        SECOND CHERN NUMBERS OF VECTOR BUNDLES AND HIGHER ADELES

        We give a construction of the second Chern number of a vector bundle over a smooth projective surface by means of adelic transition matrices for the vector bundle. The construction does not use an algebraic K-theory and depends on the canonical ${\mathbb{Z}}-torsor$ of a locally linearly compact k-vector space. Analogs of certain auxiliary results for the case of an arithmetic surface are also discussed.

        Magnetization of the stack of HTS tapes

        New results of dependence of magnetic field, trapped by a stack of HTS tapes, on amount of tapes in a stack are reported. Commercial GdBCO tape 12 mm width and without Cu layer was used for the research. Tape was divided in square pieces $12{\times}12mm^2$ from which stacks were formed. Filling factor of the tape was about 1.4%. Measurements were carried out for stacks with height from 5 to 250 pieces and at wide temperature range from liquid helium to liquid nitrogen. Both FC (field cooling) and ZFC (zero field cooling) cooling methods were used in the research. These two methods show matching results with good accuracy. As a result dependences of trapped magnetic flux on amount of tapes for different temperatures were received. Research shows, that with increasing height of the stack trapped magnetic field value reach saturation at about 60 tapes in a stack for low temperatures. From 60 to 100 tapes increase of magnet flux is only 5%. Thus increase amount of tapes in a stack is not profitable. Also investigation of trapped magnet field relaxation was carried out. Relaxation speed decreases with increasing amount of elements. It means that the higher the stack is, the longer trapped flux will be held in cause of the same temperature.

        Economic and Mathematical Methods for Ranking Eastern European Universities

        Assigning accurate qualitative ratings to Eastern European higher education institutions is critical in the face of high student mobility and competition with similar institutions in the USA, Central Europe, and Canada. This article aims to develop a methodological economic and mathematical approach to rating higher education institutions in Eastern European countries. An indicator system of the integral assessment of the education quality in Eastern Europe, considering the specific characteristics of national higher education systems, was formed during the research with the help of experts and taxonomic methods. A group of rating indicators of universities and their significance in determining the university’s ranking was substantiated. Using regression analysis, a multifactor model was developed to determine the rating of higher education institutions in the countries studied. The analysis demonstrates that the universities of Russia, the Czech Republic, and Poland are dominant in Eastern Europe. The study’s practical implementation can serve as a reference point and incentive for encouraging higher education institutions to provide a higher quality of education.

        Законодательство о некоммерческих организациях в России: история и современное состояние

        The problem of understanding such a phenomenon as the legal regulation of the activities of non-profit organizations in Russia is one of the topical problems facing Russian jurisprudence. The urgency of this problem is due to the fact that non-profit organizations form the basis of civil society, the degree of development of which indicates the potential for building a rule-of-law state. In the course of the study, the purpose of which was to identify the patterns of legal regulation of non-profit organizations in Russia through the use of certain research methods such as comparative approach, historical research methods, axiological approach, the following conclusions were drawn: 1) the legal science faces the problem of comprehending legal regulation activities of non-profit organizations in Russia; 2) historical analysis of the legal regulation of the activities of non-profit organizations in Russia shows that the history of the formation and development of the Russian legal system, as well as the history of the development of legislative regulation of activities, went through three stages: the pre-revolutionary stage, the Soviet stage, the post-Soviet stage; 3) In our opinion, the main ways of further improving legislation in the field of legal regulation of non-profit organizations in the Russian Federation include the following: a) The need to consolidate in the Russian legislation a single specialized legislative center, extending its effect on all types of non-profit organizations, since the legislation on non-profit organizations is distinguished by the presence of a number of large federal laws regulating the activities of certain types of civil society institutions; b) Recognition of the need for more active participation of non-profit organizations in the activities of public authorities at the decision-making level, including expertise of draft laws, public control, etc.

        О некоторых особенностях российской правовой системы

        The problem of determining the place and role of the Russian legal system in the world legal space is one of the pressing problems facing modern legal science. The object of the study is the Russian legal system. The subject of the study is features and patterns of development of the Russian legal system, its components and elements. The purpose of the study is to trace the features and patterns of the formation, development and functioning of the Russian legal system, its components and elements in comparison with other legal systems. In the course of the study, the following was established. The Russian legal system is a complex artificial, heterogeneous dynamic system that includes elements of a) cultural and ideological level (legal awareness and legal culture and their components and elements); b) normative level (elements of this level are the norms of law, the institutions of law, the branches of law, forms (sources of law), c) the communicative-behavioral level (elements of this level are legal relations, acts of realizing rights and duties, legal behavior, social relations, incoming in the subject of legal regulation); d) procedural level (elements of this level are legal processes: law-making, legal regulation, enforcement, implementation of law, interpretation of law); e) Institutional level (elements of this level of the legal system are the state, public authorities, local governments and other subjects of law). The Russian legal system has undergone a long and complex path in its historical development, which includes several stages: the pre-revolutionary stage, the Soviet stage, the post-Soviet stage. An analysis of the history of the Russian legal system shows that the law, understood as a law, has always been viewed by Russians as coming from the state, as a means of achieving state goals. At the same time, the Russian legal mentality is characterized by the opposition of official law (law) to a certain ideal of Pravda. The current state of the Russian legal system is characterized by a high rate of adoption of bills, which is due to the peculiarities of the Russian legal mentality, which in turn is due to geographical and climatic factors: with a short summer and a long winter, Russians have a habit of hurrying to have time to do everything as soon as possible, until an unfavorable time comes. This mental feature was also passed on to the legislator, which is quite natural, since Russia is a democratic state, and deputies are the same bearers of legal mentality as the rest of Russia's citizens. In order to improve the legal system, the following measures are proposed: 1) improving the quality of legislation through more thorough examination of draft laws; 2) development of scientific bases of law-making activity; 3) improvement of law enforcement practice; 4) legal education of the population.

        A study of ribonuclease activity in venom of vietnam cobra

        Background: Ribonuclease (RNase) is one of the few toxic proteins that are present constantly in snake venoms of all types. However, to date this RNase is still poorly studied in comparison not only with other toxic proteins of snake venom, but also with the enzymes of RNase group. The objective of this paper was to investigate some properties of RNase from venom of Vietnam cobra Naja atra. Methods: Kinetic methods and gel filtration chromatography were used to investigate RNase from venom of Vietnam cobra. Results: RNase from venom of Vietnam cobra Naja atra has some characteristic properties. This RNase is a thermostable enzyme and has high conformational stability. This is the only acidic enzyme of the RNase A superfamily exhibiting a high catalytic activity in the pH range of 1-4, with pH<sub>opt</sub> = 2.58 ± 0.35. Its activity is considerably reduced with increasing ionic strength of reaction mixture. Venom proteins are separated by gel filtration into four peaks with ribonucleolytic activity, which is abnormally distributed among the isoforms: only a small part of the RNase activity is present in fractions of proteins with molecular weights of 12-15 kDa and more than 30 kDa, but most of the enzyme activity is detected in fractions of polypeptides, having molecular weights of less than 9 kDa, that is unexpected. Conclusions: RNase from the venom of Vietnam cobra is a unique member of RNase A superfamily according to its acidic optimum pH (pH<sub>opt</sub> = 2.58 ± 0.35) and extremely low molecular weights of its major isoforms (approximately 8.95 kDa for RNase III and 5.93 kDa for RNase IV).
