Many scholars anticipated the new millenium is 'the age of civil society'. This means that social problems such as market failure, national inefficiency, social conflict, structured class, and human alienation ect. should be resolved by volunteering of the civil participation than depending to resolution by market or government. As this, the importance of civil society would increase, and the scale to measure the ability of civil society would be the degree of activation of NGO.
Korean NGO has been growing with the development of civil society and democracy after late 1980s in quality. NGO in Korean society which have been grown as central power of civil society is consistently increasing the influence to many field of Korea such as government establishment and other field of the society.
But Korean NGO represent a limitation and many problem internally and externally because of lack of civil participation, financial shortage, morality problem, politicalization raised the problem of 'movement without civil' and it related to the identity problem of NGO which was stemmed from financial problem as most of present NGOs faced.
This study examined the cause of 'civil movement without civil' as struggling factors of lack of participation revealed in Korean NGO activity and suggested the improvement ways. It is composed of 5 chapter as follow:
The first chapter present the introduction of the thesis including its purpose, subject, and method as well as its structure.
The second chapter deals whit theoretical frames on NGOs such as concept, definition, type, role were considered, theoretical discussion for the construction of cooperation between such NGO and local government was conducted.
The third chapter examines the history and and current condition of local NGOs in chungcheongbuk-do and its policy partcipations.
Chapter 4 presents the problems caused by local NGOs' policy participation and the alternatives for enhancing its activities. The summarized factors of hindering the civil participation and the improvement ways are follow.
First, in NGO activity, the most important factor for the lack of civil participation is because of low consciousness for civil resource participation.
This is because of inherent consciousness that participation on civil movement would hazard political demage. In this, the importance of civil education for the enhancement of civil resource participation and normalization of the democratic way of living is issued.
But present democratic education for civil education is still centered on cramming education because of inferior education environment and entrance competition to higher education that the NGO's civil education for school education also emphasize the theoretical side of it and reveal the short of civil education professionals or authorities to show minimal activity for show off and incidental event in many case. To raise the ability and willingness for democratic civil education by participation should be completed through practice of participation. Also, NGO's civil education should recognize the importance of civil education institution, and heighten the efficiency of professional and activity of exclusive responsible office for civil education expert.
Second, present laws and institution for NGO activity not only limits the finacial support for civil organization but also limits the function for participation of civil participation.
Now the planned 'policy event' for NGO business which is leaded by government for the political issue which limit to 'policy event' is very much limits civil participation or attention compared to 'free participation business' which has been planned by NGO itself.
The importance of effectiveness of the business but civil participation induced to increase NGO recognition and is more important. So, heightening of 'free participation business' should be considered.
Finally, there are lack of internal capacity concerning present NGO for in inducement of civil participation and organizing them. Some of civil agency leader's lack of quality on immorality or politicalization caused unbelief of general civil agencies and this raise an escape phenomena from civil society. Also, lack of professions for volunteers recruiting and management in recognition of the resources inside of NGO caused problem.
Thus, the leaders of NGO should be qualified group on the bases of morality as expert to be responsible for the civilians. And the utilization of the volunteers should not be ignored because the system can expand the basic resources for civil participation and to raise the ability to manage and recruiting the volunteering resources to induce the civil participation and organization of it.
Chapter 5 provides the conclusion emphasizing the need of strong partnership between NGOs and regional government to develop local community.
