This study aims to analyze the effects of China's energy industry policy and environmental policy by applying panel regression analysis and double difference method to three low-carbon economy-related policies out of China's 12 five-year plans. This study collected data from 30 provinces in China from 2008 to 2018, and confirmed the impact of fine dust and energy consumption on policies through panel regression analysis, focusing on the Air Pollution Prevention Action Plan and Energy Development Strategic Action Plan, which were published consecutively in 2013 and 2014. In this article, urban data were collected from 2008 to 2018 and implemented a double-differential method using the 'notice on the promotion of pilot projects in low-carbon areas and low-carbon cities' policy announced by China's National Development and Reform Committee in 2010. In addition, experimental groups and control groups will be installed in 12 cities in the pilot city and 19 other cities. In addition, three requirements are set: GDP of 90,000 (yuan) or more, population density of 500 (a person/km²)) or more, and secondary industrial ratio of 50% or more. An effect analysis was performed on the cities of the control and treatment groups that met these three requirements, respectively.
The 2010 China National Development and Reform Commission's "Notice of Promoting Pilot Projects in Low Carbon Areas and Low Carbon Cities" and "Air Pollution Prevention Action Plan" and "Energy Development Strategic Action Plan" verify the effectiveness of low carbon economic policies in the direction of research. Therefore, referring to the low-carbon economic literature, the low-carbon economic policy is an economic method to reduce high-carbon energy consumption such as carbon-based energy and reduce greenhouse gas emissions in the carbon-based energy combustion process. The low-carbon economy of energy is to reduce greenhouse gas and pollutants by establishing a low-carbon energy system, low-carbon power generation technology, and low-carbon energy industry system, and realize socio-economic development of low pollution and low energy consumption. The concept of a low-carbon economy is an economic development model centered on low-carbon energy and low-carbon technology, replacing the current fossil energy generation model. The current consensus on the concept of low-carbon energy economy is to comprehensively consider environmental pollution caused by greenhouse gas emissions in all areas of energy production and consumption around the overall energy economic activity.
In addition, the level of per capita earned income and population urbanization has been lowered due to the increase in fine dust, indicating that urban infrastructure and urban industry development have largely shifted to low-pollution energy depending on energy. In addition, as fine dust increases, energy consumption and car ownership increase. The same is true of the government's policy to demand the conversion of energy-rich companies to new energy, close large-scale old companies with high pollution and low production capacity, and exempt acquisition taxes by increasing subsidies to buyers of new energy cars. As a result, the policy had a significant effect, indicating that the introduction of energy industry policies and environmental policies had a significant impact on air pollution improvement and green and low-carbon energy development during the 12 five-year planning periods. In addition, the effect of CO2 and PM2.5 on low-carbon economic policies is the most intuitive.
