This study provides a social welfare plan on self-support program after analyzing the participants' demand and satisfaction.
The Nationwide social security program established on Oct. 1, 2000 includes supporting the people eligible for work by supporting the organization to train them to work. This program also reinforces the organizations to support and train the people with condition to work.
After three years of enforcement, it is difficult to assess any program. The basic idea of self-support program is to help people to obtain economic independence, however, the present social welfare system overlooks the practice of the self-support program. Thus, this research studied the participants of the self-support programs focusing on their demands and the level of their satisfaction, and propose a plan to intervene and develop our social welfare system.
With the questions based on theoretical background, the study surveyed total of 720 people in self support related business nationwide. They were chosen from 14 organizations with more than 40 conditional trainees. The organizations range from social welfare corporations, religious organizations, and civil groups.
The dependent variables used in the survey were the demands on the self support service and level of satisfaction (work conditions, management, changes in the attitudes of the participants before and after). As for the independent variables, five factors were considered- individual factor, economic factor, self-support program factor, the level of satisfaction in labor condition, management, and demands in social welfare service. For the individual factor, the gender, marital status, members of family, education, health, housing conditions, the social status of the recipient were chosen. And as for the economic factors, monthly income of the family, welfare support expense, debts, and debts after business were chosen. The self-support program factors were period of participation, business model, motivation, self-support guardianship institutions duty recognition, the most important thing in self support business, level of satisfaction in organization, and community, foundation participation yes or no. The factors in level of labor satisfaction were salary, work hours, labor difficulty, and working environment. The factors in the level of management satisfaction were attitude of employees, influence of opinions, help request to the staff, information available, capacity of self-support program, counseling satisfaction, individual's personality and the organization climate, the changes in the participants before and after the program. the participants' competence, helping household chores, the relationship between family members, the relationship between the neighbors, reduction of dissatisfaction towards the government, and the relationship between other participants. The factors in the demands of social welfare service were the service of child care, economic support, home care, counseling, psychiatric therapy.
To analyze the survey, t-analysis, correlational analysis, and multi-regression analysis methods along with SPSS Window were used. The findings of the survey are as follows:
1. There are some correlation in satisfaction with certain individual factors. Depending on their health condition and work difficulty and work environment have correlation, depending on the gender, the attitude, information supply, and counseling satisfaction have some relationship, and depending on marital status, attitude, help request, and counseling satisfaction have correlation.
The level of satisfaction in economic factor made no difference in their satisfaction in work condition, management organization, and the their attitudes after the participation.
The level of satisfaction of work condition among 14 organizations showed not much difference
On the level of satisfaction on the management organization, the satisfaction on social welfare corporation was the highest.
The participants in the self-support program have various demands on child care service, home care service, economic support service, psychiatric service, and counseling service.
In self-support training programs, the expertise in the area and more effective and efficient service is needed. Training and helping the participants to self support is very important. What is more important is to develop specialized programs on all around social welfare service and to provide continuous support of the management.
