韓國·美國·日本의 浮浪人 發生原因과 福祉制度 및 프로그램의 比較 硏究 = (A) comparative study on the causes of the homeless, welfare systems and programs for the homeless in Korea, America and Japan

다국어 초록 (Multilingual Abstract)

The purpose of this study to find out to implication for the homeless welfare in our country by comparing the causes and welfare systems and programs for the homeless in America, Japan and Korea.
There are similarities and differences about the causes of the homeless welfare systems and programs in America, Japan and Korea.
The result of this study are as follows. First, causes of the homeless is similar in three countries. They have socio-economic and individual causes of the homeless. Especially those who have nothing social network for social security are inclined to become the homeless.
Second, the welfare systems and programs the homeless are different. But, Japan and Korea have similarity of welfare systems and programs. Two countries have negative attitude for the homeless and the welfare system and program for them are inactive too.
They seem to have little concern about the homeless, and consider the homeless as just social problem.
And they consider the cause of homeless or being the homeless as individual fault. So social welfare policy and social welfare program for the homeless is so inactive.
Now our country faces to the socio-economic problem called ´IMF´ and lots of the homeless appear in our society.
So, first af all, the positive and new welfare system and programs are demanded for the homeless. Second the view about the homeless should be changed. The specific and individualized service programs for the homeless are demanded too. And the preventive policy for the jobless-homeless should be developed.
