국가수준 유치원 평가체제의 적절성과 형평성에 대한 평가위원의 논의 = A study on the adequacy and equity of the Kindergarten Evaluation Systems at the National Level

국문 초록 (Abstract)

본 연구는 국가수준유치원 평가에 참여한 평가위원을 통해 유치원 평가체제의 적절성과 형평성에 대해 알아보고 유치원 평가의 방향과 과제에 대한 시사점을 얻어 국가수준 유치원 평가의 바람직한 방향을 제시하고자 하였다. 평가위원은 현행 평가체제 하에서 실제 평가를 담당해 보았다는 점에서 유치원 평가체제 모색과정에서 가장 중요한 정보원이다. 본 연구에서는 연구의 취지에 동의한 평가위원 5명을 3회에 걸쳐 심층면담 하며 자료를 수집하고 분석하였다. 연구결과, 현행 유치원 평가 지표는 유치원의 다양한 기관 유형이나 학급 수에 적절한 공정한 평가를 하기에는 보완할 점이 있으며 평가지표가 각 단위 유치원을 적절성과 형평성에 맞게 평가할 수 있기 위해서는 평가 지표의 수정·보완이 필요하다. 다음으로 평가위원을 위한 현행 사전연수가 평가위원에게 실질적인 도움을 주기 위해서는 좀 더 구체적이고 다양한 방법으로 개선되어야 한다. 다음으로 현행 현장평가는 일정과 체제가 일부 무리가 따르며 각 기관의 특수성을 고려하여 융통성 있게 변화되어야 한다. 끝으로 현행 유치원 평가결과의 처리과정이 어렵고 평가처리방법이 형식적이며 현장에 피드백 자료로 활용되기에는 적절하지 않았다. 뿐만 아니라 유치원 평가의 점수 부여에서도 형평성이 고려되지 못하고 유치원 평가의 결과가 단위 유치원에 실질적인 도움을 줄 수 있는 방향으로 개선을 바라고 있었다.

다국어 초록 (Multilingual Abstract)

The purpose of this research thesis was to find out the adequacy and equity of the kindergarten evaluation systems implemented by evaluation officials on kindergarten teachers from the governmental dimension. And, another purpose of this research was to set and pose desirable directions and tasks of the kindergarten evaluation systems in light of the governmental dimension. The research subjects and evaluation groups served as the most important information source in the process of seeking data kindergarten evaluation systems data, since these groups had established substantial evaluation systems on kindergarten. Thus, this research thesis conducted 3 profound interviews on five evaluation system officials and gathered relevant data and analysis in order to find out the adequacy and equity of kindergarten evaluation systems. The research analytic results reveal a lack of evaluation system tools to measure the adequacy and equity of individual kindergarten agencies or classes. This inability implies a need to develop evaluation tools which focus on adequacy and equity in measuring kindergarten evaluation systems. In addition, this study finds that the spot evaluation system is inadequate in terms of planning. Moreover, outcomes under the present conditions are problematic. For example, evaluation system officials are prone to use evaluation tools based on a very formal process which, by virtue of its formality, does not provide useful feedback data. Indeed, evaluation officials themselves point out areas of inefficiency in the measuring process. Besides, most evaluation officials point out the inefficiency in the current kindergarten evaluation system process. To meet this verified need, it is recommended that a substantial pilot project be initiated to develop specific training methods which would serve as guidelines for evaluation process at the national level.
