초등학교 학교운영위원회 운영에 대한 교사의 인식연구

국문 초록 (Abstract)

본 연구는 초등학교 학교운영위원회 운영의 성공적인 정착을 위하여 교사들의 학교운영위원회에 대한 인식과 그 동안 운영하면서 나타난 문제점을 분석하여 초등학교 학교운영위원회 정착 정도를 파악하여보고 학교운영위원회 운영의 활성화 방안을 제공하는데 목적을 두고 있다.
연구목적을 달성하기 위한 구체적인 연구문제는 다음과 같다.
첫째, 학교운영위원회의 정착정도에 대한 교사의 인식은 어떠한가?
둘째, 학교운영위원회 운영의 효과에 대한 교사의 인식은 어떠한가?
셋째, 학교운영위원회가 학교단위 책임경영에 어느 정도 기여하는가?
넷째, 학교운영위원회 운영상의 문제점과 학교운영위원회 활성화 방안에 대한 교사의 인식은 어떠한가?
이상의 연구문제들을 규명하기 위하여 조사연구를 행하였으며 조사도구로는 선행연구를 참고하여 개발한 "초등학교 학교운영위원회 운영에 대한 교사의 인식연구"를 위한 설문지를 사용하였다.
연구의 수행을 위하여 사용된 통계방법은 빈도 및 기술분석(Frequency & Descreptive)과 교차분석(Crosstabs), 신뢰도 검증(Cronbach's α), t검증(Indipendent Samples t-test), 변량분석(One Way ANOVA)등이 이용되었다.
이상의 과정을 통하여 얻어진 연구결과를 요약하면 다음과 같다.
첫째, 학교운영위원회 운영의 정착 면에서 학교운영위원회의 도입취지와 기능 및 운영전반에 대하여 긍정적 인식을 보였으나 실제 학교운영위원회에 관한 연수와 운영 상황에 대한 소식지의 발간이 잘 이루어지지 않고, 운영위원의 활동 의욕과 전문성에 관하여 학교장, 교사, 학부모에 대하여 대체로 긍정적 인식을 보이고 있으나 상대적으로 지역위원에 대한 인식이 낮아 지역위원의 적극적인 참여가 필요하다.
둘째, 학교운영위원회 운영의 효과로 재정관리의 투명성, 학교교육에 학부모와 지역사회의 건전한 참여, 수요자 중심의 교육풍토 조성에는 효과가 조금 있는 것으로 나타난 반면에 교원 상호간 의사소통은 여전히 원활하지 못하고 학교의 재원확충 및 학교 교육의 질 향상 면에서도 별 변화가 없는 것으로 조사되었다.
셋째, 학교운영위원회가 학부모의 인식변화에 기여한 반면 학교단위 책임경영에 크게 기여하지 못하였고 자율성과 책임경영의 장애원인으로 교육자치의 미흡과 상급기관의 지시감독, 사회의 인식부족을 지적하고 있는데 이는 주로 외부적이고 제도적인 요인이 학교단위 자율성과 책임경영의 장애가 되고 있음을 알 수 있다.
넷째, 학교운영위원회 운영상의 문제점으로 운영위원의 전문성 결여와 비원간의 의사수렴 과정의 결여 그리고 일반 학부모와 일반 교사의 무관심인데 학교운영위원회의 성공적인 정착을 위하여 운영위원의 전문성 향상에 힘써야겠으며 교사, 학부모, 모두 동반자적 관계에서 학교운영위원회에 관심을 갖고 참여하여야겠다.
이상에서 살펴본 바와 같이 학교운영위원회가 시행 7년 차에 접어들어서도 정착정도가 만족스럽지 못한 까닭은 운영상의 문제점으로 제시한 연수와 홍보부족, 운영위원의 전문성 부족, 비 위원의 의사수렴과정 결여 등의 문제가 노출되어 있으나 대부분의 교사가 시행착오를 거쳐 정착될 것으로 인식하였다. 이는 학교 교육의 공동체로서 교사, 학부모, 지역사회가 학교교육을 위한 동반자적 관계에서 상호 협력해 나갈 때 가 그 위상을 재정립 될 것이라고 생각한다.
본 연구의 결과를 토대로 초등학교 학교운영위원회의 성공적인 정착을 위하여 학교운영위원회 활성화 방안을 다음과 같이 제언하고자 한다.
첫째, 연수강화로 학교운영위원회가 학교운영의 조력단체로 활동함이 바람직하다.
둘째, 학교운영위원회에 대한 부정적인 시각을 버리고 학교운영위원회 취지대로 단위학교의 자율성 확대를 위한 긍정적 차원에서 교사와 학부모의 관심과 노력을 고취시킬 필요가 있다.
셋째. 학교운영위원회의 성공적인 정착을 위하여 학교장의 민주적 행정의식, 개혁적 분위기 등 미래 지향적 변화의 선도자로 의식의 전환을 가져와야 한다.
넷째, 알림판을 이용하여 학교운영위원회의 활동에 관한 내용을 홍보하고 학교운영위원회 안건을 상정할 수 있는 제도적 장치의 활용이 마련되어야겠고, 회의 안건을 미리 공개하여 일반교사와 학부모의 의견수렴 과정 또한 이루어져야 할 것이다.
다섯째. 연구결과 학교운영위원회의 운영으로 학교경영에서 학부모의 인식의 변화가 이루어졌다고는 하나 여전히 학교현실에 대한 학부모의 인식 부족이 안타깝다. 교육전반과 교육환경 등에 관하여 학부모의 이해가 있어야 하며 긍정적 시각을 갖고 교사와 상호 협동적인 관계를 유지시켜 나가도록 노력해야 할 것이다.
여섯째, 운영위원은 학교운영위원의 역할과 학교교육 전반에 걸친 전문성을 갖도록 부단한 자기연수가 뒤따라야겠다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to come to stay the operation of the steering committee of a primary school successfully by analyzing teachers recognition on the steering committee of a primary school and problems during operation, understanding the level of fixation and suggesting activating ways.
To bring about this research purpose, specific research subjects are as bellows:
First, How much has the steering committee of a primary school come to stay? And what is the teachers recognition about this?
Second, What is the teachers recognition on the effect of the steering committee of a primary school?
Third, How much has the steering committee of a primary school helped the responsible management of the school?
Fourth, What is the teachers recognition about the problems of the steering committee of a primary school and activating ways?
To beat out above research subjects, documentary records and their study have been sided. A questionnaire was used as a research tool, which was in the preceding research - Teachers recognition research on the management of the steering committee of a primary school. To carry out this research, following statistics methods were used Frequency & Descriptive, Cross tabs, Cronbachs , Independent Samples t-test and One Way ANOVA etc.
Followings are the research results through above procedure.
First, From the side of coming to stay the steering committee of a primary school, teachers have positive recognition about the introduction purpose, function and general operation. But they have opinions that actually the reports of the committee are not published well and that district members of the committee have showed lack of specificity because of low recognition about district members. Relatively, teachers have positive feeling about committee members from schoolmaster, teachers and parents. So, district members require more positive participation.
Second, Regarding the effect of the steering committee of a primary school, there were a little improvement about clear finance control, sound participation by parents and distinct society to the school education and creating education atmosphere that is being lead by demand-side. But there were no significant changes in communication among teachers, financial resources expansion and education quality improvement.
Third, The steering committee of a primary school has helped changing the parents recognition. But it was not helpful to the responsible management of the school. For the reasons of poor autonomy and responsible management, there are poor education autonomy, control and direction by superior offices and lack of recognition from society. This proves that autonomy and responsible management of the school have been disturbed mainly by external and institutional reasons.
Fourth, As the problems of the operation, there are lack of specificity of the committee members, lack of opinion collection procedure from non-committee members and unconcern by parents and teachers. For the successful fixation of the committee, all the parties teachers and parents should participate more positively with concern.
As above, even though 7 years has passed from the time of start, there are many problems like lack of training and public information, lack of specificity of the committee members and lack of opinion collection procedure from non-committee members. But most teachers think this will come to stay through trial and error. When teachers, parents and distinct society cooperate together for school education as companion relationship, the committee will be established again correctly.
Based on the research result, we suggest the activating ways of the steering committee of a primary school as bellows for success fixation.
First, It is desirable for the steering committee of a primary school to act as a support to school management by aggrandizing study and training.
Second, It is necessary to encourage the interests and efforts of teachers and parents to expand autonomy of each school to follow purpose of the committee by throwing away the negative feeling about the steering committee of a primary school.
Third, For successful fixation, schoolmaster should have consciousness conversion for democratic administration, reformable atmosphere and positive leader of future inclination.
Fourth, By using billboard, the committee activity should be promoted, matter-suggesting system should be prepared and opinion collection procedure from teachers and parents should be done by pre-opening the matters.
Fifth, It is tantalizing that still parents have lack of recognition about school reality even though there was some change of recognition by operation of the steering committee of a primary school. It is required more understanding about general education and education circumstances by parents and it is also necessary to have affirmative vision and to keep cooperative relationship with teachers.
Sixth, Committee members should make efforts to have the specificity about own role and general school education.
