ISO 9000 품질시스템에 의한 품질개선에 관한 연구 : 국내 전문건설업체를 중심으로 = (A) Study on the Quality Improvement by ISO 9000 Quality Systems : Centering on Domestic Subcontractors

This study examines and analyzes the actual status of applying ISO 9000 Quality System to practice as the means of strengthening the competitiveness for securing the construction orders by subcontractors and its influence on the management and aims at suggesting the management improvements for the systematization of the construction management which can improve the quality and productivity and reduce the cost with systematic performance of the construction management based on ISO 9000 Quality System, and then it obtains the following conclusions.
First, although ISO Certification system has been activated In a short time through the support systems of government, these external supports have brought about side effects. So governmental supports should be reduced or abolished in order that subcontractors themselves can have their own quality system, satisfy the management requirements and utilize ISO Certification System as the means of verifying their quality assurance ability and then the enterprise which really needs ISO Certification should be awarded it.
Second, most of the domestic subcontractors having tess than the sales of one hundred million must invest great expenses and time to have ISO Certification test and post-test, but it is not so available for the management activities of subcontractors in comparison with their investment. However, it has the obvious problems that existing practices and procedures are not completely changed in 1 or 2 years after acquiring ISO Certification and tile application of changed quality system brings about the visual effects in the improvement of quality and business management. Accordingly, ISO 9000 Quality System should be helpful to management activity and contribute to create the profit with the positive support based on the right understanding of quality system of top management.
Third, for utilizing ISO Certification as the means of improving the management which reestablishes the management system of construction work by duality system and develops it, post-management after acquiring it is more important. Therefore, when construction work is performed systematically focused on improving the quality in the process of acquiring ISO Certification, problems are settled one by one and quality improvement and services are performed effectively, productivity can be improved and the cost be reduced by eliminating the potential of failure from the negligence of management.
