Two recent Lyapunov-based methods: delay-partitioning approach and Jensen inequality approach, have reduced the conservatism and the complexity of the stability result for one-dimensional (1-D) time-delay systems, respectively. This paper concerns the analysis of delay-dependent stability for two-dimensional (2-D) discrete systems with interval time-varying delays. By applying a delay partitioning-based Lyapunov function combining with the approaches of 2-D Jensen inequalities, a new delay-dependent stability criterion is derived in terms of linear matrix inequality (LMI). In addition to delay dependence, the obtained criterion is also dependent on the partition size. It is rigorously proved that the authors’ result reduces the conservativeness and computational burden than some recent ones. Numerical examples show the effectiveness and advantage of our result.
The Research of Fiscal Expenditure Policy in Chinas Transitional Period

Fiscal expenditure policy is one of the important parts of macro-economic policy. The active effect of fiscal policy is centralized on the continuously growing of private investment as a result of the increment of fiscal expenditure, which would greatly expedite the growth of national economy. During Chinas transitional period, it is very important to properly manage the interactive relationship between the increment of fiscal expenditure and the growth of private investment. The purpose is to increase private investment by enlarging fiscal expenditure while eliminating anticipatory crowding-out effect caused by the increment of fiscal expenditure.

Genus of Rhododendron has been used in traditional medicine since ancient times and is known to be effective in immune function, inflammation, and cold symptoms. And the reason for this activity is the flavanonol type among flavonoids in the genus of Rhododendron. Among the flavanonol types, Taxifolin-3-O-arabinopyranoside was isolated from the root of native R. mucronulatum in Korea, and the structure was finally identified through HPLC, LC-MS/MS, <sup>1</sup>H-NMR, and <sup>13</sup>C-NMR. Taxifolin-3-O-arabinopyranoside is a compound mainly found in R. mucronulatum, a representative species of the genus of Rhododendron, and exhibits antioxidant, anti-inflammatory, and anti-atopic activities. In this study, Taxifolin-3-O-arabinopyranoside was chemotaxonomic significant in 5 species of the genus Rhododendron native to Korea (R. mucronulatum, R. mucronulatum var. ciliatum, R. schlippenbachii, R. yedoense var. Poukhanense, R. japonicum for. Flavum). Compared with the existing literature, Taxifolin-3-O-arabinopyranoside was identified for the first time in 4 species of Rhododendron except for the R. mucronulatum.
