The public notice land price system introduced in 1989 has served to streamline the land price survey system and solve the problems of confusion and distrust involving the disclosure of land price for public purpose, and enhance the reliability of land price for public purpose.
Moreover, the new system has provided for the systematic information regarding land prices to help stabilize the land price.
Nevertheless, the land price notice system has some problems and one of them is a gap between officially assessed land price and market price.
The solutions to the above problem may be enumerated as follows;
First, it is necessary to narrow the gap between officially assessed land price and market land price gradually according to a preset schedule while data regarding the actual land trading prices should be accumulated.
Second, the price concept of the assessed value of land should be established.
The price concept should be based on the market price.
The price should be individual and specific according to its functions and applications.
And thus under the same price concept, appraisers can pursue the balance of the assessed value of land.
Third, Appraisal method should be sophisticated.
The current estimation of the assessed value of land depends largely on transaction case comparative method, bringing down the accuracy and the credibility.
Using three appraisal method with transaction case comparative method, we can verify the distortion of the market price, and in turn contribute to the development of appraisal method.
Fourth, in order to enhance the specialization of the officials in charge, it is necessary to establish the job of the land price assessment, while introducing incentives for the officials and reeducating and retraining them more.
