한국 저출산ㆍ고령화 사회의 가치관 정립과 지방정부 정책연구

다국어 초록 (Multilingual Abstract)

Since ever the 1980s, South Korea has been experiencing the unprecedentedly lowest fertility as a demographic phenomenon. At the same time, the country is becoming a post-aged society as the elderly population group is growing faster than ever. As the two sides of a coin, this country is expected to shoulder the double burden of demographic instability and economic insecurity. Unlike the past history of the country’s population decentralization policy and other countries’population-related policies, some of major causes for the national-scale demo-sociological crisis of the historic low birthrate and the high-rising aged population are stemming from inadequate public child-/mother- related programs and insufficient provisions of elderly career opportunities. More profoundly, there are epistemological shortfalls of the society as whole for the inappropriate demographic controlling system. These shortfalls are found in the social value system, the public policy arena, and the public citizen in general. This study find some conceptual attributions and epistemological distinctions amongst terms of ‘ethics’, ‘value’, ‘freedom’, ‘equity’, and some other related agenda. The research proposes some significant frameworks of major elder-specific public policies and projects such as public-/community- and market-oriented career opportunities and welfare support either from the national government or local administrations.
