기초자치단체 지역문화재단의 발전방안에 관한 연구 : 서울시 기초자치단체를 중심으로

국문 초록 (Abstract)

1997년 경기문화재단을 시작으로 어느새 20년이 된 지역문화재단은 현재중앙정부의 지역 대상 문화정책 영역이든 지방정부의 고유한 문화정책 영역이든 이전에 비해 의미있는 기능과 역할을 수행하고 있다. 지방자치제의 부활과 관련법의 정비로 지역문화정책의 비중이 이전에 비해 비약적으로 높아졌다. 그러나 지방자치시대의 지역문화예술정책은 이전과는 다르다. 즉, 중앙 중심의 의사결정과 역할 분담에서 자율적인 결정으로 지역이 중심이 되어서 정책의 우선순위와 의사결정 재량권을 행사할 수 있는 구조로 바뀌어야 할 것이다.
이런 의미에서 지역문화정책의 제일선을 담당하고 있는 기관인 지역문화재단을 둘러싼 배경과 정책 여건과 행정 현실을 살펴보는 일이 필요할 것이다.
먼저, 문화와 문화재단에 대한 검토를 통해 지역문화재단에 대한 검토를 하여 지역문화정책을 살펴볼 것이다. 이를 통해 지역문화정책의 의의와 지역문화재단 의 설립의 필요성을 살펴보며 이를 규율하고 정책의 근거가 될 수 있는 법률적 배경 등을 확인한다. 지역문화재단 설립·운영을 직접적으로 규정하는 「지역 문화진흥법」과, 「지역문화진흥법」, 「문화예술진흥법」에 대하여 검토해보며 관련 법규도 같이 검토해 본다. 이어 문화재단에 관한 국내외 사례분석을 통하여 우리보다 먼저 경험한 지역문화재단에 대한 고민을 공유해보며 국내의 경우도 살펴보아 현재까지 설립되어 운영중인 대표적인 지역문화재단들에 대한 일반적인 검토를 살펴볼 것이다. 지역문화진흥과 문화정책의 중요성이 더욱 확대됨에 따라 지역문화재단은 계속해서 확대되어 갈 것이며 기존의 행정체계를 대체해서 새로운 시스템을 지역마다 구축하게 될 것이다. 이러한 추세는 전국 적으로 한동안 지속될 것이다.
지방자치단체 문화진흥정책은 다른 무엇보다도 지역문화의 활성화에 있다. 이를 위해 지역문화재단의 바람직한 운영을 위한 기존 문화재단 운영의 사례분석과 검토는 기존 지역문화재단에 대해서는 공유와 시사점을, 설립을 검토중인 지자체의 경우에는 나침반의 역할을 할 수 있을 것이다.

Since the founding of the Gyeong-gi Cultural Foundation in 1997, the local cultural foundation is now twenty years old and is performing meaningful functions and roles in the regional cultural policy domain of ​​the central government or the local cultural policy domain of ​​the local government. The resurgence of local autonomy and the improvement of related laws have increased the proportion of regional cultural policies higher than ever before. However, local culture and arts policy of local autonomy is different from those of the past. In other words, the local community must shift from central decision making and role distribution to autonomous decision making and also change into a structure where exercising policy priorities and decision making is possible.
In this sense, it will be necessary to examine the background, policy conditions and administrative reality surrounding the local cultural foundation, which is the leading organization in local cultural policy.
First, I will look over local cultural policy through reviewing the local cultural foundation by reviewing the cultural and cultural foundation. I will examine the significance of local cultural policy and the necessity of establishing a local cultural foundation and check the legal background and the basis for the policy. We will review the "Local Culture Promotion Act", "Local Culture Promotion Act" and "Culture and Arts Promotion Act" that directly regulate the establishment and operation of a local cultural foundation. In addition, we will generally look over domestic representative local culture foundations that are operated until today and share the concerns of precedent local culture foundations through domestic and overseas case analysis. We will look at a general review of representative local cultural foundations that have been established and operating so far. As the importance of local cultural promotion and cultural policy is escalated, the local cultural foundation will continue to expand and replace the existing administrative system with a new system for each region. This trend will continue for a while nationwide.
Local government cultural promotion policy is above all about the revitalization of local culture. For this purpose, case analysis and review of existing cultural foundation's management for the desirable operation of the local cultural foundation will be able to play a role as a compass in the case of the local governments which are considering establishment itself, and sharing and implications for existing local cultural foundations.
