면 지지하는 후보자에 대한 지지도가 감소하는 것을 의미한다. 이러한 연구결과는 공격광고의 ‘의도된 효과’가 있다고 보아야 한다.
둘째, 자신이 지지하는 후보자가 상대방 후보자에 대한 공격적 정치광고를 실행하면 지지하는 후보자에 대한 지지도는 감소할 것이라는 연구가설 2는, 공격을 받는 A, 공격을 한B 각 후보자에 대한 그룹별 지지도의 변화에서 자신이 지지하는 후보자가 상대방 후보자에 대한 공격적 정치광고를 실행하면 지지하는 후보자에 대한 지지도가 감소하는 것으로 연구결과가 나타나 공격적 정치광고의 ‘의도되지 않는 효과’가 있는 것으로 나타났다. 이는 공격광고의 ‘부메랑효과’가 나타났다는 것을 의미한다.
셋째, 공격적 정치광고의 공격성이 강할수록 유권자의 지지 변화가 더 클 것이다는 연구가설 3은, 다중회귀분석을 한 결과 공격을 받는A 후보의 경우 1차 선전 공보물에 따른 호감도가 3차 선전 공보물에 따른 후보자 지지도에 영향을 미치나, 공격을 한 B 후보의 경우 1차 선전 공보물에 따른 호감도가 3차 선전공보물에 따른 후보자 지지도에 영향을 미치지 않았다. 본 연구모형은 유의수준 95%에서 통계적으로 유의한 것으로 나타났다. 따라서 공격적 정치광고의 공격성이 강할수록 유권자의 지지변화가 더 크다는 것을 의미하며, 이러한 연구결과는 공격강도의 차이 따른 효과로 볼 수 있다.

In today’s election campaign, the development of mass media is narrowing the gap between voters and candidates gradually. Among these, the political advertising takes a primary role in a process of election campaign as an efficient communication resource to extend its effects to voters. Especially a matter of grave concern is a negative political advertising which emphasizes the week points or disadvantage of competitor or competitive party in order for advertiser to implant a negative impression against competitive party. The most observed field in the research of political advertising should be all about the effect of negative political advertising.
However, following issues have been found as a result of reviewing current researches regarding a negative political advertising. First of all, the empirical research was not enough verified under an exhaustive control from extraneous variables. Second, there was no direct enforcement of approval rating of candidate and interrelation. Third, not only the effect of negative advertising according to intensity of recipient’s response, which has been pointed out as a limitation in a current study of stimulation and response, but also the study for the change of recipient’s attitude according to the degree of the negativity are less sufficient, as well.
Considering all these issues, this research intended to verify the effect of a negative political advertising through comparing a negative and a positive advertising effect after measuring the attitude against candidate and also intended to find the change of recipient’s attitude according to intensity of a negative political advertising.
For this research purpose, this research has been conducted to find the influence of intensity of political advertising on the change of candidate to support through a cause and effect inference of independent and dependent variable as means of a research method according to the pretest-posttest experiment method. In order to prove the effect of negative advertising in this research, Targeting imaginary voters, this research set two imaginary candidates for Seoul City Mayor, A and B, in order to verify the research hypothesis
The research has been executed with experiments of 208 students from three different colleges. The exogenous variables that could affect on the experiment have been controlled with region and time, preferentially. In the mean time, Pre Test has been conducted with the most homogeneous group, which was not overlapped in a precedent investigation.
In this experiment, For the fluent process and avoidance from any political advertising beforehand, a ten-minute survey before the lecture and a twenty-minute survey after the lecture has been conducted and Research questionnaires were distributed to 208 students and all of them were collected. Among those, 28 copies with skipped answers and those that are done by the underage have been excluded, and the report has been made based on the 180 valid research questionnaires.
The research analysis has been accomplished in three steps. The first step was to conduct a frequency analysis and descriptive statistic in order to analyze characteristics of population sociology of research target and technical statistics of measuring variable.
The second step was to conduct a person correlation analysis in order to validate the correlation of the examined data. This step was for verifying correlation of the image and approval rating between candidate A and B in response to the three different political advertising materials.
The third step was the verification step for hypothesis submitted in this research. Checking the hypothesis of this research, the impact of political concern on negative political advertising is done by analyzing independent samples t-test. Next, expected effect and positive influence of negative political advertising, unexpected effect and negative influence of negative political advertising, the degree of negativity of political advertising, and voters’ support status are analyzed through one-way anova test and multiple regression analysis. The hypothesis submitted in this research selected significance at significance level of 95% or rejected.
The result of this research is as follows.
First, the hypothesis 1 that assumes that approval rating would be decreased, if a candidate to support is under the attack of negative political advertising has been proved to be statistically significant through the fact that candidate A, who was under the attack of the first campaign leaflet positively affects the support of the candidate who was under the third campaign leaflet in general. Therefore, it shows that support for candidate is decreased, if a candidate to support is under the attack of negative political advertising, This result of the research signifies ‘intended effect’ of negative political advertising does exist.
Second, the hypothesis 2 that assumes that approval rating for a candidate to support would be decreased, if a candidate to support conducts a negative political advertising against competitive candidate, shows the result of the research that, in aspect of the change of each group’s approval rating for a attacked candidate A and a attacking candidate B, approval rating for a candidate to support is decreased, if a negative political advertising against a competitive candidate is conducted. It shows that ‘unintended effect’ of negative political advertising does exist. It signifies to validate ‘boomerang effect’ of a negative political advertising.
Third, the hypothesis 3 that assumes the more negative political advertising is, the more approval rating is fluctuated is proved to be unauthentic. According to the result of multiple regression analysis, even though the affinity of candidate A after the first campaign leaflet affects the support of candidate after the third campaign leaflet, the affinity of the attacking candidate B did not change the support of a candidate even after the third campaign leaflet. This research model is proved to be at significance level of 95%. Therefore, this signifies that the stronger negative political advertising results in the bigger change of voter’s approval rating and it can be seen as the result of the intensity degree of negativity.
