Trade-offs and inconsistencies of the Russian foreign policy: The case of Eurasia

In this article, we explore the inherent trade-offs and inconsistencies of Russia’s policies toward the post-Soviet space. We argue that attempts to rebuild an image of Russia as a “great power” have actually led to a reduction of Russian influence in the post-Soviet region. The more Russia acted as a “Great Power,” the less credible was its promise to respect the national sovereignty of the former Soviet republics. In 2011, Vladimir Putin declared that during his next term as president, his goal would be to establish a powerful supra-national Eurasian Union capable of becoming one of the poles in a multipolar world. However, Russia’s attempt to force Ukraine to join the Eurasian Union provoked the 2014 crisis. The Ukrainian crisis has de-facto completed the separation of Ukraine and Russia and made successful post-Soviet re-integration around Russia improbable.
INTERACTION OF TWO FILAMENT CHANNELS OF DIFFERENT CHIRALITIES

<P>We present observations of the interactions between the two filament channels of different chiralities and associated dynamics that occurred during 2014 April 18-20. While two flux ropes of different helicity with parallel axial magnetic fields can only undergo a bounce interaction when they are brought together, the observations at first glance show that the heated plasma is moving from one filament channel to the other. The SDO/AIA 171 angstrom observations and the potential-field source-surface magnetic field extrapolation reveal the presence of a fan-spine magnetic configuration over the filament channels with a null point located above them. Three different events of filament activations, partial eruptions, and associated filament channel interactions have been observed. The activation initiated in one filament channel seems to propagate along the neighboring filament channel. We believe that the activation and partial eruption of the filaments brings the field lines of flux ropes containing them closer to the null point and triggers the magnetic reconnection between them and the fan-spine magnetic configuration. As a result, the hot plasma moves along the outer spine line toward the remote point. Utilizing the present observations, for the first time we have discussed how two different-chirality filament channels can interact and show interrelation.</P>

Decisions on decentralization versus centralization come as a result of strategic choices made by politicians after weighing their costs and benefits. In authoritarian regimes, the highest-priority political task is that of restraining political competition and securing power in the hands of the incumbent. This task incentivizes politicians to restrict political decentralization (or at least block reforms promoting such decentralization). At the same time, external economic pressures (e.g. globalization) place the task of national competitiveness in the global markets on the agenda, and increase incentives for fiscal and administrative decentralization. Thus, political and economic pressures create contradicting incentives, and in weighing costs and benefits, politicians in different authoritarian regimes make different choices that lead to variation in the form, degree and success of decentralization/centralization policies. In this article we compare authoritarian decentralization in Russia and Kazakhstan.
Flux rope breaking and formation of a rotating blowout jet

<P>We analysed a small flux rope eruption converted into a helical blowout jet in a fan-spine configuration using multiwavelength observations taken by Solar Dynamics Observatory, which occurred near the limb on 2016 January 9. In our study, first, we estimated the fan-spine magnetic configuration with the potential-field calculation and found a sinistral small filament inside it. The filament along with the flux rope erupted upwards and interacted with the surrounding fan-spine magnetic configuration, where the flux rope breaks in the middle section. We observed compact brightening, flare ribbons, and post-flare loops underneath the erupting filament. The northern section of the flux rope reconnected with the surrounding positive polarity, while the southern section straightened. Next, we observed the untwisting motion of the southern leg, which was transformed into a rotating helical blowout jet. The sign of the helicity of the mini-filament matches the one of the rotating jets. This is consistent with recent jet models presented by Adams et al. and Sterling et al. We focused on the fine thread structure of the rotating jet and traced three blobs with the speed of 60-120 km s(-1), while the radial speed of the jet is similar to 400 km s(-1). The untwisting motion of the jet accelerated plasma upwards along the collimated outer spine field lines, and it finally evolved into a narrow coronal mass ejection at the height of similar to 9R(sun). On the basis of detailed analysis, we discussed clear evidence of the scenario of the breaking of the flux rope and the formation of the helical blowout jet in the fan-spine magnetic configuration.</P>

Linear statistic N-isopropylacrylamide copolymer containing 16.8 mol % of methacrylic acid was studied using methods of static and dynamic light scattering and turbidimetry. The experiments were performed in aqueous solutions at the concentration c = 0.015 g cm-3 in a wide temperature region from 10 to 60 °C within pH interval from 1.7 to 11.2. The rapid increase of scattered light intensity and decrease of the transmitted light intensity at heating of the solution was observed, which implied phase separation in the solution. The phase separation was confirmed by intensive aggregation of macromolecules, which was evidenced by dramatic changes in the size of the dissolved species and their fraction in the solution. Thermoresponsiveness of the copolymer was strongly dependent on pH. The specific behavior of the N-isopropylacrylamide with methacrylic acid copolymer as compared to that with maleic acid was shown, which is caused by the presence of hydrophobic methyl group in the chemical structure of the methacrylic acid monomer.
