        노후상가 재생을 위한 공공지원형 임대복합상가 개발모형 연구

        This study focus on the regeneration of depressed central business district adopting creative regeneration methodology of the Mixed Use Development of Rent Oriented Shopping Building by Public Supports. There have been diverted approaches and continuous policy efforts for the modernization of traditional market area in the CBD. But the situations of degradation of CBD in local cities and the depression of traditional market area are going on. The regeneration of central business district in local cities by the packaged new regeneration methodologies of theme shopping building will be the main target of local city regeneration policy. So, It is needed the creative approach of revitalization for shuttered streets of business district in local cities’CBD by two strategic instruments (Small Size Block Unit Development by Sub Division Land Use Planning and Mixed Use Development of Rent Oriented Building by Public Support) First is the Small Size Block Unit Development by Sub Division Land Use Planning supported by the cooperative partnership of land owners. Which means the rationalization of irregular land units by the citizen participated land use planning process in line with bottom up approach. Second, Mixed Use Development of Rent Oriented Building by Public Support is the main policy instrument to creative regeneration of corporated shopping building district. It comprised these three important components. 1) The selection of proper place of rent oriented shopping building to adapt the regeneration methodology of shopping building district in CBD 2) The formal certification of 3 types developer for the regeneration project and program 3) The rational buying and rental system for the Mixed Use Development of Rent Oriented Building

        전통시장의 상인조직형태에 따른 특성 분석

        The decline of traditional markets has led to sluggish local economy, which in turn has had an adverse effect on the national competitiveness. In response to issue, the government enacted a special law for the activation of traditional markets and has provided active support, while switching legal hierarchy from the law in time limits to the law in ordinary times. This study was intended to analyze the degree of activation of traditional market support projects promoted by the government for more than a decade based on the form of the merchant organization. To this end, a research was performed using common elements, activation factors and five forms of the merchant organization classified and examined by store management status survey of the Small and Medium Business Administration as data. According to the analysis results, the shopping district association showed the highest average score in market size as a common element, and private organization not controlled nor protected by law as for the size of commercial supremacy. In the case of the location, registered merchant association is situated in large city, and the registered merchant association showed the highest average score in the land area and floor space, and cooperative business association in the total floor area. In this regard, this study suggests an implication that a more formalized and structured form of the merchant organization which manages and operates traditional markets will contribute to a sustainable market activation.

        도시재생사업에서 사회적 자본이 로컬 거버넌스에 미치는 영향에 관한 연구

        Existing urban improvement projects were carried out with focus on the physical maintenance led by the government, which resulted in the problems such as dissolution of the community and removal of space for the underprivileged. In recent years, however, the Urban Renewal Agency of the Korea Land and Housing Corporation (LH) carried out a pilot project for urban regeneration at a regional level to implement urban regeneration policies considering physical and socio-economic regeneration. The project was promoted by a bottom-up development approach that establishes local governance through the participation of local residents and each subject. In addition, the strengthening of local capability is considered to be most important in the promotion of sustainable urban regeneration through residents" participation. In other words, it is important to improve local capability by discovering local resources and values, and making the best use of them to give new values and grow them. In this sense, the core of Jeonju urban regeneration test-bed project lies in the strengthening of the local capability for sustainable urban regeneration, and the emphasis is placed on residents" participation, activation of the community and establishment of local governance. However, since Korea has no experience of promoting urban regeneration projects in this way, an intermediate support organization is regarded as a prerequisite. The analysis results and political implications of this study are as follows. First, the effect of social capital on local governance was found to be higher in a commercial district than in a residential district. Second, according to the results of the analysis performed through the medium of intermediate support organization, the indirect effect of 39% was presented for the commercial district. Third, systematization and effectiveness needs to be ensured in the establishment and operation of intermediate support organizations.
