87년 민주화 이후 충청지역시민운동의 제도화: 대전참여자치시민연대와 충북참여자치시민연대를 중심으로 = Civil Movement’s Institutionalization in Chungcheong Since the Democratization in 1987: Focus on the DPSPDS and CSPAC

다국어 초록 (Multilingual Abstract)

If the process that either a social movement or social movement organization mobilizes movement resources within the society’s established frame of systems and changes to the direction to attain the goals of movement is ‘the institutionalization of social movement’, DPSPDS and CSPAC which are Advocacy NGOs representing Chungcheong can be regarded that they have chosen the paths of institutionalization aggressively from the initial period of foundation until now. The internal process of institutionalization that can be said to the institutionalization of a movement organization can be found through the activities of the two groups to increase their members and finances. To increase members, the two groups introduced not only the computerization of member management but member and civil service concepts positively. To increase finances, they induced a specialized program called CMS and held supporting events regularly. The external institutionalization process that can be regarded to be the institutionalization of movement can be found through movement issues, movement repertoires, or systemic participation in the decision-making process. As the two groups both have pursued general civic movements, they have dealt with various movement issues. However, regional movement issues mainly dealt with by the two groups did not give direct threat to the political authority but preferred problem-solving through system improvement. In addition, about movement repertoires, too, consistently conventional repertoires have been dominant from the initial period of activity. In other words, it can be concluded that the two PSPDs in Chungcheong have pursued resistance strategies not outside but inside the social system.
