한국의 대외직접투자와 외국인 對韓 직접투자의 행태에 관한 비교연구

외국인의 대한국 직접투자는 1990년대 중반이후 크게 증가하였는데 이는 외환위기 이후 정부의 강력한 유치정책에 힘입은 바크다. 이에 반해 한국의 해외직접투자는 1990년대의 국내임금과 지가의 급격한 상승, 원화의 평가절상 그리고 미국과 유럽의 무역장벽이 높아진데 기인되어 크게 증가하였다. 한국기업의 대외직접투자는 주로 중국과 동남아 국가들에 편중되었는데 이는 이들 나라들의 저렴한 임금과 거대한 시장 때문이다. 그러나 한국의 대외직접 투자나 외국기업들의 대한투자는 기대한 만큼 GDP, 국내투자 및 국내실업 등의 국내거시경제변수에 별 유의적인 영향을 미치지 않은 것으로 나타났다. 따라서 한국정부는 과도한 외국기업의 유치나 국내기업들의 해외투자로 촉발된 산업공동화 현상을 우려하기보다 국내거시경제의 안정에 정책의 초점을 맞추는 것이 필요하다. 즉 국내기업들의 국내투자 촉진을 위한 각종 규제완화에 힘써야 하며 은행들의 기업을 위한 국내여신 증대를 장려하며 국내 노동시장에서의 유연성 증대와 급격한 임금인상이 억제되도록 노력해야 할 것이다. Foreigners" direct investment into Korea has substantially increased from the middle of 1990s due to Korean government"s active inducement policy, especially since the Korean currency crisis in 1997. On the other hand, Korea"s outward direct investment has risen sharply because of the rapid wage and rent hike, an appreciation of Korean Won and rising trade barriers of U.S and Europe in 1990s. Korean firms have been mainly toward China and Southeast Asian countries because these countries have cheap wage cost and expansive market. The effects of Korea"s outward FDI and inward FDI on Korean macroeconomic variables such as GDP, domestic investment and unemployment showed statistically insignificant results. Therefore, Korean government should focus on the stability of domestic macro- economy rather than the excessive foreign direct inducement or the concern about the de-industrialization caused by the overseas rush of Korean corporations. That is, they should rather encourage the investment of domestic firms and domestic credit of banks, and try to discourage the rapid wage increase in labor market.

미래사회 변화 전망 따른 민간경비업체의 기여에 관한 연구

한국사회는 사회의 변화와 흐름에 따라 즉 미래 산업사회로의 변화에 있어 민간경비업체가 나아갈 방안을 모색하는 방법으로 사회환경적, 기술환경적, 민간경비업체 방안을 제시하였다. 국민의 생명과 재산을 보호해야 할 국가경찰의 역할은 치안수요의 증가에도 불구하고 부족한 경찰력만으로는 치안유지와 사회공공질서를 유지하기 힘들었으며, 이러한 상황에서 경찰력을 대신할 수 있는 민간차원의 민간경비 산업이 대두되기 시작하였다. 그러나 우리나라 민간 경비산업은 80년대와 90년대를 거치면 서 급속한 양적 성장을 거듭한 이래 90년대 후반부터 경비지도사 제도의 신설, 교육제도의 개선 등 질적 성장을 위해 박차를 가하고 있으나 전자·컴퓨터산업·인터넷·정보통신·영상산업의발전에 따라 이들 산업과 연계한 첨단 고부가가치 상품의 개발이 요구되고 있다. 이제 넓게는 민간경비산업, 좁게는 민간경비업체에 있어서 그 역할의 중요성은 더욱 강조될 것이다. 미래사회변화에 따른 민간경비업체의 대응방안은 다음과 같다. 첫째, 산업화와 민주화 과정을 거쳐 선진화의 단계에 이르렀으며, 고도의 경제발전으로 인하여 양질의 노동력, 순조로운 외자도입, 높은 기업의욕 등으로 볼 수 있으며,이러한 문제점으로는 대외의존 도가 높아지고 소득격차가 심각해지고, 민생의 불안정해졌다는 점이다. 둘째, 유비쿼터스시대로 발돋움하고 있으며 또한 21세기 도시의 새로운 패러다임으로 모든 기능과 환경들로 조화롭게 구성되며 즉 홈 네트워크를 구축하는 새로운 도시의 재탄생이 이루어지고 있다. 이러한 발달로 인하여 민간경비업체에서는 기기의 신뢰성이 최우선되어야하며 왜곡된 정보를 줄이기 위해 노력해야할 것이며 전용회선을 사용하는 민간경비업체의 대책 역시 마련되어야할 것이다. 무엇보다도 급변하는 사회의 변화에 민간경비업체의 대응력 역시 요구되어지며, 효율적인 대처방안들이 수립하여 양적인 팽창이 아닌 질적이 함양과 그로인한 지속적인 발전을 꾀하는데 앞장서야 할 것이다. This study is design to provide action plans for private security companies in socio-environmental and tech-environmental methods to adjust to transition of the society into future industrial society. The role of national police force faces difficulty to maintain public peace and order because of lack of police force to protect citizens lives and properties. As a result, the need of private security companies has gained recognition to substitute the police force. However, after1980s and 90s where Korea’s private security companies had developed quantitatively, this industry has adopted a system of security instructor, education, etc., to develop in qualitative ways. However, a development of high-value added service is required to comply with the rapid developments of electronic, computer, internet, information, and visual industries. Now, the role of private security industry in broad, or private security companies in narrow will become more important. The action plans for future industrial society of private security companies are as follows. First, the advancement is achieved through industrialization and democracy, and high quality labors, foreign investments, passion of corporations have occurred due to economic development. Therefore, it increased the dependence level on foreign countries and the gaps of income level, resulting instability of the public. Second, a rebirth of city with home network is achieved as Ubiquitous era is engaged and all features of 21st Century city are harmoniously combined with environments. Due t osuch development, the private security companies must prioritize the credibility of equipment, and minimize malfunctions and misreports, as well as finding alternative of using directing lines for private security companies.
