Urban redevelopments until now have been executed by the overall tear-down method which accompanies huge changes of space structures like urban environment improvement project and urban renewal project and this development methods have brought the physical, sociological and institutional problems which include intensified profit–oriented development, the decreasing re-settlement ratio of native residents and the damage of sense of place.
As an alternative against this overall tear-down method, Rehabilitation urban redevelopment has been first introduced in early 1990 which is an small size adaptive development method that maintains the sense of history and place of city space through preserving or fill-in development methods. However, because of various reasons including the insufficient legal grounds about the regeneration policies, interest conflicts between participating subjects, defensive participation of public institutions, difficulty of securing the public budget and the absence of economic profits through regeneration, there have been no visible results until now
While the current local Urban Regeneration projects are diverse in their pursuing objectives and the types and numbers of projects are increasing, the areas that should apply the regeneration techniques have the problems of being too expansive and general. As a result, there will be more problems and difficulties in selecting the priority and correct diagnosis of the current situations and most of all, consequent economic and timely costs will be increased like dual application of regeneration techniques and differences of regional projects performances.
And therefore, in order to judge the success or the failure of the projects regardless of the different situations of the community, Rehabilitation Urban Regeneration takes the stance of preserving and compensating viewpoints which see target the areas with more microscopic and partial manners while the physical, sociological and economical conditions of the existing areas are maintained.
This study is to be executed to establish the regeneration areas and the district community Rehabilitating viewpoints and subsequently to analyze the characteristics according to the establishment unit, with the targeting subject of Changwon Test Bed commercial areas where the center of the city is deteriorating and is progressing the Rehabilitation Urban Regeneration.
First, the aspect of homogeneity was identified to be the basic foundation of the community through theoretical examination and community block was tried to be established based on this homogeneity.
Prerequisites to establish community block are as follows. First, the homogeneous area (community) basically doesn’t show differently with the horizontal 경계, but is formed with the horizontal as the center.
Second, establishment of community blocks are to be executed targeting with the areas which will progress Rehabilitation Urban Regeneration and will be executed at the below level of District Unit Planning where the regeneration areas like housing urban redevelopment areas, Residential Environments Renewal areas, Urban Environments Renewal areas are established except industrial complex. Third, application time of community block is to be used in the review stage in order to establish Urban Regeneration project areas after making deterioration evaluations according to specific standards which are done by the public institutions or the other institutions.
The method of establish the community block is first to tie the facades of the buildings are connecting with the district as the center. Second, community block can be established with the standards of district homogeneous areas which are acquired in the procedures of GIS image overlapping according to the evaluation indicators which are suitable for community block establishment. Third, vague places which are difficult to be divided into the building groups (the places which have similar horizontal separation distances and similar physical contexts of spaces) are to be classified with new address standard. Fourth, specialized streets such as printing alley and steamed Agujjim streets etc. or the places which have specific street name which could show its unique identity as well as new address are combined as one block. Fifth, the place which is recognized as one street or place to the residents and neighbors even if the buildings have different street name could be combined as one regeneration areas which is one of the methods to reflect the regional sense of place. Additionally, 40 derived indicators and 13 fundamental evaluation indicators among the currently used deterioration indicators were classified to be used to establish community blocks.
Community blocks which were established this way don’t show the identical distribution characteristics over the distribution streets according to functional classification and therefore, the effective ranges of the community block are identified from the living streets as a minimum street unit to the distribution streets. Because Community block is established as a standard in the identity areas, it shows the independence characteristic which is separated with the neighboring block, and therefore it could be used as a minimum development unit area in order to apply the Rehabilitation regeneration techniques.
Selection method of regeneration areas which are established in this study almost coincides with the current new address system and therefore, it is expected to be more efficient to apply for the future utilization of collected and reorganized data by the public institutions. In order to regenerate the Rehabilitation, buildings which share the borders of regeneration area should be additionally included for maximum effects of Community Block.
Rehabilitation regeneration effects could be increased in timely and economic cost reduction through the customized regeneration which applies the regeneration techniques to the right place and right time by applying Community Block and meeting the conditions of the places and community block is identified to bring the benefits which are to decrease the heterogeneous risk between existing identical areas and communities and to use much more effective rehabilitation regeneration techniques which could maximize the potential that the areas have.
Finally, the study was executed mainly with the current situation indicators due to the conditions of the study subject place. And accordingly, trend indicators should be compensated to verify the universality or effectiveness and additional studies through the application of residential areas and other targeting areas and at the same time, the standards which is to be used for the establishment of Community Block regeneration type should be secured through additional studies.
