        Is a Place-Based Approach the Key to Development? : Evidence from Korea and Ghana

        본 논문은 개발에 관한 지역기반 접근의 효용성에 대해 논의한다. 이를 위해 자산기반 지역개발(Asset Based Community Development, ABCD)의 기본 내용을 살펴보고 가나 와 한국 양국이 지역사회 발전을 위해 ABCD의 원칙들을 어떻게 적용시켰는지 비교한 다. 지역경제발전을 촉진하는 ABCD 접근방식은 민간과 공공 섹터 사이의 제3섹터로 분 류되며, 물리적 재정적 자산뿐만 아니라 사회적 자본과 같은 무형의 자산 등 다양한 지역 자산의 활용 을 강조한다. 본 논문은 가나와 한국의 농촌 개발 프로그램 사례를 중심으로 국민국가 (nation-state)에서 정부가 지역사회를 발전의 파트너로서 참여시키는 것이 중요하고, 빠 른 발전을 위해 지역 자산을 이용하는 것이 중요하다는 점을 강조한다. 이러한 접근방식 은 발전에 관여하는 사회 전 부문의 포용적 발전을 촉진한다. 본 논문은 1970년대 한국의 발전 양상에 ABCD 접근방식이 내재되어 있는 반면 가나는 이 점이 부족했기 때문에 양국의 발전의 차이를 가져왔다는 점을 강조한다. This paper demonstrates the relevance of a place-based approach to development. By the outlining the basic principle the Asset-Based Community Development (ABCD) and comparing how the two countries, Korea and Ghana, have adopted this principle in development of their communities. The ABCD development approach adopts the principle that enhances the Local Economic Development (LED) and is categorized as a part of the third sector which falls between the private and public sectors as seen on a continuum. The ABCD strongly emphasizes the utilization of community assets in development, and is not only limited to physical and financial assets but also includes such assets as social capital. Using the case of rural development programs in Korea and Ghana, this paper establishes that governments have a role in community development within the nation-state, and that involving the beneficiary communities as the partners of development is vital, and approaches that harnessing community assets as key to rapid development. These approaches enhance inclusive growth bringing all segments of society on board for development. We conclude that the difference in the rate of development between Korea and Ghana comes from the fact that the ABCD principles were embedded in the development of Korea, whereas they principles were not included in that of Ghana during the 1970s.

        The Size of SSE (Social and Solidarity Economy) and Income Distribution in the European Union: Implications for Developing Countries

        The focus of this paper is to find some empirical evidence that an increase in the size of SSE actually contributes to the national economy in terms of income distribution. This task is confronted with some challenges. One is that we do not have a reliable statistical measurement capturing the size of SSE. This happens in part due to the delicate and rather slippery concept of SSE, but also the lack of concern and methodology on the part of member ountries. EESC (2012) was an exceptional source for the research since it reports the relevant data needed for the analysis. This report was the starting point of our research. An interesting observation from our empirical research is that in a cross-sectional analysis, we find strong negative correlation between the size of SSE and bad income distribution, especially when we use volunteers as a proxy for the size of SSE. In the case of cooperative employment, the result is not clear enough. Another candidate for a proxy, the ratio of total employment in SSE, has consistently shown the positive correlation. One major implication is that socio-economic factors surrounding the economy may be more important for an expansion of SSE than deliberate policies directed for an increase in the size of the sector; SSE may be responding to bad income distribution. This means that people are motivated to participate in SSE movement under some circumstances imposing unfavorable consequences. Another implication is that volunteerism may be a very good sign for an improvement in income distribution. Policies toward SSE sector may be more productive when there is a need among people to participate, i.e., under unfavorable socio-economic circumstances. To find an empirical evidence for the reasoning is in the realm of our future research.
