The main point of this study is that street is not just the road for automobiles but the space for pedestrians. Street has two functions from the viewpoint of pedestrians. One is the route of movement, the other is the space for enjoyments such as business, rest, play, meeting and public performance. Street has been planned and developed as a road for movement. However, the emergence of street vendors reflects that the supply of enjoyment is required by pedestrians. Street vendors play an important role in the street as special characters of city and suppliers of energy and pleasure. For example, if all street-vendors disappear in the streets of Myungdong and Dongdaemun Stadium, these streets will lose their liveliness. Street-vendors provide an interesting scenery to pedestrians since they follows the newest style and fashion. The purpose of this thesis is to propose a plan for street environment, which satisfies two functions of street (movement and enjoyment) and improves the present problems of street-vendors, by an analysis of temporary structure. The plan for street environment is focused on three spaces of pedestrians that is a space between sidewalk and roadway, a sidewalk and a space between sidewalk and building. Sinchon street is one the most crowed and prosperous street in Seoul and has lots of temporary structures, thus Sinchon street was selected as a planning model for street environment. The location and distribution of temporary structures were analyzed by actual measurement of Sinchon street. The survey with pedestrians was performed to monitor the problems of Sinchon street and temporary structures. The problems of Sinchon street and temporary structures are as follows; 1. Electric machineries are installed on the ground and their size and distance are irregular. Therefore, the width of sidewalk is irregular and very narrow. 2. The original sidewalk is very narrow considering a large number of floating population in Sinchon street. 3. The front and open space of the buildings are constructed as an elevated place, a slant and stairs, resulting in inconvenience for handicapped people as well as pedestrians. 4. The temporary structures of street, especially covered cart bars occupy large area and obstruct the passage, though they provide enjoyments in the street. 5. The distance between roadside trees is irregular and guard plates of roadside trees are different in design. Moreover, there is no standard for the location of street lamps and signboards. The plan is proposed to overcome these problems and to improve the street environment of Sinchon. The space for pedestrians can be expanded by burying the electric machineries under the ground, while keeping the width of present sidewalk. In other way, the width of sidewalk can be expanded by constructing the front level of the building same with the level of sidewalk. Pedestrians will have a rest in the benches and landscape that is located in the open spaces of buildings. Moreover, reduction in the size of the covered cart bars and movement to a space between roadside trees can improve the street environment. Regular arrangement of the covered cart bars will also give an uniformity and orders in the street. The plan provides meeting locations and pedestrians'' rest space which are made in the minimum size of area (45 m2) and width (5 m). For expanding open space, the landscape in building should be collected in boundary street space in the minimum size of area (20 m2) and width (4 m). All roadside buildings should be constructed for broad sidewalk by application of setback in architectural line and surface''s line of wall. The interval of roadside trees should be arranged in the standard of present interval (4 m). Lamps and signboards can be arranged in regular interval after the interval of roadside trees are arranged in regular. Street should be planed to consider pedestrians'' stride, perceptual system and temporary structure zone.Since the street has been planned and developed as a road for movement, the street should be having enjoyment for pedestrians.
