한국 사이버 음란채팅의 실태분석과 민간경비 영역의 대응방안

사이버 음란채팅은 우리나라를 포함한 세계 주요 각국에서 발생되는 ‘디지털 낙인’, 즉 몸캠을 통한 나체 및 준나체 사진과 동영상의 유포협박을 통한 금품요구, 피해자의 자살 등 심각한 사회문제를 야기시키고 있다. 따라서 이 연구에서는 한국 사이버 음란채팅의 실태분석과 이에 대한 민간경비 영역의 대응방안에 대해서 모색해 보았다. 국가통계포털사이트와 국내 주요 성인채팅 사이트의 자료와 관련 선행연구의 분석을 통한 2차 자료분석, 문헌연구의 방법으로 연구를 수행하였다. 음란채팅의 실태분석 결과, 2013년보다 2014년에는 음란채팅 경험이 감소하였지만, 비교적 젊은 연령대의 비율이 증가하였다. 대도시를 거점으로 개설된 채팅방을 중심으로 많은 사람이 성인채팅 사이트를 이용하고 있었고, 성매매, 불법적인 음란 사진 및 동영상, 악성코드 유포등의 방법으로 조직화된 불법행위로 진화되고 있었다. 민간경비 영역의 대응방안으로는 첫째, 민간경비 영역을 사이버 보안 분야로 업무확장, 둘째, 관련 분야 전문자격증 제도의 도입 및 민간경비원의 양성,셋째, 인터넷 경고문구의 활성화 및 컨설팅 업무 전개, 넷째, 관련 기관과의 협력 및 본인인증 시스템의 제도화를 통한 익명성 감소와 사이 버 범죄 및 보안 전문가의 양성을 제안하였다. 끝으로 이 연구의 학술적·정책적 의의와 연구의 한계를 논의하였다. Cyber obscene chatting causes threatening circulating naked and semi-naked pictures and videos taken via recording body parts in order to demand money from victims. This kind of chatting results in serious social issues, such as committing suicide of victims and so forth. In this regard, this research conducted analysis of actual conditions of cyber obscene chatting in South Korea and aimed to find countermeasures that are not covered by the area of private security. This research analyzed the data retrieved from the National Statistics Portal and the Korean major adult web-sites, the second data analysis from the prior research, and the literature review. From the results of the analysis of the actual conditions, in 2014, the numbers of the experience of cyber obscene chatting were decreased compared to 2013, but the rate of young age group was increased relatively. Many people use adult chatting web-sites which provide their services in major cities, and the web-sites are evolving into organized illegal activities through prostitution, circulating illegal obscene pictures and videos, and malicious codes. Countermeasures the in the area of private security was suggested: 1) expanding the area of private security into cyber security area; 2) introducing professional license of related area and training private security guard; 3) promoting usage of internet warning labels and developing consulting business; and 4) installing the system for ID verification at web-site in order to reduce the anonymity and training the crime & security expert. The contribution on the area of academia and the policy implications, and the limitations of this research were discussed at the last part of this paper.

방사성핵종의 대기방출로 인한 인근주민의 연간 집단선량을 대기확산모델과 USNRC에서 제안된 지상먹이연쇄모델을 결부시켜 AIRDOS-EPA전산코드를 사용하여 평가하였다. 평가결과는 전신의 경우, 3.348×10 -1 man-rem으로 GASPAR전산코드에 의해 계산된 값과 다소 차이가 있었으나 갑성선의 경우, 84.95man-rem으로 낮게 평가되었다. Annual collective dose within 50 miles radius of Ko-ri I reactor site due to normal airborne effluent discharges in 1979 has been estimated by AIRDOS-EPA computer code. Gaussian plume equation is used for estimation of both horizontal and vertical dispersion of radionuclide release into the atmosphere. Also, radionuclide concentrations in meat, milk, and fresh produce consumed by near-by population are estimated by coupling the output of the atmospheric transport models with the USNRC terrestrial food chain models. Annual collective doses are found to be 3.348×10 -1 whole body man-rem and 84.95 thyroid man-rem Whole body man-rem calculated by AIRDOS-EPA computer code do not differ greatly from that calculated by GASPAR computer code, but value for thyroid man-rem have been estimated lower than that calculated by GASPAR computer code.
