This study aims to analyze the structure and characteristics of social enterprise support policies in Chengdu, China, and to examine the modes of policy tool utilization and their actual implementation effects. Social enterprises, as organizational forms that combine innovative approaches with market mechanisms to address social problems, have emerged as important actors in social governance in China. However, in the absence of a unified national system and clear legal status, the development of social enterprises relies heavily on policy design and implementation by local governments. Despite this dependence, systematic analyses of local-level social enterprise support policies remain limited.
Chengdu was selected as the research site, with Chenghua District and Wuhou District chosen as comparative cases due to their differing regional development characteristics and policy environments. Rothwell’s policy tool classification framework was applied as the analytical framework. Using document analysis, this study systematically categorized and examined social enterprise support policy documents from the two districts. In addition, in-depth interviews were conducted with leaders of social enterprises in Chenghua and Wuhou Districts to analyze on-the-ground assessments of policy implementation processes and policy effectiveness.
The analysis reveals that social enterprise support policies in both Chenghua and Wuhou Districts are primarily composed of supply-side policy tools; however, clear differences exist in policy priorities and tool combinations. Chenghua District places relatively greater emphasis on environmental policy tools—such as institutional development, organizational management, and platform construction—focusing on building a foundational ecosystem and fostering a long-term development environment for social enterprises. In contrast, Wuhou District actively employs supply-side policy tools, including financial support, performance-based subsidies, and incentive schemes, prioritizing the enhancement of short-term performance and practical implementation capacity of social enterprises. Demand-side policy tools are used to a limited extent in both districts and remain a relatively underdeveloped component of the overall policy framework.
The interview findings indicate that while social entrepreneurs acknowledge the necessity and positive effects of policy support, they also point out challenges in the implementation process, including limited policy accessibility, complex application procedures, and uncertainty regarding policy continuity. These issues suggest a gap between policy design and actual implementation, highlighting the need for improvements not only in the selection of policy tools but also in implementation mechanisms and operational systems.
By applying Rothwell’s policy tool framework to social enterprise support policies, this study contributes a systematic analytical approach for comparing and analyzing local government social enterprise policies. Furthermore, through the case of Chengdu, it empirically identifies the structural characteristics and limitations of China’s social enterprise support policies, providing valuable reference material for future policy design and institutional improvement in other regions.
