예산 서부지역 일대의 지역 집단은 웅진기부터 그 등장이 확인된다. 목리·신리유적에서는 웅진기 귀족의 무덤 형식에 해당하는 금학동식 석실의 축조가 확인되는데, 이는 해당 횡혈식석실의 피장자 집단이 백제 중앙과 일정한 관계를 가지며 지역 집단으로서 성장했음을 시사한다. 웅진 천도 이후 충청남도 일대의 중요도가 상승한 것이 그 요인으로 작용했음을 짐작해 볼 수 있다.
목리·신리유적에서의 석축 고분 축조는 사비기까지 이어져 대규모 고분군이 형성된다. 동시에 목리·신리유적과 일정한 거리를 두고 정교한 능산리식 석실에 해당하는 석곡리 2호분의 축조가 확인된다. 목리·신리유적의 경우 토착 세력으로서의 정체성이 유지된 것으로 보이는 장속이 확인되어 비교적 오랜 기간 지역에서 세력을 유지해 온 집단에 의해 형성되었음을 알 수 있다. 반면 석곡리유적은 고분군 조영에 있어 연속성이 보이지 않으며, 고분의 형식에서 중앙의 묘제와의 큰 유사성이 확인된다.
목리·신리유적의 피장자 집단은 사비기 횡혈식석실의 구조를 수용하면서도, 현지의 매장 전통을 일정 부분 유지하고 있다는 점에서 중간적 인물, 즉 현지 출신으로서 지방관에 협력하여 지방지배에 기여한 인물이었을 것으로 짐작해 볼 수 있다. 석곡리유적의 피장자가 속한 집단은 백제 중앙과 유사한, 규격화된 석실을 축조하였다는 점에서 중앙에 의해 파견된 관료적 성격을 가졌을 것으로 추정된다. 이를 통해 예산 서부지역 내에는 두 가지 다른 성격을 갖는 집단이 동시기에 존재하였음을 알 수 있다.
예산 서부지역 일대에서는 지역 기반의 세력을 지속적으로 유지하는 집단이 존재하는 가운데, 백제 중앙과 깊은 관련성을 갖는 집단이 사비기에 새롭게 등장하여, 두 집단이 한 권역 내에 공존했던 것을 확인할 수 있다. 지방지배체제의 정비, 국경 문제, 교통로 문제 등의 요인이 복합적으로 작용하여 예산 서부지역의 중요도가 상승하자, 백제 중앙이 이 일대에 대한 지배력을 높이기 위해 기존에 존재하는 집단을 활용하는 것과 더불어 백제와 친연성이 높은 집단을 지역 관리 목적으로 파견했던 것으로 보인다. 이를 통해 백제 사비기 지방지배에 있어 이원적 통치 방식의 존재 가능성을 확인할 수 있다.

During the Sabi period, local burial practices in Baekje were replaced by stone-chamber tombs that mirrored the burial forms of the central elite, undergoing processes of standardization and formalization. The extent to which local groups faithfully adopted burial forms originating from the capital likely reflects the closeness of their relationship with the Baekje central authority. By examining the distribution and characteristics of various types of stone-chamber tombs in the western Yesan region, this study aims to clarify the nature of local groups in the area and their relationship with the Baekje state center.
Local groups in the western Yesan region can be identified from the Ungjin period onward. At the Mok-ri and Sin-ri sites, stone chambers of the Geumhak-dong type—burial forms associated with Ungjin-period elites-have been documented. This suggests that the groups interred in these stone-chamber tombs maintained close ties with the Baekje center and developed as local elites. The increased importance of the Chungcheongnam-do region following the relocation of the capital to Ungjin is presumed to have contributed to this development.
The construction of stone-built tombs at the Mok-ri and Sin-ri sites continued into the Sabi period, forming a large-scale burial complex. At the same time, Tomb No. 2 at the Seokgok-ri site—characterized by a refined Neungsan-ri–type stone chamber-was constructed separately from the Mok-ri and Sin-ri sites. At Mok-ri and Sin-ri, burial customs that appear to preserve indigenous traditions are evident, indicating that the burial complex was formed by a group that maintained its power locally over a relatively long period. In contrast, the Seokgok-ri site lacks continuity in burial construction, and its tomb form closely resembles the burial practices of the central Baekje elite.
The group interred at the Mok-ri and Sin-ri sites appears to have adopted the structural elements of Sabi-period stone-chamber tombs while partially maintaining local burial traditions. This suggests that they may have been intermediary actors—local elites who cooperated with provincial administrators and contributed to regional governance. Conversely, the group associated with the Seokgok-ri site, which constructed standardized stone chambers closely resembling those of the Baekje center, is likely to have had a bureaucratic character and may have been dispatched directly by the central government. These findings indicate that two groups with differing characteristics coexisted contemporaneously within the western Yesan region.
In the western Yesan region, a locally rooted power group continued to exist, while a group closely associated with the Baekje center emerged during the Sabi period, resulting in the coexistence of these two groups within the same region. As factors such as the reorganization of the provincial governance system, border issues, and transportation routes increased the strategic importance of the western Yesan area, the Baekje central authority appears to have strengthened its control by both utilizing existing local groups and dispatching centrally affiliated groups for regional administration. This suggests the possibility that a dual system of local governance operated during the Sabi period of Baekje.
