설악문화제의 지역경제 파급효과 분석

국문 초록 (Abstract)

본 연구는 강원도 속초에서 개최되는 설악문화제의 지역경제 파급효과를 분석하는데 목적이 있다. 연구목적 달성을 위하여 지역축제, 산업연관분석과 관련된 선행연구를 진행 하였으며, 설악문화제 현황, 설악문화제 분석, 활성화 방안을 알아보고 설악문화제가 지역경제에 미치는 파급효과를 지역산업연관표를 활용하여 생산파급효과, 소득파급효과, 부가가치파급효과, 고용파급효과를 분석함으로서 설악문화제와 관련된 관광정책을 수립하는데 객관적 지표를 제공하고자 한다.
이를 위하여 방문객의 소비지출규모를 문화체육관광부에서 발간한 2018년 문화관광축제 종합평가보고서의 주민화합형 축제를 기준으로 소비지출규모를 산정하였으며 방문객 규모는 설악문화제 평가보고서(2018)를 참조하여 산정하였다. 두가지 요인을 통하여 방문객의 총 지출비용을 계산하였으며 지역산업연관분석표를 활용하여 강원지역 생산승수, 소득승수, 부가가치승수, 취업승수를 도출하고 설악문화제가 강원지역 내, 외에 미치는 경제적 파급효과를 분석하였다.
분석한 결과로 생산파급액효과는 98.5억 원, 소득파급효과는 약 19.9억원, 부가가치파급효과는 약 45.7억원, 2018 설악문화제를 통해 파급된 취업자는 총 167명으로 분석되었다.
승수도출 결과를 보면 지역내 생산파급효과 측면에서 볼 때 파급효과가 크게 나타난 것은 식음료업, 문화오락서비스(유흥업), 쇼핑업, 관광교통업, 숙박업 순으로 나타났으며 지역내 소득파급효과 숙박업, 관광교통업, 문화오락서비스업, 쇼핑업, 식음료업 순으로 나타났다. 지역내 부가가치파급효과는 쇼핑업, 숙박업, 문화오락서비스, 관광교통업, 식음료업 순으로 나타났고 지역내 취업파급효과로는 식음료업, 관광교통업, 쇼핑업, 문화오락서비스, 숙박업 순으로 나타났다. 이는 설악문화제의 지역내, 외 경제적 파급효과를 고려 시 중점사업에 대한 방향설정에 활용되어 정책수립이나 결정에 도움이 될 것이다.
설악문화제는 지역형 주민화합형 축제에서 문화예술형 축제로 변화와 발전을 추진 중이다. 이에 축제조직을 재정비하고 축제감독을 외부 영입하는 등 새로운 조직과 프로그램으로 지역축제를 벗어나 외지에서 관광객이 찾아오는 축제가 되기 위해 노력하고 있다. 설악문화제의 질적 수준 향상과 더불어 경제적 창출가치도 극대화 할 수 있는 전략적이고 효율적인 축제운영, 정책결정에 힘을 기울여야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the economic effects of the Seorak Cultural Festival held in Sokcho, Gangwon-Do. In order to achieve the purpose of research, prior research related to local festivals and industry-related analysis was conducted, and the current status of Seorak Cultural Festival, analysis of Seorak Cultural Festival, and promotion plan were investigated. In addition, this study analyzed the economic effects of Seorak Cultural Festival on the region through the interregional inputoutput table as production distribution effect, income distribution effect, value-added distribution effect, and employment distribution effect. And this is to provide objective indicators for the establishment of tourism policies related to Seorak Cultural Festival.
For this purpose, the scale of the visitors' consumption expenditure was calculated based on the residents' harmonious festival in the 2018 Culture and Tourism Festival Comprehensive Evaluation Report published by the Ministry of Culture, Sports and Tourism, and the size of visitors was calculated by referring to the Seorak Cultural Festival Evaluation Report (2018). The total expenditure of visitors was calculated through two factors, and the production multiplier, income multiplier, value-added multiplier, and employment multiplier were derived from the interregional inputoutput table , and the economic effects of the Seorak Cultural Festival on and around Gangwon-do were analyzed.
According to the analysis, 9,85 billion won in production effects, 1.99 billion won in income effects, 4.57 billion won in value-added effects, and 167 people were employed by the 2018 Seorak Cultural Festival.
According to the results of the multiplier, the food and beverage industry, cultural entertainment service (entertainment industry), shopping, tourism and transportation, and lodging industries were the most effective in terms of the production effect in the region, followed by lodging, tourism and transportation, cultural entertainment service, shopping and food and beverage industries. Value-added effects in the region were in the order of shopping, lodging, cultural entertainment services, tourism and transportation, food and beverage, and employment effects in the region were food and beverage, tourism and transportation, shopping, cultural entertainment services and lodging. This will be used to establish the direction of the main project and will help establish or decide policies.
The Seorak Cultural Festival is seeking a change and development direction from a local community-oriented festival to a culture-arts festival. Therefore, In order to break away from local festivals and become a festival visited by outside tourists with new organizations and programs, organizations were reorganized and festival directors were recruited from outside. Strategic and efficient festival operation and policy decision making are needed to improve the quality level of Seorak Cultural Festival and maximize the creation of economic value.
