國家財政改革에 따른 國防豫算의 效率的 運用方案 : 예산운용조직의 역할 재정립 방안을 중심으로

국문 초록 (Abstract)

한국정부는 공공분야의 효율성 제고와 책임성 강화를 목적으로 국가재정개혁을 추진중이다. 이로 인한 정부 재정운용시스템의 변화는 국방재정운용에도 커다란 변화를 가져왔다. 또한, 국방분야의 재원배분 우선순위 하락과 세계적인 경기악화로 국방예산 규모는 지속적으로 감소하고 있다. 국방부는 이러한 재정운용환경의 변화에 부합하고 한정된 재원을 효율적으로 운용할 수 있는 방안을 강구하여야 한다.
본 연구는 정부의 재정개혁이 국방재정운영에 미친 영향을 분석하고 재정개혁과제의 국방분야 도입 및 정착과정에서의 문제점을 도출하였다. 또한 미국과 영국의 재정개혁 사례 연구를 통해 우리나라의 국방재정개혁시 고려해야할 시사점을 도출하였다. 이를 토대로 국가재정개혁 과제가 국방재정분야에 정착.발전하기 위한 개선방안을 다음과 같이 제시하고자 한다.
첫째, 국방 재정운용시스템들이 단계별로 연계성을 가지고 개혁되기 위해서는 각 단계별 예산관련 조직의 역할과 책임을 재정립한다.
둘째, 국방예산 편성시 예산 편성의 전문성과 결과에 대한 책임 확보를 위해 국방부 내 사업국 중심의 Top-down예산제도를 도입한다.
셋째, 성과에 대한 정확한 평가와 환류가 이루어지도록 성과관리시스템을 구축한다.
넷째, 중장기적 시각에서 안정적인 국방예산의 확보를 위해 국가재정운용계획과 국방중기계획의 연계성을 강화한다.
이러한 국방재정운용시스템의 개선을 통해 국방예산 운용의 효율성과 투명성을 제고함으로써 국민들의 신뢰와 공감대를 바탕으로 안정적인 국방예산의 확보가 가능할 것이다.

다국어 초록 (Multilingual Abstract)

The Korean government has been pursuing national financial reforms aimed at enhancing efficiency and accountability in public sector. The change of government’s financial management system by national financial reforms has brought great changes in the defense financial management.
In addition, the size of the defense budget has been reduced consistently due to the priority drop of fund allocation in the field of defense and the global economic downturn. In this condition, the department of defense should form a scheme to operate effectively limited resources and to meet the changing of financial environment.
This study has been analyzed impact of defense financial operations on government’s financial reforms and driven issues of financial reforms in defense sector during introduction and settlement. In addition, it has been driven issues to be considered at the defense finance reforms through case studies of the U.S. and UK financial reforms.
Thus, in order to settle and improve the subject of national’s financial reforms in defense finance, the improvement schemes are proposed as follows ;
First, the budget-related organizational’s roles and responsibilities in each step to be reconfigured for reform, in order to be linked with each phases of defense financial management systems.
Secondly, the program bureau-driven Top-down budget system should be introduced to ensure expertise of budget and responsibility for the results when the government make up the budget.
Third, the performance management system should be built to ensure the accurate evaluation and feedback.
Fourth, the linkages between national financial management plan and mid-term defense plan should be enhance, in order to ensure a stable defense budget in terms of long-term.
With these proposals for national financial management system, the efficiency and transparency of the defense budget could be improved and a stable defense budget based on the public confidence and consensus should be ensured.
