연구장비 인프라의 사용자 중심 서비스 혁신에 대한 연구

국문 초록 (Abstract)

연구장비 인프라는 지역혁신시스템의 기술하부구조를 이루는 유형적 속성의 대표적인 과학기술 인프라에 해당한다.
이러한 연구장비 인프라의 활용도 제고를 위해서는 서비스 제공자가 실효성 있는 서비스 전략과 정책을 마련하는 것이 매우 중요하다.
하지만 기존의 지역혁신정책의 개발을 위한 유용한 분석적 틀로 사용되던 지역혁신체제론은 지역의 기술하부구조를 이루는 연구장비 인프라에 대한 실효성 있는 지역혁신정책과 인프라 기관의 구체적 행동대안을 제시하는데 효과적으로 활용되지 못했다.
따라서 본 논문은 지역혁신체제의 구성주체와 메커니즘의 관점에서 지역혁신체제의 일부인 지역의 연구장비 인프라 시스템을 구성하는 구성주체로서 사용자, 인프라 기관, 지자체를 주목하였다. 또한 인프라 시스템의 메커니즘 측면에서는 지역혁신체제론이 수요 기반의 이론이라는 점에 착안하여 사용자 중심의 접근을 시도하였다.
이러한 시도를 위해 서비스 품질과 서비스 제공자의 조직적 루틴을 강조한 사용자 중심 서비스 혁신의 방법론으로서 품질기능전개 기법을 적용하였다.
이를 통해 연구장비 인프라 기관의 행동대안으로써 조직적 역량을 강조하는 전략경영이 우선적으로 필요함을 발견하였다. 또한 지역혁신체제 속에서 연구장비 인프라의 기능 강화를 위해서 단편적인 정책 보다 지속가능하고 체계적이며 종합적인 지역혁신정책이 시급함을 발견하였다.
구체적으로, 본 논문의 실증연구는 예비 사례연구를 통해 사례 지역의 연구장비 공동활용 인프라의 개선이 공급자 중심으로 이루어지고 있음을 진단하고, 사용자 중심의 접근을 위하여 방법론적 접근법과 분석적 함의를 아우르는 네 가지 분석적 이슈를 중심으로 전개하였다.
방법론적 측면에서, 본 논문은 품질기능전개에 카노모델을 결합하여 품질의 중요도와 만족도 외에 품질의 속성 측면을 함께 고려하게 하였다. 이를 통해 서비스 제공자는 사용자의 수요에 대한 보다 입체적인 정보를 파악하고, 서비스 수준과 환경 변화에 따라 변화하는 중요도에 대하여 동태적으로 대응할 수 있도록 하였다.
한편, 품질기능전개 기법은 오랜 기간 동안 서비스 분야에서 활용되어왔음에도 불구하고, 정책적 연계가 필수적인 과학기술인프라 서비스 분야에 대한 적용은 찾아보기 힘들었다. 이에 따라 본 논문은 서비스와 정책 분야를 아우르는 서비스·정책 품질기능전개 기법을 제안하였다.
따라서 본 논문에서는 지역혁신시스템의 기술하부구조를 이루는 지역의 연구장비 공동활용 시스템의 구성주체를 사용자, 서비스 기관, 지자체의 3가지로 파악하고 서비스 전개와 정책 전개를 연쇄적으로 수행하였다.
본 논문에서는 이러한 분석기법을 바탕으로 경기바이오센터의 연구장비 공동활용 서비스 사용 경험자들에 대한 설문조사를 실시하였다.
그 결과 신규장비의 구축과 같은 유형적 품질들이 매력적 품질로 파악되었다. 하지만 이러한 매력적 품질이 사용자에게는 상대적으로 덜 중요한 반면, 분석결과의 정확도와 장비의 유지관리상태, 분석인력의 전문성, 서비스 약속시간의 준수 등이 사용자들에게 중요한 것으로 나타났다.
또한 서비스 전개에서 서비스 제공기관은 연구원의 행정업무 간소화 방안의 수립, 분석지원 인력의 확대, 다른 장비 보유 기관과 공동서비스 협약 체결, 경력직 중심 충원, 연구원의 연수와 학습 독려 등 조직적 루틴을 혁신하고 인적 역량을 강화하는 것이 새로운 장비를 구축하는 것 보다 우선 추진해야할 사용자 친화적 서비스 품질 특성으로 도출되었다.
나아가 정책 전개에서는 지자체의 관련 정책 추진 체계의 일원화, 연구시설 및 장비의 운영인력의 보유여부 및 전문성 수준에 따른 연구장비 예산 지원 결정 등 체계적이고 종합적인 접근이 우선 추진해야 할 사용자의 친화적 정책 품질 특성으로 도출되었다.
반면, 수수료 지원 사업, 기관간 협약 추진 등 단편적 접근은 사용자 친화적 정책개발에 있어 우선순위가 낮은 것으로 나타났다.
