편의점 방범인증제 시행현황과 범죄예방 효과 = Implementation of Security Certification System for Convenient Stores & Effect on Crime Prevention

국문 초록 (Abstract)

편의점이란 고객의 편의를 위해 오랜 시간 동안 또는 하루 종일 영업을 하는 잡화 상점을 말한다. 우리나라 편의점은 주로 24시간 영업을 기본으로 하고 있으나, 야간에는 한 명의 근무자로만 운영하는 곳이 많아 범죄에 특히 취약하다. 또한 신용카드가 보편화 된 요즘 편의점은 몇 안 되는 현금 취급 업소로서 범죄자들에 있어 매력적인 표적물이 되기 쉽다. 편의점을 대상으로 한 강ㆍ절도 범죄가 계속하여 발생하는 것은 이러한 편의점이 가지고 있는 범죄에 대한 취약요소 때문이라 할 수 있다. 이러한 편의점 관련 범죄를 예방하기 위한 대책으로 마련된 것이 CPTED원리에 기반한 편의점 방범인증제이다. 그러나 아직 우리나라 대다수 편의점의 점포설계는 주로 상업적 이익을 극대화하기 위한 방안으로 설계되어있어 이러한 CPTED를 적극적으로 활용하고 있지 못한 실정이다.
따라서 이 연구에서는 이러한 CPTED를 적용한 방범인증제의 실시가 어떻게 이루어지고 있는지에 대한 현황을 파악하고 편의점 방범인증제의 효과를 객관적이고 실질적인 방법으로 구분ㆍ평가하여 방범인증제 시행에 따른 정책적 함의를 도출하고자한다. 이를 토대로 제도 시행의 문제점 및 개선방안을 검토한 후 향후 편의점과 유사한 범죄취약업체들에 대한 확대 적용 여부를 결정하는데 있어 판단 자료로서의 유용성을 제공하고자 한다.

Convenience store means the shop selling miscellaneous products, operating for a long time or all day long to promote convenience of customers. Most convenience stores in Korea are basically operating 24 hours a day, but are particularly vulnerable to crimes because a majority of convenience stores are operated by only one person at night. Furthermore, convenience stores are very likely to become attractive targets for criminals as they are some of establishments that still handle the cash for transaction, although the use of credit cards has become a universal trend.
The constant occurrence of robbery and burglary at convenience stores may be attributed to such vulnerability to crimes. The security certification system for convenience stores is the countermeasure to prevent crimes at convenience stores based on the principle of CPTED(Crime Prevention Through Environmental Design). However, the design of many convenience stores nationwide still focuses on maximizing commercial profit, which is a stumbling block preventing the widespread use of CPTED.
Thus, this study is intended to examine current implementation of security certification system applying the CPTED, differentiate and evaluate the effects of 'security certification system for convenience stores' based on objective and practical approach in order to present policy implication for the enforcement of security certification system. Examining the problems and improvement measures in connection with the implementation of security certification system, the results of this study will provide useful basis for determining the broader applicability of this security certification system to the businesses vulnerable to the crimes similar to those committed at convenient stores.
