정신장애인 고용률 향상을 위한 개별 배치 및 지원 모델 적용에 대한 제언: 외국 사례를 중심으로 = Implementing the Individual Placement and Support (IPS) Approach for Individuals with Mental Illness in S. Korea: Focused on foreign cases

Purpose: Despite of overwhelming evidence of the effectiveness of the individual placement and support (IPS) to vocational rehabilitation for individuals living with serious mental illness, little is known about IPS in S. Korea. This paper discussed key factors to implementing IPS model in S. Korea from foreign experts’ perspectives. Method: This study used 90 minute in-depth interviews with 3 experts who have worked 5 to 10 years in the field of IPS. Results: In order to improve effectiveness of the IPS program, employability of people with mental illness and comprehensive services would be discussed. In order to overcome weakness of IPS from foreign experts’ perspectives, the fidelity scale map in S. Korea and the cooperation of IPS services providers would be discussed. Conclusion: Continuous endeavors from service-delivery facilities and the government would be required to reduce stigma related to mental illness and change service delivery system.

국문 초록 (Abstract)

개별 배치 및 지원(IPS) 모델을 포함하는 증거기반 실천이 중증 정신장애인의 고용률 향상에 긍정적인 것으로 보고되지만, 이와 관련된 국내 문헌연구가 제한되어 있다. 본 연구는 국내 정신장애인 고용을 위해 개별 배치 및 지원 모델의 현장적용에 있어 중요한 요인들을 국외 전문가들의 의견을 기반으로 알아보는 것이 목적이다. 본 연구는 개별 배치 및 지원 모델과 관련하여 5-10년 이상 현장경험을 가진 3명의 전문가들과 각각 90분 동안 심층인터뷰를 실시하여 프로그램 실행과정에서 중요한 요인들에 대해 알아보았다. 개별 배치 및 지원 프로그램 도입과 원활한 운영을 위하여 국내 정신장애인의 고용가능성에 대한 논의와 의료, 상담, 직업재활을 포함하는 종합적인 프로그램 제공을 위한 지원체계가 마련되어야 할 것이다. 또한, IPS의 제한점을 극복하기 위해 표준화된 프로그램 운영을 위한 충실성 척도 지도 개발은 물론 서비스 제공자간 협력에 대한 논의가 필요하다. 정신장애에 대한 사회적 편견 및 낙인을 줄이고 이들의 고용률을 높이기 위해 직업재활 서비스 전달체계 변화와 정부의 지속적인 지원체계 마련이 필요하다고 생각된다.
