      다국어 초록 (Multilingual Abstract)

      The defense quality management certification program has been utilized for national defense since february 1999. However, it has some limitations such as lack of cooperation with commercial area and fail to inspire the confidence of domestic and foreign industries, especially munitions companies. Due to these limitations, the program has not been activated fully.
      Only 14.5% munitions companies(94 companies) have been certified by the program as of the end of 2008. And the portion of certified company among small and medium enterprise is quite low.
      The portion of certified companies is especially quite low in area of food, textile, and combat vehicle parts, supplied by relatively small and medium enterprises. To increase the low portion, it is necessary to change CEO's perception on the program, to enhance the homepage of the 'Defense Agency for Technology and Quality(DTaQ)' for providing information on the program, and to build an education system on the program.
      In the analysis of the nonconformities, 9.8 nonconformities occur per company on average. Most of the nonconformities are due to the violation of documented procedures, standards, regulations, and so on. This implies that the observance of procedures in the manufacturing is a crucial factor for the establishing the quality management system.
      Based on the analysis, some suggestions for developing the program can be summarized as follow.
      First, DTaQ should develop an education system and a quality assurance representative should carry out a supportive role for the companies in order to support small and medium munitions companies that have difficulty in building a defense quality management system.
      Second, it is necessary to promote the CEOs’ understanding on the program and to expand incentives for certified companies in order to induce military suppliers to acquire the certification and to participate in the system.
      Third, it is necessary that the certifying organization adopts a specialized structure according to ISO19011 and advertises the unique characteristics and advantages of the program in order to ensure the expertness and public confidence on the program.
      Besides, the revision of the military specification through an exchange and a cooperation with commercial area such as ISO is suggested
      On these suggestions, further studies should be conducted by experts and effective supports of relevant government agencies should be needed. Such efforts are expected to activate the certification and to improve the quality of military supplies.
