Since the 1960s, as industrialization and urbanization have accelerated, it has been attempted to solve insufficient housing problems through large-scale maintenance projects such as redevelopment and reconstruction of demolition methods. However, it caused social problems such as difficult consensus, complicated business procedures, and inability to resettle existing residents. In addition, poor residential environments were caused because maintenance measures for low-rise old residential areas were not considered.
In this situation, redevelopment and reconstruction projects have not been properly implemented, and as the reorganization promotion district was designated and lifted, it was necessary to prepare countermeasures for neglected low-rise residential areas. Accordingly, the urban regeneration policy began in the early 2013, and the urban regeneration new deal project have been promoted in 2018 to compensate for the problems of the large-scale total demolition-type maintenance project. Through this project, it has been intended to realize universal housing welfare by reorganizing old residential areas with poor living conditions to expand basic living infrastructure and supply inexpensive public rental housing.
In line with this trend, the Special Act on the Maintenance of Empty Houses and Small Housing has been enacted since 2018. As small-scale housing maintenance projects, autonomous housing maintenance projects, street housing maintenance projects, and small-scale reconstruction projects have been introduced, and they are presented as new types of low-rise housing regeneration.
However, only a few places have been completed due to various problems and constraints in the process of promoting the project, such as agreements between residents, financing, and lack of business feasibility, so it is urgent to come up with measures to solve these problems. However, as a way to expand the housing supply in metropolitan areas, autonomous housing maintenance projects are being used, and residents' interest has been increasing, so discussions are essential for smooth promotion.
To this end, first, the cases were analyzed for five autonomous housing maintenance projects to derive implications. In addition, surveys and in-depth expert interviews were conducted on utilization and direction to seek improvement measures to revitalize autonomous housing maintenance projects, and the results are as follows.
First, as a result of analyzing the five deliberation books conducted by Daejeon Metropolitan City, parking spaces were secured in the form of piloti, and the space composition was uniformly composed of rental houses, and there was only one case of neighborhood living facilities and joint use facilities. In addition, it was derived that the incentive system is not being properly utilized.
Second, a survey was conducted on the experts of local governments that have implemented autonomous housing maintenance projects, and it was derived that "expansion of loan support and low-interest rate support," "preparation of existing tenants' migration and residence measures," and "improvement of incentive system" are necessary to revitalize the project.
Third, expert interviews were conducted, and problems such as "difficulty in creating shared facilities due to profitability problems," need a practical incentive system that helps the business," and "weak public role" were derived.
Finally, improvement measures were presented based on the findings and implications derived earlier, and in order for autonomous housing maintenance projects to be smoothly promoted, it is necessary to expand the role of public and local corporations, to improve incentive systems, to introduce coordinator systems, to expand economic support, and to expand publicity.
This study is of great significance in that it compared, analyzed the cases in the process of presenting improvement plans for autonomous housing maintenance projects, and presented improvement plans by in-depth interviews with the project's implementation entity.
